Operations Consultant – Commissioning and Procurement

Reports to: COO/Head of Grant Operations

Open to: Individual consultants or consulting firms with significant experience supporting organisations receiving and distributing public funding to strengthen processes and use of best practice.

Period: Start immediately, with aim to complete audit work by no later than August 2024.

Budget: YEF anticipates a budget of approximately £10,000 and typical day rates for consultants working for the charity range between £500-£650, depending on experience.

About the Youth Endowment Fund

The Youth Endowment Fund (YEF) is a charity with a £200m endowment and a mission that matters. We exist to prevent children and young people from becoming involved in violence. We do this by funding great initiatives, finding out what works and building a movement to put this knowledge into practice.

To make this possible, YEF funds a wide range of organisations aiming to prevent young people from becoming involved in violence. This ranges from delivery organisations providing front line services to young people who need it most, evaluators working with those organisations to understand what’s working, research organisations focused on helping us deeply understand the context and problem, organisations supporting us to put this knowledge into practice, and a variety of organisations supporting our team to execute in the most effective way possible. We have several departments commissioning this work to external organisations and a variety of different processes and mechanisms to do so.

As the volume of work we commission increases across our various departments, we’re looking for an experienced individual or team to support ensuring consistency, compliance with our policies and procedures, and training across a number of different teams on best practice.

Key activities  

· Conduct a thorough desk review on YEF policies and guidance, regarding our commissioning and grant management practices across our programmes, evaluation, research and change departments. Interview a subset of individuals to get a sense of their understanding and comfort with the policies. Produce a written report on how this is going, highlighting any areas where we could improve in consistency or best practice.

· Advise the delivery operations team on how they can best support teams to commission effectively, including helping to clarify roles and responsibilities and ongoing training or support needs for teams.

· If needed, suggest revisions to YEF policies, guidance or agreement templates to support greater efficiency, compliance or best practice.

· Conduct a series of trainings across our different departments to ensure staff responsible for commissioning understand YEF’s policies and best practices for distributing and managing the use of public funding.

· Create a set of public facing materials to help external organisations understand YEF policies and processes for applying for funding, as needed.

Deliverables

· Provide a written report on how YEF is doing adhering to its own policies, ensuring consistency in practice across different teams and adhering to best practice.

· Conduct 3-4 training workshops to different YEF teams, taking into account their own commissioning and grant management requirements.

· Conduct regular, informal advising sessions for a subset of individuals responsible for overseeing commissioning across the organisation.

· Produce a set of public facing guidance on YEF commissioning practice relevant for organisations navigating applications for funding.

· As needed, produce revisions to policy, internal guidance, or agreement templates.

Key requirements

· Must have significant experience of commissioning and procurement within an organisation of comparable size, preferably with organisations receiving and distributing public funding.  

· Experience and proven track record working to improve policies, processes and practices within an organisation.

· Experience of charitable grant-making or research work in the UK, either as a grantee, a grant-maker, or a grant evaluator or researcher.

· A strong understanding of UK government guidelines and legal terms and conditions related to grants and contracts for services. This does not mean you need a law degree, but you must be very comfortable understanding and working with a variety of different agreement mechanisms.

· The ability to understand, collate and synthesise complex sets of information and use them to make informed recommendations.

· Ability to work independently, seeking input from relevant team stakeholders throughout.

Desired experience

· Prior experience working with a What Works Centre or other evidence-focused organisation.

Reporting to the Head of Programme Funding, you will work across the fundraising team, supporting programme set up and reporting, in line with key funding criteria and SOS Children’s Villages monitoring frameworks. You will hold oversight of the portfolio of programmes being funded by SOS Children’s Villages UK, ensuring the UK based team have the tools, resources and processes to monitor programmes, in partnership with our international colleagues. You will manage reporting timelines, supporting your colleagues to ensure effective delivery of programme reporting, according to the needs of SOS Children’s Villages UK and external donors. You will provide hands on support for the monitoring, evaluation, learning and reporting of programmes, taking a lead role in the development of frameworks that will ensure effective capture of data enabling excellent reporting.

We are embarking on ambitious work around data analysis and research, and any experience you have in these fields will be highly valuable, and the appetite to explore them is essential.

You will be an active participant in networks, both globally and within the UK, contributing to our organisational knowledge on how to better monitor and analyse key areas such as gender and inclusivity within our programmes.

This is a home-based role, with regular travel within the UK as well as some international travel which you must be able to undertake.

We are looking for someone with comprehensive knowledge of MEAL systems and processes, and with at least four years of experience in a monitoring, evaluation and/or impact assessment role.

• You will collaborate with the trustees, who also contribute to tasks linked with Big Green Heart's development. 

• You will manage the budgeting and financial planning processes, working closely with the Treasurer.

• You will be trained as a Big Green Heart facilitator with an expectation that you may be needed to facilitate a workshop during your time at the organisation.

• You will participate in professional and networking events related to Big Green Heart’s field of intervention.

