Sightsavers works across more than 35 countries to prevent avoidable blindness, treat neglected tropical diseases and promote disability rights. As part of our social inclusion portfolio, we design and implement different interventions to proffer solution that enables accessibility and meaningful participation of persons with disability in education, health and labour market system.
About the role
As the Programme Officer you will work to enhance the quality of the project which focuses on the economic empowerment of persons with disabilities through formal employment. You will ensure that the programme is planned, implemented, monitored and evaluated to the highest possible quality standards.
The Programme Officer key duties and accountabilities include:

Identify partner organizations with whom Sightsavers can work to achieve the programme and organization’s strategic objective of ensuring that people with disabilities have equal rights and opportunities through both service delivery and advocacy.

Build effective partner relationships and support longer term relationships that go beyond the duration of the project.

Work with the programme management unit (PMU) and other funding partners to coordinate implementation of activities and sharing of lessons learned.

Manage all aspects of the programme cycle with the partners including effective planning, implementation, monitoring and evaluation, financial and asset management, reporting and documentation.

Assist programme partners in the preparation of budgets and forecasts

Monitor expenditure of project financial resources in liaison with the Finance and Support Services Manager (FSSM) and the Programme Manager.

Be proactive in providing excellent quality information on case studies and interesting news stories relating to the programme to support preparation of fundraising materials and advocacy materials for Sightsavers headquarters in UK.

Participate in all PR activities related to social inclusion e.g., World Sight Day, international day for persons with disability etc.

Organisational Background
The Council for At-Risk Academics is a UK-registered charity founded in 1933 under the leadership of William Beveridge, to rescue academics suffering persecution under the rise of Nazism and facilitate their continued work in safety. Sixteen Cara Fellows from the 1930s and 1940s became Nobel Laureates, and many more innovators in their fields, including, Nikolaus Pevsner, Lise Meitner and Karl Popper. A number of Cara’s founders and Council members also personally provided places and/or funds to help individual academics; and Cara, known in the 1930s as the AAC, later the SPSL, was closely involved in the successful effort in 1933 to bring to London the Warburg Institute art library, which had been prohibited by the Nazis, and six of its staff. The Fellowship Programme is the continuation of the rescue mission operation started in 1933.
Cara has been a lifeline to academics at risk for just under 90 years, as and when world events have placed them in the line of fire: Hungarian Uprising, Cold War, Apartheid South Africa, Iran, Latin American Juntas, Vietnam, Kosovo, DRC, Rwanda, Sudan, Zimbabwe etc. and, more recently Iraq, Turkey, Yemen, Palestine, Syria, Afghanistan and Ukraine. Cara support is typically framed as temporary sanctuary offered at times of heightened risk.
Cara Objectives ‘To assist academics who have been, or are, or are at risk of being, subject to discrimination, persecution, suffering or violence on account of race, religion, nationality, membership of a particular social group, or political opinion, to relieve needs among them and their dependants and ensure that their specialist knowledge and abilities can continue to be used for the benefit of the public.’

This is a critical time to join our dedicated and friendly Fellowship Programme team as we expand our capacity to support at-risk academics from the Middle East, Myanmar, Afghanistan, Ukraine and Russia and many other countries.
Fellowship Programme Officer Role & Responsibilities
Fellowships
- Lead on International Fellowship cases and provide comprehensive support to Cara Fellows.
- Secure fee waivers, bursaries & in-kind support from universities, research institutes and other funding bodies.
- Provide logistical support to Fellows prior to and after their arrival in the UK.
- Coordinate with regional exam centres to facilitate IELTS or equivalent fee waivers for Fellows.
- Collect and interpret regional intelligence to inform Fellowship Programme advice and guidance.
- Write and send official documents to Fellows.
- Develop relationships with universities and other partner organisations.
- Conduct due diligence on Fellows’ documents and risk.
- Assess Fellows’ suitability for academic placements and liaise with experts for their professional opinion.

Visa Advice & Guidance

- Record all financial and in-kind support from universities and other partner institutions.
Monitoring and Evaluation
- Assist new arrivals with handover to the Active Fellows’ Team.
- Record and report on the efficacy of IELTS or equivalent fee waivers to relevant bodies.

Administration
- Provide support for general enquiries.
- Maintain detailed records of correspondence, documents, and activities.

About the role

Purpose
The Programme Officer will be responsible for supporting the Project Management Team (PMT) in the effective implementation of project delivery activities across our portfolio. Programme Coordination

