Team: National Cycle Network (NCN) Engagement

As the Principal Network Engagement Manager, you will lead the strategic planning, management and deliver of a diverse range of community-led engagement projects and programmes across the NCN

About the role

St Albans City and District Council is seeking a dynamic and experienced built environment professional to lead and manage the core functions associated with the management of the Council’s operational estate and associated assets.

The role is responsible for all aspects of the effective management of the Council’s portfolio of operational buildings and other built assets as well as providing support services which span the Council’s non-housing property portfolios (operational, leisure & heritage, community and commercial assets).

About you

• It is anticipated the successful candidate will be educated to degree level (or equivalent technical qualification) with extensive post-qualification experience in a comparable, complex organisation. This need not mean a background in local government, though practical and procedural knowledge of public sector practice is desirable.
• It is essential that you have significant experience of delivering comprehensive estates and property management services (both in house and outsourced), as well as in-depth knowledge and experience of regulatory guidelines and statutory compliance requirements for estate management. This should extend to operational H&S, emergency planning and business continuity.
• In addition, it is important that you have a knowledge and understanding of sustainability approaches and willingness to develop this part of the role.
• You will possess excellent people skills allied with the proven ability to listen, explain, negotiate and influence. You will be an enthusiastic, skilled subject matter expert with excellent presentation and report writing skills.

About the role

This role provides tactical and targeted support to our District teams as we seek to enable our volunteers to deliver training to both cadets and volunteers in line with the Sea Cadets Learning Strategy.  This post is responsible for supporting the delivery of the district training, including Royal Marine Cadet (RMC) training activity at Troop level. The work location can be flexible (home or office-based) requiring regular evening and weekend working supporting our volunteers by attending virtual meetings and delivering online training.

Responsibilities

• To provide functional support to our area Training Managers and District and RMC Troop Teams, ensure the district training plans are delivered, amended as necessary throughout the year, to the training plan and in line with identified training needed to best support the delivery of the Sea Cadet Experience.
• To support specific District Teams including the District Training Officer (DTO), District Recreational Officer/ Deputy District Officer (DRO/DDO), District Staff Officers (DSO), and RMC Troop Commanders (Trp Cdr) identified as requiring support under our change management process.
• To work closely with all District Officers to increase the number of certificated, current and competent instructors, and develop the capability and capacity of District Instructors to deliver training to cadets and volunteers across all Districts.
• To support the ATOs/DTOs/RMC Troops in all training matters (including uniformed and unit management teams) with a specific focus on Districts/Troops that need support.
• Support our Programmes and Virtual Training Manager with the co-ordination the of delivery of appropriate MSSC and other approved training packages (including BTEC, Duke of Edinburgh’s Award) appropriate to the age and experience of cadets across the organisation.
• Work under the leadership of our Assistant Director Sea Cadet Learning monitor performance against set targets set by the National Support Centre to ensure equitable access for cadets and adults to the Sea Cadet Experience.

  You will be managing all temporary and emergency accommodation placements on behalf of Cotswold District Council. The role involves working closely with homeless clients in various emergency accommodation arrangements. These pivotal roles within the programme team support the effective delivery of our work within local places so that more people across the county can enjoy their later life.

Working under the programme Lead and working closely with the programme team you will take responsibility in ensuring that the local delivery plans are implemented, working with the wider stakeholders in the local community.

You will provide direct support across multiple local areas on key actions, such as leading on walking audits, take a seat campaigns, and working with local stakeholders to identify, implement and embed age friendly priorities. In addition, you will play a key role with the programme communications and working with local communities, including overseeing and maintaining our approach to keeping contact with members, responding to enquiries and requests, coordinating events and email communications.

You will be responsible for day-to-day delivery of the local action plan, working independently while maintaining strong communication with the programme team. Action in rural Sussex (AirS) supports rural communities across Sussex to be vibrant and diverse places in which to live and work. Community spaces play an important role in these local communities. They build community cohesion and resilience, support the health and wellbeing of residents, help overcome social isolation. contribute to the creation of vibrant local economies, and reduce carbon emissions by providing services and activities locally, and reducing their own carbon footprint.

Most community buildings are charitable, run mainly by volunteers who need a wide range of skills and knowledge to run a successful and sustainable community space. Our Community Buildings Service supports volunteers and hall managers by providing networking opportunities, training, newsletters, an online forum, and bespoke individual advice and support.

This is an exciting time for the service as we look to expand its reach and further develop our offer. The Project Support and Communications Officer will work closely with our Senior Community Buildings Adviser to support the delivery and development of the service across Sussex. You will be the first point of contact for enquirers, helping subscribers to the service to access our platforms. You will help to plan our training and events programme and provide administrative and logistical support. You will also manage communications and marketing for the service, including monthly newsletters, website updates, email communications and social media, and take the lead on updating and developing our CRM.
