We are growing fast. By 2028, we aim to triple our reach, grow our hubs, and deepen our impact. To underpin this growth, we are commissioning an expert consultant to help us build a world-class evaluation framework that is grounded in youth voice, ethical practice, and strategic insight.
Purpose of the Evaluation Consultancy
We want to understand, evidence and improve the impact of OSH’s work. This evaluation consultancy will:
- Deliver an independent evaluation report of OSH’s impact to date.
- Co-produce a robust, coherent, ethical evaluation framework with OSH’s young people, staff and volunteers which is aligned with OSH’s ethos, Theory of Change and strategic priorities.
- Test and iterate this framework across our residentials, hubs, and leadership programmes.
- Develop tools, templates and staff training to ensure OSH can embed and sustain a culture of learning and impact internally.
Objectives & Scope of Work
The consultant will be responsible for (not necessarily in this order):
- Design & Deliver an Independent mixed-methods evaluation
- Co-design & test an impact framework
- Embedding & Handover

Deliverables
- Independent evaluation report, written in an accessible format including a one-page summary briefing.
- A refined Evaluation Framework with defined indicators, data collection methods, and ethical guidelines.

- Staff-facing evaluation guide (written in accessible, youth-friendly language).
- Workshop or training session for OSH staff on using the framework.
Timeline
We anticipate the work to take place across July 2025 - January 2026, with the report based on phases 1 and 2 complete by the end of 2025. The consultant must be available to work closely with OSH teams and visit residentials and hub.
Budget
The budget for this work is £10,000-12,000, inclusive of all consultant expenses and VAT. Compensation to enable the young people’s participation will not be paid out of this budget, but rather by OSH separately.

About You
We are seeking a consultant (or small team) who can demonstrate:
- A strong track record of designing evaluation frameworks for youth-focused or refugee organisations.
- A commitment to and track record in participatory evaluation and co-production, as well as expertise in mixed methods (quantitative and qualitative).
- Understanding of trauma-informed, ethical, and culturally sensitive research.
- Ability to communicate findings and tools in accessible, engaging formats. This includes both written reports and face-to-face training formats.

The role
We are looking for a dynamic and passionate Opportunity Centre Officer to lead operations at this innovative space, ensuring it becomes a hub of inspiration and growth for young people.
This role will oversee the Centre’s daily operations, ensure smooth delivery of engaging learning experiences, and collaborate with schools, partners, and the community to provide meaningful development opportunities for young people.
This is a fixed term contract starting late August/early September 2025 until July 2026.
Key Responsibilities:
Operational Management:
· Oversee day-to-day access and use of the Centre, including student registration and visitor management.
· Ensure the facility is safe, secure, and welcoming, including health and safety checks, safeguarding measures, and ICT setup.

Job Title: Arts and Learning Strategic Lead

This is a brand new role, supporting the Head of Safe Ground with the strategic oversight and delivery of our programmes. Safe Ground has been at the forefront of designing and delivering innovative arts-based, therapeutically informed interventions within the criminal justice system and in communities across the UK. As we approach our 30th anniversary this year, we remain dedicated to challenging systematic injustice through the programmes we run and the partnerships we build. Using theatre arts, and culture, we design initiatives to support those impacted by the criminal justice system in gaining deeper insights into themselves, their relationships and their behaviours. We do this by equipping our participants with practical tools and building a community who are open to doing things differently. In this role, you will develop best practice around creative interventions, building powerful partnerships with commissioners, partners, and other key stakeholders, ensuring our programmes are being delivered to the highest standards. You will lead on the development of new and existing arts-based work, identifying gaps and opportunities for growth within the sector.
- Oversee the development of new creative ideas and programmes as well as programme adaptations and redesigns. Ideas could be linked to theatre productions in and out of custodial settings, short films, live events, symposiums, but may also include new art forms and working with new artists
- Development of a local / national facilitator network
- Create and deliver engaging high-quality programmes which support rehabilitation and reintegration for participants

Full-time: 35 hours a week, Monday to Friday.

Salary: £46,000 - £59,600 per annum for UK based candidates. Discretionary bonus + benefits.
Salary band: BG 10
