The Role

We are working in partnership with GIPSIL, who work with children, young people and families in the most disadvantaged communities in Leeds to realise their potential. GIPSIL’s services include ‘Community Health Prevention’, therapeutic and wellbeing services for the local community and schools across Leeds, ‘Our Way Leads’ (OWL), a housing support service for Young People and ‘Engage Leeds’, a homeless prevention service for adults and families across Leeds.
Having experienced significant changes within the past year, whilst maintaining momentum, GIPSIL now seek an Interim Director of Services on a 9-month contract to assist in the development of the organisation’s enabling strands and to ensure service delivery, driving forward key changes within the organisation. Our England Portfolio
The National Lottery Community Fund manages 5 distinct funding portfolios: the UK portfolio, supporting work that spans the 4 countries, the Wales portfolio, The Scotland portfolio, The NI portfolio and the England portfolio.
Across its 5 portfolios, the National Lottery Community Fund commits over £500m every year. The England portfolio is by some measure the largest of the 5 portfolios with an annual commitment budget of over £400m.
The grant portfolio in England includes a small grant programme, for grants up to £10,000, a medium to large grant portfolio, for grants upwards of £10,000, and a portfolio of large, thematic investments.
As part of our aim to support the sector as a whole, we are also actively supporting organisations to work in partnership and are looking to collaborate more with others ourselves. In 2017, we launched the Partnership product and set up the Partnership Team with the aim of providing us with a clear mechanism and dedicated capacity to support partnership working in the sector.
Launching the partnership product and setting up the Partnership Team has provided additional impetus for us to encourage partnership working across the England Directorate. The partnership team has a particular role in helping us develop our thinking in terms of what good partnership working looks like.
Besides supporting others to work in partnership, we have also sought to increasingly work in partnership ourselves. On the one hand, we have sought to change our relationship with some key national organisations, moving from a transactional funding relationship to one based on strategic alignment through the adoption of an account management approach. On the other hand, we see working with and through other funding bodies as being of strategic importance as it enables us to complement our strengths and mitigate some of our constraints. Innovative ways of relinquishing decision-making to others through participatory grant-making schemes have been proven to help us achieve our ambitions, not least around Equity, Diversity and Inclusion. Finally, we our keen to engage beyond civil society, looking to forge partnerships within the public sector and private sector.

About the Role
This is an exciting opportunity to join the England Senior Management Team and lead our Partnership work.

As the concept of partnership funding has firmly taken hold across England, the focus of the Partnership team is increasingly on the use of partnerships as a tool for inclusive co-design and exploring the intersection between partnerships and systems change (changing the way organisations work via the partners they choose). The aim of the role is to maximise the impact of our work in this particular area. You will seek out opportunities for us to contribute to changing the paradigm in terms of how the sector operates, supporting organisations to change the way they work and collaborate with others but also change the way we operate and work with others. This involves building relationships with a wide range of stakeholders in the third sector but also the private sector and public sector. It will involve funding but also convening, listening, learning and, at times, challenging.
You will oversee / contribute to awards of approximately £100m per annum. You will lead a team of -20, based across England but seek to influence teams across the England Directorate / the Fund.
As a senior leader, you will be a key representative of the National Lottery Community Fund, supporting the England Director in further developing our relationships with key stakeholder at national level and cross-regional level and support the Heads of Regional Funding as required to further develop relationships within the regions.
You will be a key member of the England Senior Management Team, maintaining strong relationships with other members of the ESMT as well as with colleagues in other country portfolios and in the corporate support teams (specifically the Insight and Engagement Team and product development team); this role can not function in isolation and we need to ensure alignment, not only across England, but also across the Fund as a whole.

