About Us

Wintercomfort works with people who are homeless, at risk of homelessness or with a history of homelessness. We provide services to aid every stage of recovery - from immediate basic welfare needs to long term help in identifying and dealing with the problems which are undermining their stability, and enabling them to engage with education, employment and specialist health services.  National statistics rank the numbers of rough sleepers in Cambridge within the highest 20 UK local authorities.

Wintercomfort is the only day-time service in the city, providing year-round advice and support for homeless or vulnerably housed people. Over the past three decades Wintercomfort has continued to grow and adapt to meet the needs of the homeless community.

About you and the Role

As the operational lead of the services area at Overstream House, the Services Coordinator ensures the seamless delivery of daily welfare services (inductions, showers, meals, laundry, activities) while providing proactive, trauma-informed caseload management to transition service users from crisis to stable housing.

This role bridges immediate care with long-term strategic action, developing partnerships, signposting, improving service efficiency, and fostering positive, sustainable life changes for Cambridge’s homeless community.

Key Responsibilities

• To work alongside the Services Manager to coordinate, maintain and further develop a service user led, trauma informed support and welfare service, often coordinating the functioning of the services area to ensure all runs efficiently, as well as contributing to the development of new and ongoing activities timetables.
• Provide welfare and accommodation-based support to service users including those that have complex needs, to help them build independence.
• Conducting inductions and needs assessments, creating individualised support plans, liaising with project worker team and monitoring progress for service users, including those with complex needs.
• Source safe accommodation, actively prevent homelessness through advocacy and signposting.
• To develop, promote partnerships with external agencies to help connect service users to essential services, promote Wintercomfort services to stakeholders through professional forums and meetings.
• Leading a daily team briefing with Services Manager overseeing the session providing a structured approach that balances operational updates, strategic oversight, raising concerns and discussing awareness of priorities, adhering to safeguarding procedures for vulnerable adults and managing challenging behaviour.
• To support the delivery of Wintercomforts learning and development service providing opportunities for service users to access to employment, learning and cultural opportunities that help promote self development
• To work in partnership with other organisations to deliver or to facilitate the delivery of services to meet the needs of service users for improved health and wellbeing, housing support, debt support and improved quality of life.
• To work with the Services Manager, CEO and other Managers to ensure that the delivery of the service meets funders requirements, achieves agreed outcomes and to assist with the timely delivery of monitoring reports for funders and stakeholders
• Maintaining accurate records that are uploaded to Inform in a timely way, documenting the support service provided to Wintercomforts service users.
• Ensure that record keeping meets the requirements of internal and external monitoring of outcomes, assisting with reports to funders and supplying timely information to support funding applications.

Role Purpose

Reporting to the Director of Development and working closely with the Executive Leadership Team, the Head of Insight and Innovation will lead the Charity’s research, data, evaluation and innovation functions. This is a strategic leadership role responsible for embedding a culture of evidence-informed practice, continuous improvement and sector-leading innovation across the Charity. 

The postholder will ensure that our insight drives decision-making, strengthens fundraising, informs service design and positions Police Care UK as a thought leader within the policing and blue light sectors. This will involve leading a multi-disciplinary team, with responsibility for future growth of the Insight and Innovation function as organisational needs evolve.

Key Responsibilities

Strategic Leadership

• Lead the development of our long-term insight and innovation strategy.
• Ensure data, evidence and evaluation meaningfully influence strategic planning and resource allocation.
• Drive horizon scanning across policing, mental health and the charity sector to inform organisational priorities.

Research and Academic Development

• Oversee our research portfolio, including academic collaborations and commissioned studies.
• Translate research findings into actionable recommendations that strengthen our services, policy influence and fundraising.
• Ensure our understanding of unmet need across the policing family remains current and robust.

Data, CRM and Impact Intelligence

• Lead the strategic development of our CRM and data systems.

Innovation and Service Development

• Lead our innovation pipeline, from discovery and prototyping to pilot evaluation and scaling.

Person Specification

Essential

• Degree-level education and ongoing professional development.
• Significant senior experience in research, insight, evaluation or organisational development.
• Strong analytical skills and the ability to translate complex data into clear, actionable insight.
• Experience leading multi-disciplinary teams and driving data-informed decision-making.
• Excellent communication skills, including presenting to senior stakeholders and Boards.
• Strong understanding of mental health, trauma or wellbeing in a public-sector or charity context.
• Knowledge of evaluation methodologies, data governance and ethical research standards.

Desirable

• Postgraduate qualification in a relevant field.
• Experience within policing, emergency services or the wider blue-light sector.
• Experience securing research or innovation funding.
• Knowledge of innovation methodologies (e.g. design thinking, co-production, agile).

You will support operational teams to deliver work in some of the most beautiful locations in Northern Scotland and provide expert advice to other functions within the RSPB.

You will work alongside dedicated health, safety & environmental colleagues to develop and deliver organisation-wide safety and environmental procedures and standards.

The RSPB estate is varied and you will be required to advise stakeholders on the safe management of buildings and structures. This will require knowledge of fire and electrical safety, asbestos and legionella management and welfare provisions. A sound understanding of visitor management both indoors and in the wider countryside will also be required.

Teams working on our nature reserves are often involved with significant habitat management, restoration and creation work whether delivering it themselves or utilising contractors. You will be required to advise our workforce on the safe management of contractors and CDM regulations as well as the safe use of machinery and equipment.

You will support a dispersed workforce who may be based at home, one of our properties, a location within the community or in the remote countryside where personal safety and emergency procedures need to be considered.

Alongside your work in North Scotland you will provide remote support to UK wide departments and teams, which may include supporting projects, events and collaborating with your HSE colleagues.

Your workload will include delivering site inspections to check compliance against internal and legal standards, deliver information and training, review incident data, complete investigations and compile and present reports to management teams. You will support the development and review of health & safety procedures and work with teams to support their implementation. You will promote wellbeing initiatives and lead by example and play a key role in implementing the RSPB's environmental management system.

In addition to broad health, safety and environmental knowledge, good interpersonal skills will be key to this role. You will be able to form excellent working relationships and be able to use influence to ensure health, safety and sustainability are taken into account at all stages of work. You will listen to workers, gain their input and understand their challenges.

Essential skills, knowledge and experience:

• You will have good interpersonal skills and be able to form positive relationships and influence others regardless of their position within the organisation.
• You will be self motivated, be able to act on initiative and have a flexible approach to your work.
• You will have the experience and confidence to deliver safety based training and give presentations when required.

• You will have a thorough knowledge of H&S management systems and of legislation relevant to RSPB work activity.
• You will understand the guiding principles of managing visitor safety.
• You will be able to interpret legal requirements and internal procedures and describe them to colleagues in a straight forward and pragmatic way using excellent written and verbal communication skills.
• You will be a member of IOSH at 'Technician' level or higher.

Additional Information

• This is a permanent role of 37.5 hours per week.
• You will attend multi-day team away days several times a year which could be located anywhere in the UK.
• The successful candidate will be required to regularly visit RSPB sites in the Scottish Highlands, Moray and Aberdeenshire areas as well as some of the Scottish islands, and will be able to work remotely within this area.
• This will require overnight stays away from home and using public transport where possible.
