This role will join an ambitious programme developing the capacity of the Libraries Connected public library networks. We want to help them evolve as strategic partnerships able to deliver social impacts at scale and to secure resources and investment from national, regional and sub-regional government. Be key to the development of libraries as essential social infrastructure, and help them secure the resources they need to make an impact.
The role is part of a small team of two Regional Managers, supported by an Administrator.
By developing our existing regional networks into formal, resourced structures we can enable the regions to:
- Secure investment for the service and for the libraries from regional and devolved / combined authority funds.
- Create unique regional offers to meet specific needs across and within the regional areas.
- Deliver at scale. For example, the Yorkshire & Humber regional network has 15 library services, and 348 library buildings.
- Create opportunities for cost saving – through joint procurement and shared / collaborative services.
- Share good practice and experience on a formal and integrated basis.
We have 9 regional networks in England, covering all library services and ranging in size from 9 to 33 services. Within each region they provide hundreds of library branches, thousands of staff, and serve millions of service users. They have a long tradition of working together as peer support networks and to deliver activities such as festivals, marketing, and staff training.

Purpose of the Role
The Head of Centre will provide strategic and operational leadership for Equal Education Academy, ensuring the delivery of high-quality, inclusive, and trauma-informed online provision. Serving as the Academy’s Special Educational Needs Coordinator (SENCO) and Designated Safeguarding Lead (DSL), the postholder will embed safeguarding, inclusion, and wellbeing into all organisational decision-making.

About the Role
As a Payroll Manager, you will take ownership of the full payroll lifecycle for a workforce of approximately 1,500-2,000+ employees, ensuring an accurate, compliant and timely payroll service.
You will lead a small payroll team, working closely with Finance and HR to ensure strong governance, reporting and continuous improvement across payroll operations.
As a Payroll Manager, you will:

About You

The Care Services Manager will have responsibility across our regulated and associated services, which currently include:

The Role
The Care Services Manager will hold personal CQC accountability for the quality, safety, and compliance of our regulated services. While this is fundamentally a strategic leadership and governance role, our regulated services are currently at an important stage of development. As such, we are looking for someone who is equally comfortable providing visible, hands-on operational delivery when needed.
Initially, the successful candidate will spend time working closely with the day-to-day operation of the service, building strong relationships with Care Support Workers and the people we support, strengthening systems and processes, and ensuring consistently high standards of care.
This is an opportunity to play a key role in embedding best practice and supporting the continued growth and improvement of the service. As the service develops, the emphasis of the role will increasingly shift towards strategic leadership, quality assurance, governance, service improvement and future development.

Key Responsibilities
1. Leading and Managing the Service
• Hold CQC registration and personal accountability for the quality, safety and compliance of all regulated care activities delivered by the organisation.

Purpose of the job
To work with Thames21’s Head of Finance and The Roding Rises delivery team to oversee the administration of The Roding Rises, a three-year project supported by The National Lottery Heritage Fund that aims to kick-start the revitalisation of the River Roding. The role:
You will provide strategic leadership across Asset Management, Planned Investment, Building Safety, Compliance, Sustainability and Property Data.
Managing significant capital investment programmes and leading a talented team of property professionals, you will ensure our homes remain fit for the future while balancing financial performance, regulatory requirements and resident priorities.
As a member of the Executive Leadership Team, you will work collaboratively with colleagues across the organisation to deliver excellent services, drive innovation and ensure residents remain at the heart of investment decisions.
Responsibilities
- Develop and deliver a long-term Asset Management Strategy aligned to the organisation's corporate objectives.
- Lead planned investment, major works and cyclical maintenance programmes across the housing portfolio.
- Ensure full compliance with all statutory and regulatory requirements relating to building safety and property compliance.
- Drive sustainability, retrofit and decarbonisation ambitions, securing value from available funding opportunities.
- Use robust asset data and intelligence to inform investment decisions and optimise portfolio performance.
- Lead the procurement and management of contractors and strategic partners, ensuring high-quality service delivery and value for money.
- Manage substantial capital budgets, ensuring effective financial planning, governance and financial control.
- Develop, inspire and lead multidisciplinary teams, embedding a culture of accountability, innovation and customer focus.
- Build strong relationships with residents, Board Members, regulators and key external stakeholders.
- Provide strategic advice, insight and performance reporting to the Executive Team and Board
About you:
We are seeking an accomplished senior leader with a successful track record in asset management, property services, compliance within the social housing sector.
You'll bring:
- Extensive experience leading asset management or property services within a housing association, local authority or similar organisation.
- Strong knowledge of strategic asset management, planned investment, building safety and statutory compliance.
- Experience delivering large-scale capital investment programmes and managing significant budgets.
- A thorough understanding of the regulatory environment for social housing.
- Knowledge of sustainability, retrofit and energy efficiency programmes.
- Strong commercial awareness, including procurement and contract management.
- Excellent leadership, influencing and stakeholder management skills.

We are seeking candidates with a strong understanding of trauma-informed practice and experience supporting people through the impact of traumatic bereavement and/or injury.
You will provide a specialist trauma-informed and bereavement-informed approach to care, helping individuals and families navigate the immediate and long-term impact of sudden loss or catastrophic injury. You will undertake a comprehensive needs, risk and safety assessment from which a bespoke support plan will be agreed with the person and/or families, ensuring that immediate wellbeing needs, vulnerabilities and safeguarding considerations are identified and addressed.

Role Description
The Operations and Finance Manager will play a central role in ensuring the effective day-to-day running of the Foundation. The postholder will lead on governance, administration, finance, compliance and organisational systems, ensuring the charity operates efficiently, meets its regulatory obligations and has the infrastructure required to deliver its strategic objectives.
Working closely with the Executive Director, team, Treasurer, and Trustees, the Operations and Finance Manager will oversee financial management, governance processes, organisational administration and operational planning, while also supporting fundraising activities to ensure the Foundation’s long-term sustainability and effectiveness.
Required Experience and Skills
Operations, Finance and Governance
- Proven experience in an operations or administrative management role within a charity, arts, or non-profit organisation.
- Understanding of charity governance and experience supporting Boards, Committees, or Trustees.
- Strong financial management experience, including budgeting and cash flow monitoring, invoice processing, payroll administration, project budget reconciliation, preparation of management accounts and financial reports, and coordination of year-end accounts preparation.
- Excellent attention to detail, with a track record of maintaining accurate records and ensuring compliance with organisational policies and procedures.
People and Organisational Management
- Knowledge of HR processes, including recruitment, payroll, and fostering positive work culture.
- Ability to handle sensitive and confidential staff and organisational information.
- Excellent organisational and project management skills, with the ability to manage multiple priorities and deadlines.
Communications and Digital Skills
- Strong written and verbal communication skills.
- Highly IT literate, with proficiency in Microsoft Office applications (including Word and Excel) and the ability to quickly learn and use a range of digital collaboration and organisational tools, such as Zoom, Dropbox, Notion, and similar software.
Personal Attributes
- Proactive and adaptable, with the ability to take initiative, prioritise tasks, and respond effectively to changing circumstances.
