Action for Refugees in Lewisham is a thriving, dynamic community charity supporting asylum seekers, refugees and migrants across South East London. This is an exciting new role to the organisation forming a senior management team alongside the Executive Director, Casework Manager and Education and Finance Manager. This key senior position combines line management of central staff, high level fundraising, grants monitoring and compliance, development of enhanced member co-production, oversight of operational systems and management of pilot projects emerging from AFRIL’s 2027-30 strategy.

Job Purpose:

• To manage and coordinate the operations of the organisation, overseeing high level day to day operations including IT and systems, GDPR, Health and Safety, volunteer management, operational policies and procedures.

• To provide leadership and line management to the Monitoring and Operations Officer, Experts by Experience Coordinator and Community Activities Coordinator. With possible additional line of other project staff as organisational capacity requires.

• Lead the enhancement of processes and systems which support AFRIL’s frontline systems to work effectively and holistically together, providing capacity and support to project managers and leads.

• Lead the development and delivery of AFRIL’s co-production work, supporting the Experts by Experience Coordinator to amplify members' voices at all levels of the organisation.

• Supporting the Director in delivering the organisation's fundraising strategy. Writing a range of funding applications, holding key funder relationships and developing new funding relationships, including the establishment of enhanced individual, community and corporate fundraising relationships.

• Leading on the management and oversight of the grants compliance and reporting cycles, producing monitoring reports for funders with the support of the Operations and Monitoring Officer. Overseeing and developing evaluations and impact measurement systems alongside the Director.

• Assist the Director with the implementation of AFRIL’s strategy, taking a leading role in the delivery of new projects and areas of work to advance the mission and vision of the organisation.

• Supporting the Director with the development and implementation of a communications strategy, enhancing awareness of the organisation's work and impact.

• To represent AFRIL at a range of stakeholder meetings, and develop and manage partnerships to benefit AFRIL’s service users.

• To work collaboratively and dynamically in a small team, following AFRIL policies and reflecting AFRIL’s values.

About the Role

As Interim Service Manager, you’ll manage and develop services across multiple sites, leading staff and volunteers.  Focusing on monitoring and evaluation alongside planning out services around funders.  You’ll combine hands-on front line delivery (including a small caseload) with oversight of quality, compliance, and continuous improvement. You’ll work closely with senior colleagues, to help implement new initiatives and strengthen the service’s impact.

• A sound knowledge of safeguarding adult and children principles, child abuse, child protection issues and safeguarding

• Significant experience of working with women and/or service users with a complex range of needs, particularly within the criminal justice system, in custody and/or community

What is the Role?
In this role, you will drive business growth by securing new partnerships and managing key client accounts across designated regions. Essential Skills and Experience:

JOB TITLE: Service Manager

RESPONSIBLE TO: Chief Executive Officer

HOURS OF WORK: 37 hours per week

BASED AT: 11/13 Queen Street, Worksop, Notts, S80 2AN

Main Duties and Responsibilities

• Direct the work of Accommodation Officers and Wardens, ensuring that the team are working efficiently and effectively, providing continuity of service for clients.
• Ensure organisational standards are being met in the accommodation service across all Hope properties.
• Draw up rotas in advance for sign-off from the CEO.
• Monitor staff attendance and report absences promptly to the Management Team.
• Motivate the team through regular one to one supervisions and by modelling good  practice.
• Monitor and manage team performance and progress reporting issues at the Management Team meetings.
• Identify staff training needs and submit requests to the Office Manager.
• Ensure adequate procedures are in place, policy is clear and understood by both staff and clients.
• Supervise the delivery of other services provided on site.
• Ensure that weekly property inspections are undertaken by the Wardens and that all health and safety requirements are being met, and they are reporting and recording any actions and concerns promptly to you on a weekly basis.
• Carry out monthly property inspections on all Hope properties.
• Work with the Office Manager to manage all Health and Safety issues.
• Assist in the recruitment and selection of staff.
• Undertake regular file reviews ensuring all client files are regularly updated and are maintained in line with Hope’s requirements.
• Ensure that Accommodation Officers are monitoring the needs of clients, and monitor the initial and further risk assessments against the clients support plan to ensure progress is being made and monitored.
• Monitor Accommodation Officers caseloads and ensure that reports are completed thoroughly and accurately by the Accommodation Officer and in an acceptable timeframe.
• Ensure housing benefit and council tax applications are completed adequately and submit-ted in a timely fashion.
• Undertake disciplinary and grievance procedures as necessary.
• Undertake evictions if these arise.
• Develop assessment criteria to determine suitability of clients applying for accommodation, and confirm applications submitted by Accommodation Officer on behalf of clients.
• Deal with complaints from clients.
• Implement the warnings and exclusions’ policy where necessary.
• Ensure work with clients is tangible and leads to positive outcomes, and that Accommodation Officers are recording all outcomes.
• Submit verified staff timesheets and rotas to the Finance Manager/CEO for payment.
• Take overall responsibility for the hostel petty cash system.