Background
The Urban Movement Innovation Fund (UMI Fund) works to connect, align, and strengthen people-power for a more socially just, zero carbon future. Drawing together and amplifying the efforts of NGOs working on technical solutions, or working with policy makers, with those of campaign or grassroots groups and movements working to increase citizen engagement and activity. UMIF´s goal is to dramatically accelerate humanity’s transition to a zero-carbon world. UMIF is a convenor of the field, an advisor to philanthropy, and a grant maker.
UMI Fund believes that people-powered movements are critical to creating a zero-carbon world, generating the drive and popular support necessary for huge political, cultural and technological shifts. In order to grow in our set direction and meet our strategic plan, we are in urgent need to build a team to help us strategically reach our goals.
The UMI Fund team is small with a large portfolio of grants. As part of the team, led by the Co-Executive Directors, the Senior Programme Officer will make and manage a portion of these grants. The successful candidate will be an excellent strategist and a seasoned and successful change maker. They will have the
opportunity to explore various climate change linked issues and to work with truly inspirational partners from all over the world. This position is full-time and home-based; being part of a fully remote working and internationally distributed team.
Primary Responsibilities
UMI Fund has a small team that operates collaboratively and flexibly with sometimes overlapping responsibilities. Team members have specialisms, but we avoid being siloed in work delivery. Within the team the Senior Programme Officer will primarily be in a grant making role, and have a particular focus on the following:
- Establishing and maintaining good relationships with applicants/grantees and other partners.
- Networking, landscape scanning and mapping, conducting research and performing due diligence on grants and partnerships that fall within UMI Fund’s theory of change and current strategy. The Fund strategy encompasses movement building for action on climate change with a focus on ending the internal combustion engine, supporting the youth climate movement and fairer, more socially just climate solutions.
- Co-creating and supporting grantee projects and clusters of projects.
- Creating collaboration spaces for the UMI Fund community.
- Writing recommendations for funding, and monitoring and reporting on the progress of open grants which may sometimes involve travel to conduct site visits (depending on Covid-19 related travel restrictions).
- Supporting grantees with capacity building and the development of child safeguarding policies as needed.
- Assisting grantees with challenges during the grant period and drawing out lessons learned in ‘end-of-grant’ reports and evaluations when grants close.
- Working collaboratively with the full team at UMI Fund, ensuring there is cross-programme resonance, synergy, communication and learning where there are programmatic areas of overlap.
- Working collaboratively with other Grantmakers and funder initiatives as required.
- Contributing to internal reports, UMI Fund’s annual report, and board presentations as required;
- Representing the programme in a variety of settings both internally and externally.
Experience and Qualifications

Summary of the role:
The International Programmes Department (IPD) is a busy, multi-functional team at the heart of the work of Muslim Aid in the UK and internationally. Job Profile
The Asia and Middle East Programme Support Officer will support the delivery of programmes and projects within CAFOD’s Asia & Middle East (AME) region, contributing to effective programme cycle management. A significant part of the role will support the Afghanistan programme in an integrated development and emergency response programme. The remaining parts will support programmes across the region depending on specific needs of the programmes. These programmes include: Bangladesh, Cambodia, Middle East regional programme, Myanmar and Sri Lanka.
Partnership is central to CAFOD’s way of working and the post holder will support the nurturing of effective relationships with partners. The post holder will also build effective working relationships across the AME team and cross-organisationally. The role has some cross-organisational functions linked to work with CAFOD’s emergency, programme quality, fundraising, finance, media and communications, policy and advocacy functions.
The post may require travel for up to 4 weeks per year however CAFOD’s policy to minimise staff travel means alternatives to travel will be sought where possible.
The role reports to the Head of Region and will be task managed by the relevant manager or programme officer. The post holder will provide support to managers and Programme Officers in the AME team and will liaise closely with other support staff within the AME team.
Key Responsibilities
- Support the delivery of programmes and projects in CAFOD’s Asia and Middle East region
- In agreement with the relevant manager or Programme Officer appraise project proposals from partner organisations and review their ability to manage and implement the proposed work, facilitating participatory planning processes where necessary;
- In agreement with the relevant manager or Programme Officer work with partners on monitoring and reporting to review progress against outcomes and indicators;
- Support the relevant manager or Programme Officer to ensure compliance with CAFOD’s requirements (eg programme management manual and finance manual processes; safe, accountable, dignified and inclusive programme standards) including undertaking related administrative functions.
- Support the preparation of funding applications and reports for external funders, in liaison with the programme team and the relevant Programme Development & Funding Officer

- In agreement with and with the support of the relevant manager or Programme Officer contribute to developing, nurturing and managing relationships with CAFOD’s partner organisations in line with the principles and standards set out in CAFOD’s partnership policy, guidance and tools;
- Support the investment in partners’ capacities, by contributing to the identification of needs, development of plans to strengthen capacities, identification of sources of support, etc.
3. Contribute to the financial management and accountability of programmes and projects
- Prepare and monitor budgets relating to both CAFOD and partner-led expenditure, in conjunction with the relevant manager or Programme Officer;
- Support the relevant manager or Programme Officer in ensuring that the programme is delivered within an agreed budget
- Support key processes such as procurement or internal/external audits and ensure accurate records are kept according to CAFOD policies and procedures.
4. Support the effective representation of programmes and projects
- Liaise and communicate with other teams within CAFOD to respond to organisational needs, including providing support and information for those working on communications, media, policy, campaigns etc.
- In co-ordination with the relevant manager or Programme Officer support the team’s efforts to nurture and sustain relationships and effective communications with relevant stakeholders, including networks, local government, national networks and other agencies working in/on Asia and the Middle East.
- In agreement with the line manager or relevant members of the team, occasionally attend external meetings or events, and identify and follow-up on actions from these.
5. Maximise the use of programme information and knowledge
- Use CAFOD’s programme management information systems to effectively produce information that supports decision making at both programme and organisational level;
