Job description

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the direct supervision of the Chief of Mission (COM) in the United Kingdom (UK) and in coordination with the Head of Programmes, as well as in close coordination with the Resource Mobilisation Department, the Private Sector Partnership Unit, Regional Thematic Specialists and other relevant Divisions/Departments/Units at Regional Office (RO) Vienna and in Headquarters (HQ), the Head of Liaison and Project Support Unit will be responsible for ensuring that the UK mission fulfils its mandate as a Country Office for Partnerships and Advocacy, through oversight of UK stakeholder liaison as well as project support for UK-funded programs.

Responsabilities and Accountabilities:

1. Provide strategic and managerial oversight of the UK’s Liaison and Project Support Unit.

2. Establish strategic vision and priorities for IOM’s liaison in the UK to fulfil IOM UK’s status as a Country Office for      Partnerships and Advocacy (COPA) including connections to IOM’s private sector strategy, in close coordination with the COM.

3. Lead on resource mobilization plans and contribute to the development of wider IOM and IOM UK policy documents. Lead on identifying new funding and partnership opportunities.

4. Oversee the preparation of high-level meetings between IOM senior leadership and UK donors and other stakeholders, to further build on IOM relationships, and oversee the preparation of briefing materials. Oversee preparation of policy guidance notes, documentation and briefings for CoM and senior management.

5. Establish and maintain strong network across government (including Foreign, Commonwealth & Development Office FCDO, Home Office), with parliament, non-governmental organizations (NGOs), think-tanks, academia, migration/refugee organisation, diaspora associations, and other relevant stakeholders. Ensuring that IOM’s work and policy positions are accurately communicated and enhance IOM’s visibility.

6. Manage, maintain, and strengthen the Organisation’s relationship with UK donors through regular liaison and provision of information on IOM programmes/projects.

7. Oversee the development of tools and guidance to assist IOM country offices in engaging with FCDO, UK Home Office and other UK donors on ongoing and potential new programming.

8. Oversee liaison with IOM country and regional offices and HQ units to disseminate information on UK donor requirements, and to collect information on project implementation, to ensure the proper and consistent flow of organisational and project information to the donors and other stakeholders.

9. Carry out field visits when required to monitor UK funded project progress, support the implementation of activities, and collect relevant information to inform IOM response to UK donors and other relevant stakeholders.

10.  Oversee preparation of IOM’s inputs to parliamentary enquiries and similar external documentation.

11.  Advise on IOM’s internal procedures, coordinate due diligence requirements with internal departments and maintain organisational key documents to support project proposal development in IOM UK.

12.  Identify, collate and keep track of funding opportunities for IOM UK and IOM globally.

13.  Ensure strong knowledge management across the mission.

14.  Represent IOM UK in inter-agency forums and government-initiated forums.

15.  Perform such other duties as may be assigned.