• You will support staff members, trustees and volunteers, providing guidance and training in the operations of the charity as needed.

Summary of Role

Work in collaboration with the Head of Service to manage and coordinate the day-to-day operations of the Foodbank. We are looking for an experienced Operations Manager to cover parental leave. 

The successful candidate will have accountability for several key areas of operational delivery of BITC’s programmes across England, Scotland and Wales. This role will ensure the high quality and consistency of performance through these aspects of operational delivery and development, working closely with businesses, internal stakeholders and external partners. This role is responsible for leading and managing a high-performing team, delivering programmes and contractual obligations across their patch. The post holder will lead on driving programme/contractual performance (both KPI’s and financial) motivating and inspiring the team.  They will also have responsibility for ensuring continued funding from key partners and securing new income; monitoring and reporting on this important activity as it contributes to BITC's vision within a set geographical area or programme/project areas.

The successful candidate will have knowledge and experience of:

· Managing the delivery of contract and programmes to meet contractual obligations

· Working with business, schools and/or community organisations to create beneficial relationships

This is a fixed term contract for approximately 10 months to cover parental leave.

The salary level for this role reflects the contractual location and the programme funding.  The salary range is £33,120 to 41,000 per annum (regional) and £36,225 to £44,000 London office based.

Role: The Operations Analyst will support our operations, events, executive and grantmaking teams by managing our office, coordinating meetings, setting meeting agendas, and supporting other operations processes within Longview.

Responsibilities

The Operations Analyst will support the Longview Philanthropy executive, grantmaking, operations, and events teams. Approximately 40% of their time will be spent on office management tasks and 60% on generalist-type operations tasks (depending on the successful candidate’s specific skills and professional development goals):

• Meeting preparation and coordination
  • Creating meeting agendas for senior staff (CEO, COO & Programme Leads) and sharing them ahead of time
  • Scheduling meetings between team members and external stakeholders
  • Organising our monthly all-team meetings
• Managing our London office
  • Keeping the office fridge stocked
  • Maintaining office inventory and equipment
  • Continuously improving our working environment
    • Including helping to scope for new offices, as required
  • Receiving and managing office guests
  • Liaising with our office provider (Fora)
• Remote office management
  • Assisting our remote staff with their local office spaces, including finding suitable offices and liaising with the providers
  • Assisting staff with equipment orders
• Collating materials from across the org to support the executive, grantmaking, events and operations teams
  • An example of this might be collating testimonials on our events for future invitations, or collating public and Longview-specific information on a potential or existing donor
• Supporting staff where needed with smaller tasks, examples might include ordering items for staff and registering for events on their behalf
• Administering and troubleshooting key shared systems, for example, 1Password, Asana, Slack, Calendly, Zoom, AirTable, and Notion
  • Moderating these platforms and enforcing communications and sharing norms
• Managing our general enquiries email inbox and triaging emails to ensure they receive an appropriate response
  • Logging general job applications in our database and responding as necessary

Possible duties, depending on the candidate:

• Helping administer hiring rounds
  • Communicating with candidates
  • Managing the candidate pipeline and applicant tracking system during the hiring process, as well as the logistics for work tests, trials and interviews
• Supporting our IT infrastructure
  • Updating the website
  • Conducting basic cybersecurity tasks
• Working with our Data Manager to keep our CRM up to date by tracking key interactions

The successful candidate will initially report to Katie Hearsum, COO, though management may eventually move to another member of the operations team, and ideally would be able to start in July 2024.

• Manage all aspects of operational performance of the services in line with KPI expectations.

About you

We are seeking an organised individual with demonstrable experience in providing professional HR support, and a desire to grow and develop in a varied and interesting generalist role.

Job Description

Title: Operations Support Administrator

Reports to: Associate Director of Business & Operations

Based: Remotely - however must be willing and able to travel as and when required to meetings and events.

Job Purpose: To provide confidential operational administrative support to Senior Management and all areas of the Charity.

Key Responsibilities:

· Manage and oversee organisations database to ensure clean and clear data is being recorded and stored accordingly, draw down monthly reports for Senior Management using BI Reporting and disseminate to data inputters any errors for correction.

· Collate websites update requests and liaise with Communications Team to instigate the changes.

· Proofreading and final point of sign off before Senior Managers.

· Administrative assistance and attendance at annual events/programmes such as World Heart Rhythm Week, Global AF Aware Week, Heart Rhythm Congress, Heart Rhythm Updates, and any other event/programmes or initiatives.

· Diary Management for the senior management team

· Minute taking and writing for Senior Management.

· Management of travel arrangements. Scheduling and tracking domestic and international travel itineraries within several time zones for senior management.

· Management of deadlines for Senior Managers/Coordinators and prompting the team where necessary.

· Supervise the General Administration team to ensure completion of their tasks to a high standard before signing off on their work.

· Assist in answering calls as and when required, taking messages when necessary. Screening and responding as appropriate to incoming emails or calls.
