WE ARE LOOKING FOR ASSISTANT CASE OFFICER TO WORK WITHIN OUR MISSION AND PASTORAL SERVICES TEAM

The Church Commissioners have the governance and management responsibility for the Mission and Pastoral Measure 2011, which provides a regulatory framework which enables the Church to support the provision of local worship, mission and ministry, and to adapt that provision as circumstances change over time. The Measures provides a decision-making process for changes relating to pastoral change, ministry provision change and church building change. The Commissioners also deal with processes under the Church Property Measure 2018 and the Church Commissioners' Chancel Repair Liability Measure.

The purpose of the role is to oversee and manage the decision making processes and provide advice under the Mission and Pastoral Measure 2011 (MPM), the Church Property Measure 2018 (CPM), and related legislation (including the Patronage (Benefices) Measure 1986 and the Church Representation Rules, and responsibilities relating to chancel repair liability (CRL). A major part of the team's role is to support the transition from the existing MPM, to a new Measure, and the related transition programme which will be rolled out to dioceses and parishes over between 2024 to 2027.

The Assistant CO post will work with mainly with the M&PS case officers to decision making and case work under the requirements of the legislation set out above. They will also work closely with the team managers to plan and manage the casework load and support the decision making processes of the Mission, Pastoral and Church Property Committee.

Main Responsibilities

• Conduct research into a range of technical and legal matters, including verifying the legal names of parishes and benefices, patronage details, and responding to related queries.

• Draft and publish Mission and Pastoral Measure (MPM) schemes for consultation, ensuring accuracy and clarity throughout the process.

• Support Case Officers in presenting MPM or Church Property Measure (CPM) decisions to the Mission, Pastoral and Church Property Committee, and assist with any subsequent appeals.

• Assist the M&PS Operations Manager in planning committee visits, public hearings, and other operational tasks associated with committee meetings.

• Contribute to the planning and monitoring of casework and performance reporting, working closely with the M&PS Operations Manager.

• Coordinate and manage internal and external meeting processes related to the above functions, ensuring smooth and efficient operations.

• Provide administrative support for the implementation of the new Mission and Pastoral Measure and the Measure concerning Chancel Repair Liability.

• Offer support in record management and data governance, including preparing briefings and information for performance and risk management purposes using dedicated data systems.

• Help the M&PS Operations Manager with planning and coordinating team activities such as monthly meetings, away days, and special events.

• Assist with communications activities, including the distribution of regular e-newsletters to diocesan teams.

• Support the coordination and promotion of the diocesan training programme.

• Assist with financial processes related to departmental expenditure, ensuring compliance and accuracy.

• Contribute to audit and risk management processes, maintaining high standards of accountability.

• Provide briefings and information to support internal NCI processes, including responses to General Synod or Parliamentary questions, and preparing materials for the Board of Governors and senior officers.

• Deliver general administrative support to the M&PS team, including handling post and printing tasks.

• Undertake any required specialist or generalist training to support the role effectively.

Desirable skills

• A salary of £40,572, plus age-related pension contributions between 8-15% of salary. We will also match any pension contributions you make up to an additional 3% of your salary.

We are seeking a part-time Trusts and Grants Fundraiser to help raise funds for these vital projects by researching and writing applications and reports to charitable trusts and foundations, and by supporting grant applications to public funders. We are excited to bring this role in-house, having recently worked with a consultant trusts fundraiser. We currently raise £250,000 pa from trusts and foundations, and enjoy established relationships, including with multi-year funders.

You will join a supportive, dedicated staff team, which includes an Individual Giving Manager and an Individual Giving Officer, and will work closely with both the General Manager and the Director of Education & Participation. Responsibilities

The Trusts and Grants Fundraiser will lead on our applications, reporting and the administration of our appeals to charitable trusts and foundations, and support bids to public funders.

