We’re looking for someone to fulfil a wide range of duties working alongside the other Administrative Assistant and volunteers in support of the Office Manager to provide coordinated administration across the Cathedral team. In addition, the post holder will support the Chief Operating Officer in tasks related to the management of the residential let properties located in Old Portsmouth. This includes coordinating property checks, arranging basic repairs and maintenance, supporting lettings activity, and carrying out viewings when properties are vacant. The property portfolio includes flats accessed by stairs only and will require the post holder to visit the flats in accordance with our lone working policy..
The successful candidate will have:
§ Good proven administrative, organisational, planning and IT skills including Microsoft 365
§ Strong interpersonal skills including tact, confidentiality and discretion with the ability to communicate and work with a wide range of stakeholders.
§ A proven ability to work flexibly and proactively as part of a busy team
§ The ability to work alone and under pressure

§ The physical ability to climb stairs to properties and manual handling tasks, such as moving furniture, office equipment and stationery

Ideally you will also have knowledge of music and liturgy and building management coordination.
Hours: part-time 30 hours a week (excluding lunch breaks) split approximately 0.75 administrative and 0.25 hours lettings, worked across office hours Monday-Friday. Some weekend hours will be required occasionally, and some evening working is likely with Time off In Lieu awarded in line with Portsmouth Cathedral’s Policy.

Facilities Manager (Hard Services)

As the Facilities Manager, you will ensure the University’s buildings and working environment remain compliant, functional, efficient, and safe at all times from a hard services FM perspective. You will focus mainly on the Horizons site however you will also deputise for and support the Head of Facilities, in the wider work of the team.
You will champion sustainability, concentrating on elements relating to carbon management, energy, and water management. You will uphold building compliance and energy-related requirements, for example L8, ESOS and SECR, and provide advice and guidance to others as necessary. In addition, you will have full responsibility for contract management of FM service providers and proactively manage PPM at all University properties.
You must have extensive knowledge and experience of hard FM services and be a confident and experienced engineer. Other essentials include familiarity with a BMS, experience of ISO140001, BREEAM, and contractor management.
Your accountabilities and responsibilities include:
- Ensure all building statutory testing takes place and act as the responsible person and duty holder across multiple systems, including but not limited to L8, Fgas, PAT testing, low voltage electrical systems and lifting equipment (LOLER)
- Proactively manage Planned Preventative Maintenance (PPM) at all University properties, including fire alarm and emergency lighting
- Assume full responsibility for contract management of FM service providers including utilities, air conditioning, the Building Management System, fire prevention, lift servicing, drainage and plumbing, and water hygiene testing (L8)
- Ensure that internal systems, procedures, and processes relevant to the role, support the delivery of the University’s sustainability aspirations
Our main requirements:
- Technical FM qualifications or extensive knowledge of Hard FM services with supporting experience
- IOSH Managing Safely
- Experience in a similar role and knowledge of FM building operations
- Familiarity with Building Energy Management Systems, monitoring and targeting software

About the role
Reporting in to the Director of Finance and Corporate Governance, the Estates & Facilities Manager will oversee Christian Aid's global property portfolio, including owned and leased assets ensuring effective management of financial exposures, health and safety compliance, carbon reduction initiatives, and operational efficiency.
The post-holder will lead the development and implementation of policies, manage global insurance relationships, and ensure the smooth operation of the London office ensuring safe, sustainable, and cost-effective environments aligned with organisational values.
Some of the main responsibilities of the Estates & Facilities Manager include:
- Maintain a comprehensive property database detailing costs, maintenance plans, and carbon footprints to enable cost saving solutions and maximise impact.
- Collaborate with Operational Leads in Multi-Country Clusters (MCCs) to ensure data accuracy and resources are managed effectively.
- Manage relationships promoting the exchange of ideas and knowledge with contractors, utility companies, and landlords to ensure high impact initiatives are undertaken.
- Ensure suppliers meet Service Level Agreements (SLAs) and provide value for money fostering a culture of inclusiveness.
- Develop property-related policies, including health and safety standards, in collaboration with relevant stakeholders fostering a mindset of connection to ensure facilities meet organisational requirements.
- Collect and report data on carbon usage to trustees and official bodies as required.
- Manage the global insurance policy to ensure adequate coverage is maintained.
- Oversee the efficient operation of the London office, ensuring it meets organisational needs.

- NVQ Level 5 or equivalent in facilities management.
- IOSH qualification or equivalent.

Responsibilities:
- Lead the business performance of the home alongside the Registered Manager, delivering agreed income, occupancy, cost and surplus targets

The role
We’re looking for a proactive Property Services Officer to support the delivery of safe, compliant homes, with a strong focus on Awaab’s Law, damp and mould, and HHSRS compliance.
You will coordinate repairs, compliance works and void property repairs and improvements, working closely with surveyors, contractors and housing colleagues to ensure works are delivered on time, to standard and in line with service level agreements.
Key responsibilities
- Support the management of damp and mould cases, tracking actions and timescales in line with Awaab’s Law and HHSRS
- Coordinate responsive repairs, compliance works and property repairs, ensuring completion targets and SLAs are met
- Liaise with contractors to ensure works are delivered efficiently and to the required standard

The post holder will work as part of the Estate & Facilities and Safety Management team to deliver high standard, customer focused estates and facilities to the organisation. You will lead on all aspects of safety, facilities and estate management at our outdoor learning centre, Hindleap Warren. You will support with facilities (managed onsite by the Director of Finance) but will be responsible for all aspects of safety compliance at our London Office. What you will be doing
Estate Strategy
- Work with the Senior Team and Heads of Centres to develop the strategic direction and objectives to ensure London Youth are following relevant legislation and best practice from all sectors.
- Create and deliver plans to manage London Youth's assets in a compliant, safe, and best practice manner, as well as rolling out new software to manage this process.
Facilities Management
- Lead on delivery of all Facilities Management services, including but not limited to: M&E, fabric, cleaning/housekeeping, bed linen/laundry, car partking, grounds, waste management, pest control and external contractors. Occasionally support may be needed out of normal working hours in emergency situations.
- Establish and maintain a comprehensive planned preventative maintenance programme, ensuring the satisfactory operation of all buildings, plant and equipment, and ensuring our buildings remain compliant, safe, fit for purpose, and reflect our brand values at all times.
- Procure and manage services, evaluate contracts and tender processes through a blend of in-house and out-sourced delivery methods, as appropriate, and evaluate value for money.
- Work with the Director of Centres and Heads of Centres to set the estates, facilities, and health & safety elements of their annual budgets and advising on capital expenditure requirements across all three sites.
Health & Safety
- Maintain a health and safety management system at both Hindleap and the London Office, ensuring all regulatory requirements are met, including overseeing risk assessments, health & safety policies and procedures, and annual audits.
- Attend monthly meetings of the Safety and Safeguarding Team, analysing reported accident and incident data.
- Provide assurance reporting to the Director of Centres and Trustees on a quarterly basis.
What you bring to the role
- Experience of delivering safe and effective work on customer-facing premises and grounds.
- Experience of managing high performing teams to deliver in line with the needs of an organisation.
- Experience of working and leading teams across multiple sites.
- Relevant qualifications in facilities and estates management and health & safety, including a NEBOSH.
