The RSPCA York, Harrogate & District Branch is seeking to increase its fundraising activity in order to secure the funding neccessary to completely rebuild the York Animal Home. We are looking to bring on an experienced individual to design, launch and lead our capital campaign and raise the remaining funds needed to complete the project.

The Capital Campaign Lead will take overall responsibility for planning, leading and delivering the £5m capital appeal over the next few years. This includes developing the case for support, managing campaign phases, cultivating major donors and funders, and ensuring strong governance, reporting and stewardship throughout the campaign.

The York Animal Home was built in 1980 and no longer meets modern welfare, licensing or operational requirements. Demand for our services is rising sharply, while the complexity and scale of cases continues to grow. We are at the point where our current animal facilities do meet our needs and have been working to redevelop the site and build new modern facilities.

We have received planning permission and are in the process of finalising the designs prior to construction beginning this year.

We expect Major donors, high-net worth individuals and corporate partnerships to make up the main elements of the fundraising campaign, so are looking for individuals with a proven track record of raising large sums in these areas.

About the role

In this role, you will oversee the implementation, management, and delivery of all electrical, fire detection, door entry, lift, CCTV, and digital TV installations with the Council’s supply partners. Responsibilities include repair, maintenance, and major projects for both existing and new Council housing installations.

About you

You will oversee projects from start to completion with minimal supervision, including budget management, preparing specifications and drawings, contract procurement, and supervising electrical works for the Council’s housing stock.

A HNC/HND in Building Surveying/Construction with work experience in a similar role is preferred, or degree in Building Surveying or relevant Electrical qualification. • 5s to 13s Befriending in which a child aged between 5 and 13 years old is matched with a volunteer who meets them weekly for a year. Time away from chaotic homelives with a positive role model, boosts wellbeing and confidence. Our team provides tailored support to the family.

What you'll be doing

In this role you will be the first point of contact with all of our wonderful volunteers, who are critical to the success of our work.  You will work closely to support the 5s to 13s Befriending Manager and other service leads to ensure smooth delivery of event and training activities. You will also support the wider charitable activity with your strong administrative and operational skills, including organising events, managing our database and general office management. Consultant to cover maternity leave for the Project Officer, Inclusive Eye Health Project in Bulawayo, Zimbabwe

Title: Project Officer, Inclusive Eye Health Project - maternity cover

Location: Bulawayo, Zimbabwe

Anticipated Consultancy Length: Four Months

Overall objective 

The purpose of this consultancy is to provide maternity cover services for a period of four months (01 April-31 July 2026) for the Project Officer, Inclusive Eye Health Project. The Project Officer leads and coordinates the implementation of Inclusive Eye Health (IEH) programmes in Matabeleland North, Zimbabwe. The role is designed to ensure effective collaboration with the Ministry of Health and Child Care, Organisations of Persons with Disabilities (OPDs), and other stakeholders to deliver high-quality eye health services in the province. Since the project is implemented in all the 7 districts of Matabeleland North Province, it is practical to have this person based in a satellite office in Bulawayo for easy coordination of stakeholders and project activities. 

The Project Officer is responsible for managing daily operations, monitoring and evaluating project outcomes, supporting capacity building, and contributing to research and innovation. Ultimately, the position aims to enhance the impact and quality of Sightsavers’ programmes through strategic coordination, partnership management, and continuous improvement. 

Principal Accountabilities (specific activities and end results): 

Project coordination

• Support all Sightsavers supported eye health activities by providing effective management and coordination to the project to ensure the delivery of set targets.
• Coordinate all OPD related activities as part of IEH project through working with different OPD groups to ensure adherence to workplans and budget for the achievement of planned project outputs.
• Coordinate capacity building initiatives for health workers and OPDs 
• Support partner teams and OPDs groups to identify and develop innovative approaches for the delivery of an inclusive eye health project in the Matabeleland North 
• Coordinate the preparation of activity related reports as well as quarterly and annual reports to Sightsavers / donors as may be required. 

Monitoring and Evaluation

• Support the Snr Programme Officer in monitoring project implementation in the province. Conduct quarterly project visits and follow up on outstanding issues.
• Provide support to OPD groups and steering committee during targeted outreach activities and monitoring visits to project facilities. 
• Support in reviewing the evidence provided by partners for the delivery of activities and ensure proper reporting system and records are kept in place.
• The position will be responsible for guiding the overall Monitoring, Evaluation and Learning (MEL) Strategy and use of M&E methodology necessary for attaining the project goals. 
• Monitor project expenditure to ensure that it is in line with the budget envelope and value for money is observed. 

Representation and Networking 

• Represent the Programme Manager at various meetings and discussions at relevant government Ministries and other agencies.

Research

• Coordinate the design and conduct of patient satisfaction studies to assess the quality of services provided at project facilities. 

Budget and payment schedule 

• It is estimated this consultancy will take in full 4 months of consultancy time.
• A total fee of USD 2,500 per month (USD$10,000) as stipulated above will be invoiced to the Client by the Consultant upon signing this agreement whereby 100% of the total claim will be paid by the 25th of each month, subject to deliverables being met.
• Withholding tax of 30% shall be charged if a valid tax clearance is not presented at the time of payment. 
• Other activity charges including venue, travel to and from the hotels to activity venues, accommodation and meals will be covered by Sightsavers. 

Skills and Experience

Minimal qualifications for a Lead Consultant/ Team Members 

Qualifications and experience: 

• Degree in Public Health, Social Sciences, or related disciplines (post-graduate degree will be an advantage).

• Extensive experience in programme/project management, ideally in an INGO setting.

• Technical knowledge of Eye Health in Zimbabwe

• Understanding of Disability Inclusive Development

• Experience in working with OPDs groups will be an added advantage.

• Experience in monitoring and evaluation and research

• Understanding of the health system in Zimbabwe

• Experience in advocacy.

ABOUT THE ROLE

As a Flexible Project Officer, you’ll play a key role in delivering a variety of exciting walking, wheeling and cycling initiatives, stepping into different projects where your skills are needed most. No two days are the same, and you’ll thrive in a fast‑paced role that keeps you curious, proactive and making a real impact in communities.

What You’ll Be Doing

• Planning and delivering a diverse mix of walking, wheeling and cycling projects, as guided by your line manager.
• Working as the sole project officer or be part of a team working on larger projects. This could include working with the National Cycle Network team, Infrastructure team, Active Journeys team or Connected Communities team.
• Proactively involve volunteers in projects and activities wherever possible, including recruiting, training and providing ongoing support.
• Engaging with a broad range of internal and external stakeholders whilst undertaking project delivery.

This role is ideal for someone who enjoys being out in the community — whether that’s leading walks, running Dr Bike sessions in schools, or co‑designing neighbourhoods with Urban Designers to help more people walk, wheel and cycle.

ABOUT YOU

• Experience managing small, clearly defined projects, or delivering specific work packages as part of a wider project.
• 3 years’ work experience working with schools and/or community groups, which may include voluntary work.
• Strong understanding of active travel and the challenges faced by communities experiencing inequalities.
• Knowledge and understanding of behaviour change theories and tools.