You will:

• maintain and manage our existing pipeline of charitable trusts and foundations

• undertake research and identify trusts and foundations whose priorities align with our work, in line with organisational priorities

• work closely with the General Manager and Director of Education to research, prepare and submit high quality, compelling applications, ranging from 4-6 figures and including multi-year proposals

• record applications made, track outcomes and provide reports for finance and management

• prepare timely updates and reports to funders that communicate the impact of their support and maximise the opportunity for ongoing or future support, working with colleagues to ensure feedback, case studies, data and financial information is available as required

• work closely with colleagues to maximise the opportunities of stewardship and long-term cultivation, e.g. by inviting funders to events and projects where appropriate

Duties:

We are looking for a fundraiser to lead, manage and deliver the fundraising strategy and activities of SBS. Develop relationships, networks and communication channels to advance the work and objectives of SBS across all types of existing and potential new supporters (e.g. individuals, churches & communities, major donors, trusts & foundations).  

You will be passionate about the transformational impact of the Bible and motivated to use your extensive fundraising experience to amplify stories from Scotland and around the world to resonate with a Scottish Christian audience. 

You will continue to cultivate and steward our relationships and partnerships with supporters.

Faith requirement – to engage with existing and new SBS audiences, this role carries an occupational requirement that the post-holder is a Christian.  An understanding of the different Christian communities in Scotland and playing an active part in the spiritual life of the organisation is vital to this role. 

Key Responsibilities

• Lead and manage all the fundraising activities of SBS, including management of the fundraising team.
• Develop and maintain a fundraising strategy in line with the overall strategy for SBS, this includes taking a lead in the forecasting and setting of fundraising targets.
• Take a lead in the recruitment and retainment of individual donors by developing and managing appropriate activities to expand the SBS donor base, exploring and implementing various methods to achieve this.
• Supervise the recruitment and retainment of support from churches and communities (including Action Groups) by developing relationships with them and ensuring they are equipped and encouraged to fundraise.
• Develop a major donor fundraising programme and manage long-term relationships.
• Help identify opportunities and support applications to charitable trusts, grant making bodies and companies, and assist in managing subsequent relationships with funding partners.
• Develop and manage a programme focused on legacy giving across all supporter types.
• Research, test and develop fundraising ideas and opportunities for income generation across all supporter types and all channels of communication.  Report on test results with a view to constantly evolving SBS tactics to meet objectives.
• Provide regular reporting on all fundraising activities, for Senior Staff and Board.  Provide up to date income levels by source, any associated expenditure and what the overall ROI is for SBS.  Be able to provide this as verbal updates and electronically - making comparisons against projections, historical performance and industry averages.
• Keep up to date and ensure SBS complies with fundraising legislation, standards and best practice including GDPR and PECR.
• Support SBS with detailed knowledge of the United Bible Societies (UBS) fellowship projects SBS support and provide a steer on what opportunities there are that would fit with the overall strategy for SBS.
• Set objectives for the Fundraising team in line with the fundraising strategy and overall strategy for SBS.
• Motivate and support staff in setting their personal objectives and managing their performance by providing encouragement, feedback and having regular 1-2-1s with them so they achieve their objectives and that of the team, department and overall SBS objectives.
• Fulfill line management responsibilities in line with policies and procedures for line managers at SBS (e.g. appraisals, holiday requests, absence monitoring, recruitment).

About you

• SBS believes that spiritual maturity, character and behaviour are just as important as fundraising competence, therefore you will be a devoted follower of Jesus with a passion for the Bible. You will be active in a local church that supports your vocation and provides spiritual support.
• Extensive experience (5+ years) in a senior fundraising or development position.
• Proven track record of leading fundraising strategy and campaigns for a charitable organisation, or a background in campaign management driving sales for a commercial organisation.
• Confidence in testing and optimising campaign activity and strategies through a robust, analytical methodology.
• Experience working for charitable organisations, or in international development or similar areas, interacting with a board of directors and with an understanding of charity reporting.
• Excellent planning and organisation skills, with the ability to manage projects and organise your own workload and that of direct line reports.
• Strong leadership and people management skills balanced with a willingness to listen and learn from others.  A genuine interest in developing people.
