About the role

Our Policy and Public Affairs team exists to build support amongst key decision makers so that we can fund lifesaving research into heart disease. We develop the British Heart Foundation’s (BHF) position, engaging and influencing stakeholders to help ensure the UK remains a global leader in heart and circulatory research while advocating for the 7.6 million people living with heart and circulatory diseases across the UK.

We have an exciting opportunity for a Public Affairs Officer to join our award winning and high impact team during a very exciting time in politics. You’ll be engaging with Parliamentarians to promote our work at Westminster and in their individual constituencies, while proactively spotting opportunities to build relationships and advance the interests of BHF. You’ll deliver a programme of activity and engagement that contributes to our wider Hearts Need More campaign, which aims to make heart and circulatory diseases a key priority for political parties ahead of the next general election.

Working arrangements

This is a blended role, where your work will be dual located between your home and our London office. 

At BHF we believe in the power of being together, so our colleagues on blended contracts can expect to spend some time in their office, at least one day each week, on average.  The use of our office spaces is driven in part by your role and the activities you need to do. This may vary from time to time, so you will need to work in a flexible way to unlock your best work for our cause.

About you

With an interest in, and understanding of the external political environment, you'll have a good understanding of the workings of the UK Government and parliamentary procedure. You'll have an understanding of the role of BHF and other health and medical research charities in general, and particularly in the political arena.

You'll have experience of working in the UK Parliament or within a public affairs in-house team or consultancy, and have excellent communication skills. Having previously engaged with political stakeholders, you'll be able to build strong relationships with key internal and external colleagues.

With a proven ability to write clearly, concisely and persuasively for political audiences in a variety of formats, you’ll be able to summarise complex information swiftly and accurately for a variety of audiences. You'll also have strong organisational skills, including experience of coordinating events.

The Challenge

Social mobility in the UK is still far from a reality: disadvantaged pupils are less likely to attend university/ high level apprenticeships, occupy top jobs and improve their standard of living over their parents than their peers. The divide has become even clearer since Covid-19.

The gap between most advantaged and least advantaged pupils’ employment and higher education destinations remains vast - and this leads to real-life consequences. There is still much more to be done.

As an award-winning, fast-moving charity our mission is to support young people from disadvantaged communities to identify and fulfil their potential. Working in partnership with schools, universities, and employers, we deliver academic and pastoral coaching programmes that improve pupils’ confidence, resilience, and independence, as well as their attainment.

With a recently written three-year strategy, and a new Chief Executive, we’re at anexciting stage of development and have ambitious plans to continue improving our im- pact and reach. This academic year, we are planning on supporting over 2,000 pupils across our three regional teams: London, the South East and the West Midlands.

Role description

We are looking for a self-motivated individual to enhance our work across London, where we have very strong existing school and university partnerships.

You will primarily be responsible for delivering our academic coaching programmes to pupils in both Primary and Secondary Schools across your region, and other regions when required. Typically we run programmes between the months of October-December, and February-June, where regular travel to schools in the region will be required.

As a Programme Officer you will also recruit, train and manage volunteers (typically current undergraduates from universities in your region), deliver in-school and online workshops, and contribute to the overall development of the region.

You will be delivering programmes in schools and with volunteers can be challenging, with every day looking a little different from the last. But it is ultimately extremely rewarding! You will flourish in this role if you enjoy thinking quickly, responding to challenges, and using your own initiative to get great outcomes for young people.

One of our core values at CoachBright is that ‘we believe coaching is transformative’. A coaching approach underpins everything we do from our programmes to the way we work with each other. As a result, every team member undertakes training to become an accredited coach, and becomes part of our Lifecycle coaching team, where we provide direct, 1:1 coaching to current university students and junior employees of our corporate partners. Once accredited you will have the opportunity to coach as part of this programme. 

Role Description

The London Programme Officer will be responsible for:

Programme coordination and delivery: 

• Coordinate and run multiple in-school and online programmes (core and peer to peer) across the region and, when required, in other regions.

• Set timelines for programme start and finish dates. 

• Visit schools to oversee programme quality and communicate with school staff  weekly to provide feedback after sessions. 

• Facilitate in-school or digital workshops for groups of pupils (typically KS3-5). 

• Plan and organise graduation trips to a local university for pupils on the programme.

• Coordinate and allocate coaches to school programmes, communicating with  them weekly and when needed arranging transport for them to schools.

• Collect data for monitoring and evaluation purposes, such as pre and post programme questionnaires, attendance records, and pupil and coach feedback.

• Report regularly to your Head of Region on key performance indicators and  programme updates.

• Contribute to the development of the region by supporting the Head of Region in generating new school leads and securing programmes. 

• Support a strong and supportive network of schools, Multi-Academy Trusts  (MATs).

• Build and maintain relationships with coaches, pupils and teachers. 

• Once accredited as a coach, coach on our Lifecycle programmes. 

Volunteer recruitment and management:

• Recruit and retain volunteer coaches (meeting minimum requirements set  termly). 

• Deliver coach training to volunteers in person and online. 

• Create a thriving community of social mobility advocates among university  students and young professionals. 

• Work with your Head of Region to develop and maintain  relationships with Universities, corporate partners and others.

• When required, lead on, and contribute to, projects that will positively impact the organisation as a whole.

Essential characteristics and experience: 

• Passion for social mobility: we have big aims and are looking for those who share our desire to make education fairer in the UK, so a person’s background does not determine their future.

