Youth Outreach and Engagement Worker

Streets of Growth is seeking to employ an experienced, motivated, and personable individual to work as part of the frontline team to deliver targeted street work to engage and build relationships of trust with high-risk vulnerable young people (15-25 years), in hotspot areas known for Anti-Social Behaviour (ASB), exploitation, serious youth violence and young people that are furthest away from engaging in services.

You should expect to be appointed at the starting point of the salary scale and a higher starting salary band is dependent on you having extensive experience and skills in street work and detached outreach work as well as relevant frontline experience of working with at-risk young people.

These working hours will vary and will be worked according to business needs and notified to you in advance. You will be required to work late afternoons, evenings, and weekends as part of your normal working week.

The role:

Delivering targeted street work and outreach across the borough of Tower Hamlets. This involves engaging and building relationships of trust with young people at street level and in identified hotspot areas of risk where there is low to high anti-social behaviour, criminality and violence. Working with and engaging young people in strategic interventions across Lifestyle, Enterprise/Employability, Education and Environment that constructively challenge negative patterns of behaviour, create an experience for positive thinking, confidence building, entrepreneurial work skills, and tapping into the young person’s ambition, potential and talent.

You will be working alongside Intervention Coaches to progress street-engaged young people into Streets of Growth’s staged-based Appropriate Intervention Bridging Programme delivered from our flagship Centre based in Aldgate East and delivering appropriate targeted intervention work at the street/estate level during critical incident situations in the community.

Who we are looking for:

Along with a relevant qualification up to at least Level 2, you will have robust frontline experience working with young people, including experience of detached outreach work with young people. You will also have good knowledge of safeguarding risk assessment and contextual safeguarding. A key component of the job role is the ability to engage and build transitional relationships with young people, most particularly hard-to-reach individuals.

The motivation behind the LifeSkills programme is to inspire millions of young people and equip them with the key skills to move forward into the 21st century workplace. The programme focuses on teaching skills such as CV writing, interview skills, networking, problem solving, creativity, resilience, communication and managing online reputation. This combined Programme Manager, Facilitator role will be instrumental in raising awareness and developing skills in schools across Wales.

This post requires daily travel within South Wales.

The role will involve:

• A thorough understanding of the ready-made online resources to facilitate LifeSkills workshops, online and in person
• Creation and management of a deployment plan to achieve agreed targets for students and engagement of Barclays staff
• Maintaining systems for timely and accurate monitoring, evaluation and reporting of the effectiveness of the LifeSkills programme in line with contract requirements
• Sharing best practice and collaborating within and across BITC’s programme managers/facilitators in Scotland and Northern Ireland

The successful candidate will be:  

• Managing the delivery of programmes to meet contractual obligations
• Working with business, schools and/or community organisations to create mutually beneficial and sustainable relationships
• Delivering highly engaging workshops which respond to learner needs and remain true to workshop objectives

The role requires travel across the region for programme delivery and participant interaction.

Salary:
The salary band for this role reflects the flexibility we offer with the contractual location. Candidates will be based at home and have personal transport to travel to schools across Wales. This role is 28 hours per week until 31 July 2025 with a full-time equivalent salary of £27,945 to £32,000 per annum (this will be prorated for part-time hours).

Working in the People and Culture team and reporting to the Head of People and Culture, the Senior People Partner will be responsible for leading and managing a team, within the remit of employee relations, that delivers a high quality, inclusive, problem-solving, and people-focussed HR service to all levels of management and staff. The Senior People Partner’s role is to manage, supervise and support employee relations, employee wellbeing, and diversity and inclusion initiatives, overseeing the employee life cycle. They will also advise and coach the Talent Acquisition and Volunteer team on volunteer related cases using RMG policies.  

Key responsibilities involve managing a direct caseload of complex employee relations cases, including leading on liaison with ACAS, external investigators, and legal advisors, and preparing for and attending Employment Tribunals. Further core objectives include leading the drafting of new/revisions to people policies, consultation and negotiation with relevant stakeholders, and the communication and embedding of new/revised practices across the workforce. The Senior People Partner will further build and maintain effective working relationships with the senior leadership team, acting as an expert strategic adviser on a range of employee relations matters and as a point of escalation for employee relations enquiries emerging from other teams, actively coaching, supporting, and mentoring colleagues to grow team capability and support development. 

The successful candidate will have proven experience in managing an HR case work portfolio, which includes conducting discipline and grievance investigations, hearings and appeals, and ACAS Early Conciliation and Employment Tribunals, as well as overseeing attendance and performance management processes. Established success in coaching managers and leaders on various HR matters is essential to this role, empowering them to manage risk, resolve conflict, support their team members to excel at work, and foster cohesion and trust within a hybrid workforce. The postholder will have experience and interest in managing employee wellbeing and diversity and inclusion initiatives; be CIPD qualified; have excellent and adaptable organisation, communication and interpersonal skills; and will enjoy working with a variety of people, with a strong ability to listen effectively.

This is a full-time, permanent role in Band 4 – Senior Management and Senior Specialists. Core hours of work will be 36 per week, working 5 days between the hours of 9am-5pm, although due to the nature of the work, some flexibility may be required.
