Purpose of the role
The Facilities Manager will be a key member of NAE’s operations team, responsible for overseeing the maintenance and operations of our 4-storey building (including gallery spaces, meeting rooms, performance space, workshop, artist studio, cafébar, plant room and technical storage) is fit for purpose.
Main duties of the role
Oversee planned preventative maintenance (PPM), testing/inspections, and reactive repairs across all building services including but not limited to plumbing, electric wiring, HVAC, lifts, film alarm, emergency lighting, fire extinguishers and suppression systems, intruder alarm, CCTV, access control, pest control, etc, within budget.
Ensure NAE’s building is always well-presented, clean and aesthetically in a good state of repair, ensuring all areas are maintained in a tidy and well organised.
Responsible for the management of the facilities budget, including negotiating the best possible value across utilities, contracts and service level agreements.
Ensure all maintenance and service works take place with agreed SLA’s, is delivered on time and to budget and service reports and other filing is well managed.
Responsible for Health and Safety across the building and organisation including health and safety policy, fire strategy, risk assessments covering all areas of the building and specific RAs for each event, safe systems of work, accident/incident reports and compliant filing.
Responsible for building security systems, keys and fobs, alarm monitoring and keyholding services, and alongside the General Manager oversee emergency procedures & act as a fire warden.
Responsible for premises cleaning (including line management of two part-time cleaners) and associated services such as waste management and sanitary collections.
Support the Executive Director to develop and implement an Environmental Policy to ensure that NAE considers the environment within all new and existing suppliers’ arrangements.Responsible for carbon footprint reporting.

The Facilities teamare responsible for supporting effective and efficient facilities management of the Trust’s premises including offices, schools, a college, residential homes, and day centres. Trust services are within the Greater Manchester area.
Tasks within your role include:
Monitoring and maintaining administrative systems ensuring that the records of the properties are accurate and up to date.

Main Responsibilities:
- To provide facilities management to all YMCAES sites across East Surrey. This includes 5 housing schemes and one sports and community centre all owned by the YMCAES together with six family and youth centres that the YMCA lease from local authorities.
- u To manage a team of three maintenance technicians (full and part time), and facilities administration assistant and to be responsible for their training and professional development
- u To be the Health and Safety Officer for YMCAES to ensure that the organisation complies with all current legislation and to encourage good practice throughout the YMCAES.
- To be responsible for ensuring all risk assessments are up to date and accurate:
- to carry out regular building risk assessments
- where necessary support and advise staff in completion of risk assessments
- to ensure fire risk assessments are carried out in accordance with legislation and good practice
- To be responsible for the maintenance of YMCA buildings and sites. Including preparation of cyclical maintenance plans and to arrange and supervise necessary major works to be scheduled and safely carried out in accordance with the project plans.

- daily reactive maintenance tasks

DESCRIPTION
Job Purpose:To manage the facilities and services that support the core functions of YMCA East Surrey (YMCAES), including maintenance across multiple sites.