• Relationship building and facilitating: this is a public-facing role so you will love  delivering workshops to groups as well as communicating our mission to a wide range of stakeholders (businesses, senior members of MATs, universities etc.)

• Organisation: working in a fast paced organisation you’ll be able to work between different programmes and workstreams.

• Independence: this role requires you to work independently/alone from time to time in the office and/or from home.

• Resourcefulness: we’re a small, dedicated team - you must be a self-starter prepared for practical roles with lots of responsibility. A willingness to stay solution-focused with last minute challenges is a must!

• Experience with young people: Comfortable with running sessions and delivering workshops to groups of young people from age 8-18.

• Valid driver’s licence and access to your own vehicle: The role requires frequent travel to schools and universities across the region.

Desirable knowledge/experience:

• Experience recruiting volunteers.

Medical Aid for Palestinians (MAP) is a leading UK charity dedicated to improving the health and dignity of Palestinians affected by conflict, occupation, and displacement. With a focus on the occupied Palestinian territory and Palestinian refugee camps in Lebanon, we provide vital health and medical care to those in need, particularly in crisis zones like Gaza. The ideal candidate will have responsibilities that include monitoring compliance with MAP’s financial and procurement policies, developing strong cash and treasury management policies, and managing financial accounting systems. You will also ensure timely and accurate preparation of annual statutory accounts, compliance with relevant accounting and legal requirements, and submission of necessary returns to regulatory bodies. 

Duties and key responsibilities 

Leadership, Collaboration & Line Management 

• Support the Director of Operations through preparation for and reporting to governance meetings. 

• Participate actively as a member of the Leadership Team. 

• Provide leadership, direction, training, and motivation as appropriate to the UK Finance Manager, and the overseas Finance Managers in conjunction with overseas Directors. 

Finance Policy & Process Management 

• Be responsible for monitoring compliance with MAP’s financial and procurement policies and review and update these policies on a regular basis. 

• Develop and implement strong cash and treasury management policies and procedures. 

• Manage and develop all financial accounting systems in consultation with the Head of Reporting to ensure they are fit for purpose. 

• Help to ensure value for money and the effective use of funds across the organisation. 

Compliance & Regulatory Reporting 

• Manage the ongoing relationships with the external auditors. 

• Ensure the timely and accurate preparation of the annual statutory accounts for the annual audit and implement recommendations from the auditors and/or Board. 

• Monitor institutional income and related contracts and ensure that all restricted income, including Zakat, is properly accounted for. 

• Ensure the financial management of MAP is compliant with relevant accounting, legal, HMRC and tax requirements, including VAT and corporation tax, and that the correct returns are made. 

• Submit the necessary returns and maintain our records with the Charity Commission and Companies House on a timely basis.

Cashflow & Bank Account Management 

• Manage the ongoing relationships with MAP’s banks in the UK. 

• Maintain UK bank accounts and ensure financial governance is in place for overseas bank accounts.

• Ensure bank mandates and online banking operations are reviewed and updated on time. 

• Monitor and manage the organisation's cash flow to ensure there are sufficient currency funds to meet operational needs. 

• Review fund and payment  requests from overseas offices and that planned activities are within budget. 

• Release all payments from UK bank accounts, including UK payroll. 

Financial Controls 

• Implement appropriate internal controls, policies, and procedures to protect against fraud and misappropriation. 

• Oversee and manage all payroll budgets and forecasts. 

• Oversee the payroll functions, ensuring adequate internal controls and approvals are in place and adhered to, and all statutory requirements are met. 

• Ensure regular reconciliations are made between the accounting system and the CRM. 

• Oversee legacy administration liaising with the Legacy Advisor. 

Risk Management 

• Risk management – manage strategic and operational financial risks working with the Head of Internal Audit & Compliance.

• Maintain insurance policies across all MAP offices to ensure appropriate and adequate risk mitigation and meet statutory requirements. 

Person Specification 

Experience 

• Extensive experience in a finance leadership role within a complex charitable organisation, working internationally. 

• Experience of UK charity finance practice and governance - UK Charities SORP FRS 102. 

• Excellent technical knowledge and skills in accountancy principles, governance, and standards, including preparation of statutory accounts. 

• Successful track record of managing financial systems, and cashflow. 

• Experience of working in a multi-currency organisation. 

• Ability to contribute to the management of in-country finance colleagues, while not taking direct line-management responsibility for them. 

Skills and abilities 

• Leadership skills to undertake a complex management role in an international organisation. 

• Excellent staff management, communication, and inter-personal skills. 

• Clear written /verbal communication skills, with the ability to present.

• Strong decision-making skills and ability to translate priorities into operational goals and plans. 

• Excellent IT skills, including experience of using Office 365 software.

Knowledge 

• Thorough understanding of financial accounting principles and techniques, particularly those relating to charities including charity regulations and the SORP.

Education

About you:

We’re looking for an experienced events fundraiser or someone with substantial experience in a comparable transferable field, with experience in project management and the end-to-end development and delivery of events.

You’ll be a confident communicator with strong marketing experience and focused on exceptional supporter experience whilst being accomplished at building great relationships with a variety of internal and external stakeholders.

Combined with excellent organisation and time management skills and the ability to manage competing priorities whilst keeping to deadlines, you’ll bring your knowledge, creativity and new ideas to help continue to shape the future of our Bespoke Events team.

You will be adept at using data and insight to identify potential areas of growth and be a proactive self-starter, responsible for the end-to-end development and delivery of the events you manage and be comfortable analysing performance and making recommendations for change where necessary.
