The Role
Reporting to the Director of Strategy & Performance, the Head of Policy is responsible for policy development and research relating to the various strands of the organisation: promoting social mobility for young people from disadvantaged backgrounds; the role of charity and community groups in supporting young people; the involvement of employers in tackling social mobility and race equity; and the progress of Black, Asian and other racialised minority employees in the charity sector.

PERSON SPECIFICATION
Experience of:
- At least five years’ experience of leading the production of policy and research outputs including full research programmes, reports and surveys
- Proven experience in research and evaluation management and methodology including analysing quantitative and qualitative data
- Knowledge and demonstrable experience of developing, delivering and evaluating evidence-based campaigns
- A track record of high performing and impactful delivery
- Successfully drafting policy papers, some of which may involve primary research or commissioning external research
- Extensive knowledge of social policy including funding opportunities in this area
- Clearly demonstrable background in the development and delivery of policy positions

The National Housing Federation (NHF) is the voice of housing associations in England. We are the trade body to almost 600 housing associations, who have grown from philanthropic roots to provide 2.6 million homes to around 6 million people.
Housing associations are not for profit social landlords, and are the largest providers of homes for social rents in the country. Housing associations build around a quarter of new homes every year, including almost all new social housing.
We are recruiting two new policy officers to our 11-strong policy team.
In these role you will help policy development and influencing across our broad range of policy priorities. You will work closely with our members - drawing on their frontline expertise and experience - to shape and respond to government policy. You will build relationships with members, external stakeholders and government officials on behalf of the NHF.
You will not necessarily be a policy expert in housing yet, but you will be passionate about social housing and the role of housing associations in helping solve the housing crisis. They pursue uptake and impact from RAP-led research and Accord publications and support colleagues in the Gender Team and CR EU respectively to enhance policies on gender, peace and security and mediation and peacebuilding at EU level. They improve policy advocacy strategy and impact across the organisation. They ensure that CR’s voice and objectives are reflected in joint advocacy with NGO networks.
The post holder is an in-house expert in policy change and influencing strategies. They bring knowledge of the workings of international institutions and policies that shape peacebuilding. They understand debates around counter-terrorism legislation and sanctions and how they affect humanitarian aid and peacebuilding. The postholder is able to think strategically about policy trends which offer Conciliation Resources opportunities for influence in the future. They are a resource for the Gender Team’s efforts to achieve change in gender, peace and security policy. They bring expertise in writing for policy audiences.
Essential knowledge, skills and experience
- Sound understanding of conflict resolution theory and practice and of gender, peace and security.
- Substantial experience in the formulation of policy advocacy strategies, stakeholder mapping and analysis and policy engagement in the area of peacebuilding or international development.
- Good knowledge of the conflict response and peacebuilding policies of key policy institutions that shape peacebuilding and policy development processes.
- Appreciation of issues of confidentiality and political sensitivity and ability to develop relationships of trust.
- Experience in training and facilitation and of presentations to policy audiences, including at senior level.
- Experience of writing persuasively for a range of external audiences, particularly policymakers, media and political audiences.
- Experience of drafting policy briefs, submissions, ministerial letters.
- Excellent verbal and written English language skills.
- Strong analytical, strategic thinking and problem solving skills.
- Ability to summarise complex arguments clearly, concisely and accurately.
- Ability to listen actively to, engage with and persuade people from varying backgrounds and with a range of political, cultural, and value orientations.
- Ability to work as part of a team as well as independently, and to work collaboratively with a flexible approach.
- Computer literate ( preferably experience of working in a MAC environment)
Desirable knowledge
- Understanding of issues and debates around counter-terrorism law, sanctions and humanitarian and peacebuilding action.

Policy Manager – Physical Activity Responsibilities:
Alzheimer’s Society, in partnership with Sport England, is looking for an experienced Physical Activity manager to lead, manage and develop our approach to enabling people with dementia to use physical activity as an effective management tool, in addition to other forms of day to day support.
This exciting, new national level role will focus on the strategic development of Alzheimer’s Society’s physical activity programme of work and the creation of a Physical Activity Strategy.
This will include working closely with people affected by dementia, senior developmental conversations internally to lead the agenda, engagement with a range of key external stakeholders including across policy, research, health and the sport and physical activity sector, and delivering against a complex insight programme, which has been highlighted as the key starting point for the programme of work.
Working within Alzheimer’s Society’s Policy Team, this role will lead a two-year strategic partnership and programme of work, supported by Sport England with funding from the National Lottery, to:
• Oversee a strategic insight gathering programme to build a strong evidence base to build the foundations of future work in developing a physical activity strategy for the organisation
• Develop strategic plans based on the insight and innovation activities, working in conjunction with the Head of Policy, Head of Research, Development and Evaluation and Sport England
• Act as the strategic liaison with colleagues at all levels across the Society to improve understanding of the internal and external physical activity landscape for people affected by dementia; including Innovation, Dementia Voice, Policy and Campaigns, Operations, Fundraising and Corporate Partnerships
• Oversee the delivery of research innovations and accelerator projects to develop solutions to engage more people with dementia in physical activity
Policy Manager – Physical Activity Requirements:
We are looking for someone to lead this exciting two-year project, building the insight and evidence for physical activity for people with dementia and embarking on the delivery of campaign outputs and solutions through effective strategic partnership working and influencing.
You will be an experienced manager, a clear communicator with strategic leadership and strong relationship management skills across all levels of an organisation, particularly with senior leaders; developing communication plans to gather and share learnings across the duration of the project a specialist, chairing and leading internal steering groups and external expert groups.
You will also have experience in influencing sectors, people and systems to help shape and drive the ambitious plans and, in conjunction with knowledge of physical activity, an understanding of dementia and/or other long terms conditions, and how they and their current systems of support can create barriers to being active.
The role also requires a high level of attention to detail, excellent project management and interpersonal, presentation and communication skills, across a diverse range of key contacts and subjects.