About You
As an experienced senior leader, you may, or may not come from a funding background but you will have significant experience of developing strategies involving stakeholders from different sectors and backgrounds, designed to deliver greater joint impact. To perform the role successfully a creative and entrepreneurial approach will be required. Role Overview:
The Head of Programmes will ensure the implementation of the MH programmes Strategy, which encompasses the implementation of international programme.
The Head of UK Programmes will report to the Director of Programmes and manage the thematic programmes team.
The candidate will have demonstrable experience of successful delivery of international programmes and project management. Ideally will have experience and knowledge of WASH, Food, Health and Livelihood programmes.
Main Responsibilities:
- Strategy
- To ensure that the MH programmes strategy and theory of change for MH programmes aligns with and in support MH’s global strategy.
- Carry out regular performance and annual review of programmes based on strategic aims and KPI’s
- Programme Management
- Review proposals of proposed interventions to ensure innovative projects and programmes are designed adhering to sectoral standards, principles in accordance with guideline on humanitarian interventions and best practice
- Overseeing end to end cycle of the programme
- Effectively coordinate and liaise with partners to successfully implement interventions
- Ensure effective M&E arrangements through impact evaluation.
- Ensure the programme is in line with MH policies and procedures
- Ensure the effective use of the internal programme management system
- Ensure all programmes are in line with due diligence, risk procedures
- Finance and compliance
- To ensure effective implementation of projects through progress and financial reporting
- Develop MH programme budget
- Ensure that all records are maintained and stored appropriately in line with MH document management and IT policies
- Ensure documents and relevant procedures are correctly and appropriately applied.
- Networking and Influencing
- To significantly raise the profile and visibility of MH Program
- Represent MH on national and regional platforms. To develop understanding and support and to work in collaboration with faith-based and non-faith-based organisations
- Using MH and other networks with local CSOs and Government bodies to promote MH UK programmes
- Coordinate with internal stakeholders to ensure the internal visibility of MH programmes
- Capacity Strengthening
- Provide insight into programme trends to all relevant internal stakeholders and become a champion for Programmes internally and externally
- Ensure the vision, values and aim of the programme continue to be embedded in all areas of work and are clearly communicated internally and externally.
- Ensuring areas of MH are in line with current Programmes trends
- To work closely with colleagues and partners with relevant technical expertise to ensure (planning, monitoring, fundraising, M&E and governance and other appropriate support is available for programmes.
- Communication and Marketing
- To provide key case studies to communication colleagues, in order to create further opportunities by highlighting key stories which heighten the awareness of the Programmes
- To undertake all tasks and duties in an effective, efficient, transparent, and wholly accountable manner
- To demonstrate Muslim Hands’ values and ethics in own working practices, approach and conduct.
- To support with Fundraising activities from time-to-time, committing to partake in fundraising activities and ensuring the availability of staff during our peak periods.

As the Head of Services (Screening and Lung Health Checks), you will develop, deliver and manage a portfolio of evidence-based cancer services to ensure we meet our ambitious targets andfocus on increasing the uptake of national screening programmes and implementing lung cancer screening across Yorkshire. Your responsibilities will include:
- Leading the Cancer Services Team
- Managing evidence-based cancer services that are supplied through third parties

About You
To be considered as the Head of Services, you will need:
- A minimum of five years’ experience of building, managing and motivating talented teams
- At least three years’ experience at a senior manager/team leader level in a relevant environment (such as delivering or commissioning services in a public, healthcare or third sector setting)
- Substantial experience of implementing, managing and evaluating a strategic portfolio of health services
- Substantial experience of developing health services in collaboration with partners, patient advocates and service users
- Substantial experience of developing and maintaining strong relationships with a broad range of external senior and operational stakeholders including health service providers and commissioners in addition to patients and service users
- A degree level qualification in a public health, service management or health related subject OR a degree level qualification with at least five years’ experience in a relevant area.

Main Duties and Key Responsibilities
* Manage the finance team, delegating duties and supporting development.

Role Overview:
This role is to bridge the gap between the programmes team and the fundraising team. It will entail working closely with the thematic leads and Country Offices (CO) to improve and develop reporting structures throughout our programmes, for the use of internal communications. These structures will ensure that reporting requirements (donor or fundraising) are addressed through the project cycle management and especially at design stage and ensure that feedback reports are circulated in a timely and effective manner. The candidate will also work hand in hand with the fundraising /donor liaison team ensure that all data (pictures, data reports, case studies etc.) are available for campaigns or donors.

- Ensure all programme information is available for other departments such as fundraising.
