Description
The Survivor Support Fund ("the Fund") has been established by the Archbishops' Council to provide short to medium-term support to people who have experienced Church of England-related abuse and who are facing an urgent and immediate need for assistance as a result.
Funding decisions are made by an independent panel drawn from a variety of backgrounds, including professionals and those with lived experience of abuse, and chaired by a person independent from the Church. We are now seeking to establish this panel.
The Fund has three priorities: signposting to statutory agencies, local resources and relevant charities; grant for therapeutic support; and grant for basic needs.
The Fund will be easy to access, and aspects of the design of the Fund were co-produced with victims and survivors. Based on findings from consultation and co-production, the Archbishops' Council approved a Terms of Reference that set out the criteria and parameters of the Fund. Panel decisions will be regularly reviewed to ensure fairness and equity in all applications.
Panels are held as often as needed - it is anticipated that this will be fortnightly. With a pool of panel members, frequency of meetings will vary on volume of applications, and it is anticipated panel members will attend a meeting every one to two months. The Panel meetings will be conducted online via Microsoft Teams.
Decision Panel meetings are expected to last up to about an hour and a half, depending on the number and complexity of discussions required. Panel members are required to review panel papers before meetings.
Panel members will be supported by the two Panel Secretaries to the Fund (staff members of the National Safeguarding Team).
Panel members can come from backgrounds of different faiths or no faith.
Remuneration
Panel members will be recruited as consultants at a rate of £125 per panel meeting, including preparation, meeting time and any correspondence after meetings. The contract will be for three years.
Panel members will invoice the Archbishops' Council on a monthly basis and be responsible for their own tax arrangements.
A note on data protection
As an organisation, we have to comply with data protection law. Under such laws you will be a data processor on behalf of the Archbishops' Council, and we will be sharing sensitive and confidential data with you as panel member.
The role of data processor comes with responsibilities and obligation which you must accept if you wish to act as panel members. For example, you cannot use, share or alter information shared with you for the purpose other than your role as a panel member of the Fund. This is to protect panel members as well as the applicants who come to the Fund. We will provide mandatory training to ensure panel members understand their responsibilities.
Before you take on the role
Panel members will be required to complete a Basic DBS check and provide two references. These processes must be completed ahead of their first panel.
Panel members will also be required to undertake mandatory training, including:
- Church of England National Safeguarding Basic Awareness training (1 hour and 15 minutes)
- GDPR(UK) training (40 minutes), and
- an online training day to meet other panel members, to familiarise themselves with the Terms of Reference and other important matters, on Thursday, 10 September (10am to 4pm).
Conversations and interviews
If you would like to have a conversation with the Panel Secretaries, please get in touch by writing
If you would like to apply for this role, please apply through the recruitment website and not through the email address above. In the application process, you will be asked to provide a CV and covering letter that addresses the skills and knowledge required for the role.
The deadline for application is 11.59pm, Sunday, 9 August. Shortlisting will be done shortly after and shortlisted candidates will be contacted as soon as possible.
Interviews for this position will take place on Monday, 24 August, Tuesday 25 August or Thursday 27 August. They will take place online.
Read panel papers, which contain application information, ahead of panel meetings
Declare any conflict of interest as soon as possible
Discuss applications during panel meetings and accept different points of views on significant matters
Apply and abide by the Terms of Reference of the Fund in making eligibility and award decisions
Seek clarifications from the Fund Secretaries where needed
Maintain confidentiality of information
Abide by data protection laws
- Work within the user-friendly, survivor-centred ethos of the Fund
- Maintain a trauma informed approach in considering each application
- Be able to Weigh, analyse and balance information
- Listen to fellow panel members and reflect across skill sets, knowledge and experience
- Apply and abide by the Terms of Reference of the Fund and seek clarifications from the Fund Secretaries where this might be needed
- Have a good understanding of abuse and trauma
- Have insight and understanding of the particular impact and consequences of Church related abuse
A professional member of the panel can be (not requirements):
Someone not affiliated with the Church of England in their working role, and have suitable experience such as the ones cited below:

About Libraries Connected
We are an independent charity that supports, promotes and represents public libraries. Our work is driven and led by our membership, which includes almost every library service in England, Wales, Northern Ireland and the Crown Dependencies (Guernsey, Jersey and the Isle of Man).
Across the areas we serve there are 176 individual library services with around 3,000 library branches serving over 61 million people.
Our unique approach is to bring these services together to share experience, expertise and evidence – driving innovation and impact across the public library sector.
While senior library leaders sit on our board and committees, we work with library staff at all levels.
As well as providing practical support, training and advice to libraries, we represent them to government and raise their profile in the media. We also develop and lead national library projects with cultural, academic and corporate partners.
We work to a strategic plan that runs until 2027, organised around four themes: drive, grow, connect and engage.
We generate income from membership subscriptions, commissioned services, events and grants. As an Arts Council Investment Principle Support Organisation, part of our core funding in England comes from the Arts Council to help embed their Investment Principles across the library network.

We are a friendly, collaborative team of around 20 staff based all around England and Wales.
We value diversity and are committed to promoting an inclusive working environment. We value people who bring unique perspectives and knowledge to our team.
We want to make our recruitment process as fair as possible. To reduce bias, we shortlist candidates based on their responses to up to six application questions. These are designed to tell us about your values, experience, attitudes to work, and transferable skills. We do not ask for a separate cover letter or supporting statement.
We offer flexible working as standard, helping work fit around family and caring responsibilities. Many of our staff work their hours in different ways, including flexi time and compressed hours. We are open to discussing what would work for you and be possible for the role.
All roles are remote and are open to applicants who live anywhere in the UK. We provide staff with a home office set-up including laptop, monitor and phone. There is the option to work from our central London office or use a co-working space if it is not possible to work from home.
We welcome requests for adjustments to our standard recruitment processes for anyone who needs them.
Our vision is an inclusive, modern, sustainable and high-quality public library service at the heart of every community in the UK.

Kids Matter is one of the UK’s fastest growing children’s charities. Our vision is to see every child in need raised in a strong family. Our mission is to reduce the impact of poverty on children through community-based parenting programmes.
Research shows that group-based early intervention parenting groups are the most effective way to support children in need. We train peer facilitators in local churches - the largest voluntary body in the country - to run our affordable, accessible and highly effective parenting programmes, written by Clinical Psychologists.
