Luton Town FC Community Trust is seeking to recruit an Oral Health Project Officer. This is a full-time role focused on the delivery of an oral health education programme within targeted primary schools and community settings in Luton over 37.5 hours per week. The individual will be employed on a three-year fixed-term contract.
We are seeking an individual who has previous experience of delivery within an education setting to join our team. Specific oral health training will be provided as required.
The individual will be passionate about creating positive change and health outcomes for children and their families.

JOB ROLE OUTLINE
This role will lead the design, creation and delivery of an oral health education programme in primary schools and community settings that will provide vital awareness and support for children and their families.
Tooth decay rates in children, in Luton, are amongst the highest in the country. The project will work collaboratively with Luton Public Health and other locally focused oral health partners as a collective force for change.
AIMS
- Create awareness and lifelong habits of the importance of good oral health.
- Supporting children and families to understand contributing factors to poor oral health, including sharing public health messages that encourage positive behaviour change.
- Delivery of an outstanding programme of content.
- Support and strengthen the wider network of oral health partners to enable coordinated action and long-term behaviour change, including active participation in the Luton Dental Alliance.
- Highlighting demonstrable impact to support the sustainability and legacy of the project beyond the initial funding period.
ROLE SPECIFIC RESPONSIBILITIES
- Work with partners to develop and design the educational element of the project.
- Deliver a high-quality educational offer which uses sport as a tool to engage disaffected young people, encouraging good oral health and enhancing their mental wellbeing, attendance, attainment, and life skills through innovative and tailored curriculum delivery.
- Recruit targeted schools to create a delivery plan throughout the academic year.
- In school delivery of the education programme to provide much needed support and awareness to children and families.
- Collect relevant data to ensure that Community Trust reporting obligations are met with funders.
- Work with schools and partners to create high quality case studies that demonstrate the impact of the project.
- Create a project steering group and deliver timely and relevant updates in both written and verbal form.

Education/Qualifications/Training:
Essentials
- Minimum of 2 years’ experience delivering programmes within school and/or community settings with children and young people
- Experience delivering education, health, or behaviour-change programmes
- Experience of working with schools, families, and community partners.
- Experience of collecting monitoring and evaluation data to meet reporting requirements
- Relevant qualification or demonstrable experience in education, youth work, community development, health promotion, or related field

About this role
The Programmes Quality and Delivery department is a key unit within SPANA’s Global Programmes Directorate (GPD). The team ensures effective oversight of the design and delivery of working animal health and welfare interventions in collaboration with a range of national NGO partners across more than 20 countries in Africa, the Middle East, Asia and Central and South America. SPANA is strengthening the GPD to support partners to develop and deliver transformational and sustainable improvements in working animal welfare.
Reporting to a Senior Programmes Manager, the Programmes Officer provides essential grant administration and project management support to a portfolio of partners, ensuring effective oversight across the lifecycle of grants. This involves developing effective working partnerships remotely and identifying risks and issues that need to be escalated. The Programmes Officer works closely with technical colleagues responsible for Monitoring Evaluation Accountability and Learning (MEAL), animal health and welfare, education and behaviour change and the wider organisation (e.g., communications, fundraising, advocacy and policy).
Contract, location and salary
This role is a full-time (34.5 hours per week), permanent role. This is a UK based position, with 1-2 days per month (or more if preferred) worked from SPANA's office in London.

The Role
Children’s online safety is both an important and an urgent issue and the need for our unique work here at Breck Foundation is greater now than ever. The primary purpose of this role is to help children and young people take practical steps to become more digitally resilient and be safer online. Our East of England Education Programme Officer will introduce the highly impactful Breck’s story into schools and other youth and community spaces and deliver inspiring, educational talks to students, parents and guardians, teachers and other groups in a ‘whole community’ approach.
The role is fully remote, but post holder will be willing and able to easily travel to various locations within the East of England as and when necessary to fulfil the requirements of the role as well as to engage with colleagues virtually and in person in London four times a year.
Main Duties and Responsibilities
Programme Delivery
- Coordinate all practical arrangements necessary for successful delivery and post-delivery activities in schools, including the timely transmission of digital files; and liaising with relevant colleagues to ensure timely delivery of materials and promotional merchandise to schools.
- Responsibility for delivering sessions tailored to educate/inform children/parents and teachers as well as carrying out all pre- and post-delivery engagements.
- Respond to any questions, disclosures or safeguarding concerns raised during sessions and follow up where necessary with the school safeguarding team or, where consent is secured, make onward referrals for additional support in specific cases.
- Contribute to the continuous development of all aspects of the programme, sharing new ideas and using best practice, including keeping programme presentations up to date or, when applicable, working on this together with relevant colleagues, ensuring that presentations used in schools across the organisation are always uniform and consistent.
- Maintain accurate records of programme activities, including record of input, output, and impact as well as demographics data, and monitor and periodically evaluate and report on impact.
Stakeholder Development/Management
- Seek and maximise opportunities for building relationships with groups of schools (primary and secondary) and relevant education/teaching groups, unions and networks, with a view to raising the profile of the programme and generating interest in it.
- Develop and manage ongoing relationships with individual schools to secure their repeat, annual participation in the programme or repeat bookings for paid presentations.
Publicity/Marketing/Communications
- Promote the offer to all types of schools (state and private), working with relevant colleagues to create impactful publicity/marketing assets and to make contact and register schools’ interests.
- Maximise opportunities for generating communication assets and publicity during delivery in schools, including through video recordings, photographs, testimonials, Vox Pops, collection of social media handles for mentions etc., ensuring to follow school guidance and secure necessary permissions.

Main responsibilities
Grant Management & Compliance
- Oversee the delivery of the charity’s dedicated grant programmes from pre to post award: Patient Care, Research & Development, Clinical Innovation and Staff Education & Improvement. The post holder will be responsible for circa £2.5M expenditure per annum ensuring they deliver impact for patients, staff and donors (grant values typically range from £2K to <£0.5M).
- Oversee the management of the charity's current grant portfolio; ensuring grants are delivered on time and in accordance with internal processes.
- Ensure compliance with financial obligations (inc. payments, reconciliations and audits) and regulatory obligations (inc. data management, grant award contracts, procurement).
- Ensure grant making processes reflects and champion current best practice.
- Develop and implement a Grants Advisory Committee.
Relationship & Stakeholder Management
- Build relationships with key stakeholders within University Hospital Southampton NHS Trust (UHS), including senior health professionals, executive team members, partners and beneficiaries.
- Work to embed the grants programmes within the hospital environment and work with UHS staff to support them in access funding through working within the hospital and regular visits to clinical areas.
- Act as primary liaison for the Charity’s grant making responsibilities, ensuring alignment with charitable objectives and 2024-2027 strategic mission
- Provide support to Director of Operations and Resources and the Senior Leadership Team, fostering a collaborative approach to grant programme delivery in tandem with fundraising, communication and art programme goals.

- The Newcastle Programme Coordinator oversees a caseload of up to seven partner schools. They manage the logistics and organisation of each school’s tutoring programme, working closely with the schools and pupils and managing the pool of volunteer tutors. Reporting regularly on key performance indicators to key stakeholders and using them to enhance programme delivery. Work with the Programme Manager on business development, approaching new schools that might be interested in working with Action Tutoring.