This fixed-term role is a great opportunity for an experienced ER specialist who enjoys making things clearer, fairer and easier for managers and colleagues. We’re a big charity with a small well-managed ER caseload, so the focus is less on high-volume casework and more on strengthening the foundations that help people do their best work.

You’ll lead improvements following a recent ER audit, making our policies, processes, guidance and reporting clearer, more consistent and easier to use. Cardiomyopathy UK is the specialist national charity for people affected by cardiomyopathy, a group of conditions that affect the heart muscle. It can have a devastating impact on the lives of people of all ages and is usually inherited. Our vision is that everyone affected by cardiomyopathy should live a long and fulfilling life.

We are midway through our five-year strategic plan, at a genuinely exciting moment, both for the charity and for cardiomyopathy more broadly. The treatment landscape has been transformed in recent years: approved dedicated therapies are now available, more are in the pipeline, and the first genetic treatments are on the horizon. This is bringing new energy and investment from clinicians, pharmaceutical companies and the research community, creating real opportunities for a charity with the credibility, evidence base and relationships to make the most of them. Our evidence base is stronger than ever: we have completed the James Lind Alliance Priority Setting Partnership, surveyed over 1,300 people affected by cardiomyopathy, and published our State of the Nation report. Against a rapidly shifting NHS and policy landscape, we are now reviewing our priorities and sharpening our focus on where we can have the greatest impact.

For the right person, this is an opportunity with real strategic scope. We want to build on our strong policy positions and evidence base and translate them into proactive campaigning and influencing, moving from good policy thinking to concerted public affairs activity, strategic stakeholder engagement, and campaigns that achieve real change. We have a draft theory of change to refine and policy recommendations to turn into action. Our Change Makers volunteer advocacy network is central to this, but needs dedicated leadership to fulfil its potential; rebuilding it is one of the most important early priorities for the post-holder.

Our research programme reflects this momentum. The James Lind Alliance process established the top ten research priorities for cardiomyopathy, giving us a clear, credible basis for directing research attention and resource. We have launched our Catalyst Grants scheme, the charity's first foray into directly funding research, with a second round under way, and want to build on it. That means resourcing the scheme sustainably, deepening engagement with the research community through a growing researcher network, and establishing an annual researchers' event to bring the community together and identify collaboration opportunities. The Director will lead this next phase, working with the Research Manager and our clinical and academic partners to define and deliver our ambitions.

Raising awareness of cardiomyopathy, its signs, symptoms and genetic risk, is equally central to our mission. Too many people are still diagnosed late because neither they nor their GP knew what to look for. We want our communications work to drive this agenda purposefully, drawing on our own evidence about diagnostic delay and unmet need.

We are also looking for someone who can work alongside our fundraising team to sustain and grow this work. Securing dedicated funding for our research grants programme and advocacy work is a real priority, and the changing landscape, with greater pharmaceutical interest in cardiomyopathy than ever, creates new opportunities alongside more traditional trust and grant funding. Experience of developing compelling cases for support, and/or navigating partnerships with commercial organisations in a way that protects the charity's independence, would be a significant asset.

The Director of Research and External Affairs leads the charity's research, policy and advocacy, and communications and marketing functions, with a team of four staff. The post-holder sets the strategic direction of the directorate, drives high-quality delivery,  upholds the charity's values, and represents the charity externally across research, policy, clinical and funder networks. The Director is a member of the charity's Leadership Team, working closely with the CEO to steer the charity forward.