Job Purpose - Facilities Manager - Projects
The role holder will report directly to the Head of Estates whilst working closely with the Facilities Manager and the wider team, as well as operational colleagues.
The role holder will be responsible for the delivery of specific ad hoc estates projects, whilst also providing support to the wider Estates team in the delivery of business-as-usual activity to ensure the development of an estate that delivers outstanding outcomes for the people we support, ensuring the portfolio is managed safely, cost effectively and in accordance with statutory and regulatory requirements.
This role requires an individual with strong project management capability within an estate’s environment, with a demonstrable track record of delivery of projects on time, to Budget and to the requisite level of quality.
Reporting directly to the Head of Estates, the role holder will:
- Lead the estates input in the expansion of the existing property footprint.
- Onboard new additions to the estate’s property portfolio efficiently and effectively.
- Work collaboratively with operational colleagues ensuring “best outcomes” are delivered for the people we support in the development and maintenance of the estate.
- Support the wider estates team in the delivery of business-as-usual activities.
- Be visible and on site to ensure the smooth running of projects and the timely resolution of issues.
Dimensions
Whilst the role currently has no direct reports assigned, the level of project activity and the consequential resource requirements will determine any additional staffing needs. The nature of individual projects will determine this although it is anticipated that project spend will be circa £0.5m+ per annum.
Principal Accountabilities
Estates and Facilities Management
- Responsibility: Act as the senior estates and facilities professional on project work assigned.
- Project Plans: Ensure there is a clear and documented estates plan for each project assigned and lead the implementation of these plans to ensure best possible outcomes for the people we support. In the planning and delivery of projects, the role holder must ensure that due consideration is given to operational requirements.
- Project Performance: Ensure a robust contract performance management framework is in place for each project.
- Regulatory: Ensure all project work is undertaken in accordance with applicable regulatory and statutory requirements.
- Resource Management: Manage and co-ordinate both AFG staff and external contractors in the delivery of projects. Where required mitigating actions/plans may need to be taken to ensure that projects are delivered to requirements.
- Onboarding: With support from the Head of Estates, lead the estates input re. property acquisition (both support with the identification of appropriate property and subsequent due diligence).
- Expansion: With support from the Head of Estates, lead the estates input re. the expansion of existing estates footprint.
- Business Cases: Prepare business cases, feasibility studies for consideration by the Head of Estates and onwards by the Executive/Director team.
- Business as Usual Estates Activity: The role holder will be required to work alongside the Estates Manager and the wider estates team in the delivery of business-as-usual estates activity (including site visits, contract monitoring meetings, supervision of reactive repairs etc.), where project requirements mean the role holder has capacity to undertake this work.
Financial Management
- Financial Performance: Manage project related budgets, ensuring projects are delivered to Budget, to the requisite quality and to time.
- Procurement: Work closely with the Procurement team to source potential suppliers for services and ensure those services are sourced on a “Value for money” (VFM) basis, and in accordance with the terms of the Scheme of Reservation and Delegation.
- Tenders: Working closely with the Procurement function of the Charity, take the estates lead in tender activity where assigned, ensuring that activity is undertaken in accordance with the Scheme of Reservation and Delegation.
- Cost Reduction/Service Improvement: Lead in ensuring we are continually striving to reduce cost/improve service provision.

The Facilities Assistant role:
As our Facilities Assistant, you will be responsible for the presentation of the premises and the day-to-day compliance with health and safety related to this role. You will assist the Facilities Team with keeping the building and facilities maintained effectively and co-ordinate casual staff and volunteers in the absence of Facilities Co-ordinator.
Hours: Monday to Sunday contract. Full-time 37.5 hours per week, regular evening and weekend work will be required to cover business needs.
Responsibilities of our Facilities Assistant:
- With the team, deliver the daily, weekly, monthly facilities duties, including cleaning and to make sure that St Luke’s is well presented for visitors
- Support the Facilities Co-ordinator with overseeing the cleaning contracts and make sure that the contractors fulfil their obligations
- To cover the reception service as needed or in absence of the Reception team and to provided outstanding customer service at all times
- To help source and oversee facilities’ contractors to provide general maintenance and make repairs when this cannot be undertaken by you and/or your team
- Support the Facilities Team, to ensure that St Luke’s is compliant with all fire regulations, and in particular carry out regular fire risk assessments
- To ensure that St Luke’s complies with health and safety requirements, general health and safety for all users and staff in the Centre
- With the Facilities Team, to be responsible for the security of the building and its contents
- With the Reception and Facilities Team, be the point of contact for all visitors, staff and tenants
- With the Reception team, help to coordinate all room users’ requirements for St Luke’s activities and events
- Assist with maintaining St Luke’s garden areas and Edible Yard
- To attend meetings and training as required
- As part of the Facilities Team, to ensure all cleaning tasks are completed in a timely and effective manner
- To comply with the Charity’s policies – including Diversity and Equal Opportunities, Fire, Health and Safety, Safeguarding Children and Vulnerable Adults
- To carry out any other duties within the scope, spirit and purpose of St Luke’s, as requested by the Facilities and Reception Manager. This would include, covering the reception during lunch breaks or as needed
Essential Skills, Experience & Abilities we are looking for in our ideal Facilities Assistant:
- A background in or experience of overseeing or working in a Facilities Team or an operational environment
- Understanding of overseeing building maintenance contractors
- An understanding of overseeing minor repairs and maintenance, controlling heating, ventilation and other mechanical systems, with a willingness and ability to learn on the job
- An understanding of building related health and safety, and willing to learn and do training in this area
- Experience of providing excellent customer service
- Good written and verbal communication skills, and the ability to communicate confidently and effectively
- A hands-on individual and flexible with regard to tasks including cleaning, light maintenance and room presentation
- IT literate
- Able to work independently and demonstrate initiatives in improving facilities’ systems
- Prioritisation and planning skills
- A flexible approach to working days and hours when necessary

About the role
