Job description

High rise social housing tenants in Hulme, Manchester, have been adapating an innovative approach to ageing at height called a Naturally Occuring Retirement Community (or NORC) since 2021. This model originated in New York and tenants in Manchester have organised to adapt this for high rise social hosing in Manchester working with local charities, their local GP, their housing provider, and with support from university partners.

Impacts to date include: Two block-wide tenant-led surveys with findings becoming action plans for the blocks leading to: lift replacements, new community space renovations, age-banding, aids and adaptations, and a tenant-led programme of social and financial inclusion activities including trips to the seaside, international BBQs, and tenant management of a crisis fund and a local savings club.

You will be working directly with tower block communities to identify their needs and priorities and enable them to organise around these with a focus on achieving more integrated and effective support, services, financial resilience, and social engagement in their own block and across their neighbourhood. You will work collaboratively with tenants and an Independent Living Worker as well as freelancers and volunteers.

The central focus is on supporting tenants to organise and advocate for a better quality of life for older people living in high rise social housing and managing our inter-agency partnership. The role also requires strategic coordination and development of the Ageing Well in Place in Hulme partnership between housing, health, social care, academic, and VCSFE sector stakeholders with potential for roll out in new neighbourhoods.

Please note that this is a part-time role at 21 hours per week. The actual salary pro rata for 21 hours per week is £21, 600.

Interviews will take place on Thursday 19th November 2026 in central Manchester.
