Job Profile
Reporting to the Director of Advocacy, Communications and Education this post will work closely with the Head of Policy, Head of Campaigns and the Director.
Key Responsibilities
- Networking & representation
- To represent CAFOD externally, including in coalitions such as The Climate Coalition’s political group.
- To work constructively with senior Government officials and Advisors especially those involved in G7 and COP26 activities.
- Identify opportunities for bringing CAFOD’s overseas partners into engagement with government and Parliamentarians and work with the international teams to deliver these.
- To build effective relations with other UK NGO’s, including BOND, to create opportunities for collaboration around political opportunities for CAFOD’s advocacy priorities.
- Strategy Development
- To work closely with the policy team to ensure we can deliver our change agenda as effectively as possible to government.
- Identify ongoing opportunities with political decision makers to promote CAFOD’s advocacy objectives and take these forward with the relevant teams and evaluate the outcomes of these activities.
- Provide advice and briefing to the Directorate, policy and campaigns teams on government and parliamentary relations
- Support and advise CAFOD’s international teams on country specific engagement with political decision makers.

Job Purpose
Reporting directly to the Operations Lead – East & Southern Africa and with a dotted line into the Head of Supply Chain, Emergency Health Unit, the Supply Chain Manager is responsible for providing the overall supply chain strategy and management for the Emergency Health Unit.
The Supply Chain Manager will be hands-on and will work closely with our different supply chain teams around the world to provide innovative and practical supply chain solution, forecasting, planning as well as ensuring the availability and delivery of essential relief items during humanitarian crises around the world.
This role involves a high amount of travel. Commitment to international travel (up to 70% in a year) and willingness to be deployed on emergency response with 72 hours’ notice for around 2 – 16 weeks a time are essential requirements of the role.

Main Accountabilities
The Supply Chain Manager will play a key role in delivering the Save the Children UK supply chain strategy:
Strategic Planning
- Contributing to the strategic development of the Emergency Health Unit’s supply chain and preparedness plan
- Supporting the Emergency Health Unit’s Head of Supply Chain in the analysis and recommendations review of After Action Reviews. Work with the EHU supply chain team to implement lessons learned
- Supporting and participating in the annual supply chain work planning, reporting and data analysis
Budget monitoring and reporting
- Contributing to the budget development for future award when requested
- Proposing approximate expenditure cash projections for immediate scale up. Drafting emergency cash management plans with the supply chain team
- Managing the emergency response cash float
Deployment Preparedness
- Ensuring supply chain best practices are upheld across both preparedness and deployment operations
- Assisting with the development of the Emergency Health Unit’s supply chain training plan for the induction of new and roster staff
- Feeding into the revision of relevant supply chain standard operating procedures to reflect the growing modules
Deployment Activation
- Being personally prepared for an urgent deployment within 72 hours and for up to 120 days
- Collaborating with clinical and operations colleagues to determine the minimum supply requirements for rapid assessments or forward positioning
- Coordinating with the Emergency Health Unit’s Head of Supply Chain on pre-deployment briefings for international staff including roster members
- Agreeing the priority communication plan and ways of working when on deployment
On Deployment
- Work closely with the Country Office supply chain teams to provide assessment of feasibility of deployment whilst considering factors such as importation, regional or domestic supply routes, security, accessibility, topography and infrastructure
- Ensuring required stocks are available and drawn from the global prepositioned stock holdings
- Liaising with the country offices teams (e.g. drivers, supply chain staff and labourers) to ensure effective and efficient delivery
- Ensuring operations are compliant with supply chain policies and procedures as well as national laws
- Acting as the Supply Chain representative of the Emergency Health Unit in external meetings with bodies such as UN Agencies
- Contributing to the development of an effective exit strategy and handover of the Emergency Health Unit to the country response team
Team Management
- Supervising and supporting the Medical Logistician (direct report) in their role. Ensuring the team’s objectives and personal development goals are met
- Ensuring that the supply chain policies and procedures are adhered to by the Emergency Health Unit and other Supply Chain colleagues around the world
Person Profile
Experience
- Substantial experience in a senior supply chain management role within the NGO or internal aid agency sector
- Experience working in remote field locations with limited infrastructure and resources after large humanitarian crises (e.g. earthquakes, typhoons, or post-conflict)
- Strong track record of managing large and complex international supply chain operations
- Evidence of significant field deployments in emergency response
- Significant experience with medical supply chain management (e.g. pharmaceutical quality assurance and procurement)
- Good understanding of best practices of managing a health facility, including precautions and risk mitigation, managing medical waste materials
- Experience in managing an operational logistics budget in the field including phases of budget design and planning at overall project and donor levels
Abilities
- Ability to lead a team of professionals in build their capacity in supply chain principles and best practice
- Ability to remain solution focused and confident in rapidly changing and time-pressured environments
