This role owns the 20/20 Levels brand and turns it into growth. It leads the Branding, Marketing & Communications stream of our 2026–2028 strategy: one consistent brand narrative across our 'in real life' and online presence, youth-centred storytelling that puts young people and alumni at the centre of every touchpoint, and a structured content operation that reduces our reliance on agencies and on CEO visibility.
The 'Commercial' half of the role is focused on our income-generation mandate. Our income strategy commits us to building unrestricted income, and this role builds the engine: tiered sponsorship propositions and renewals, a consultancy pipeline, licensing and digital products, monetised research and insights, and the commercial forecasting that makes this income plannable working hand in hand with the Business Development function, which leads the employment partner sales pipeline.

KEY RESPONSIBILITIES
Brand & Messaging ~ Extend and enforce our digital brand guidelines (with agency input), aligning tone, visuals and youth-centred storytelling across every channel so participants, alumni and mentors are visible at all touchpoints.
Content & Engagement ~ Build and run a structured master content calendar across all channels, replacing high-volume unstructured output with purposeful, story-led content.
Reputation, PR & Research ~ Lead the PR and awards strategy: targeted press activity, quarterly media features and two award submissions per year.
Partner Network (Corporate & Commercial) ~ Design the 20/20 Levels Partner Network proposition, intentionally articulating what partners and mentors give and receive, to strengthen commitment, retention and long-term reciprocal relationships across all partner types.
Commercial Development & Unrestricted Income ~ Design and package tiered corporate sponsorship propositions with clear, differentiated value for partners at each level.
Employer Brand ~ Worrking with the Chief of Staff to develop the employer value proposition, recruitment pack and employer presence (LinkedIn, Glassdoor) to support recruitment of staff, facilitators and mentors as the organisation grows.
Team Leadership & Budget ~ Lead and develop the brand and content team, including recruitment, task allocation, coaching and performance management.
Evaluation & Reporting ~ Track performance against strategy targets using Impact Hub data and platform analytics, and report quarterly to senior leadership and the board on achievements, risks and opportunities.
Organisational Leadership ~ Contribute to organisational strategy, annual planning and budgeting as a member of the Senior Leadership Team.

The Role

The Role
As a People and Payroll Assistant, you will provide a professional, accurate and responsive administration service across the charity. The role focuses on payroll and benefits administration, recruitment support, maintaining accurate employee data across People systems, and supporting wider People Team activity.
Supporting the People Officer, the post holder will play an important role in ensuring payroll, benefits, recruitment and employee records are administered accurately and within agreed timescales. This includes preparing documentation and letters, updating systems and employee files, following up outstanding information, responding to routine employee and manager queries, producing reports, and supporting activity linked to training, induction, wellbeing and inclusion.
Specifically, you will:
Provide a professional HR administration service to managers and employees throughout the employee lifecycle, in line with charity policies, procedures, employment law and good practice.
Support regular employee drop-in sessions, for example on PDRs or Cezanne queries, helping to resolve issues at an early stage.
Maintain accurate People system records, including annual leave, sickness absence, changes to terms and conditions and personal details.
Keep People Team files, systems, intranet and public internet pages accurate, current and easy to navigate.
Support the People Officer with monthly sickness absence monitoring, ensuring return-to-work meetings, formal reviews and fit notes are recorded and followed up where needed.
Act as a People system superuser, providing guidance to new employees and responding to ad hoc system queries.
Support recruitment administration as required, including using the charity ATS system, arranging interviews, communicating with candidates as required, coordinating interview IT requirements and assisting with pre-employment checks and shortlisting as appropriate.
Lead day-to-day payroll administration, including preparing the monthly payroll submission, processing changes such as starters, leavers, contractual changes and overtime, monitoring sickness and maternity pay, issuing associated letters and ensuring records are retained for audit purposes.
Administer employee benefits, including health insurance, pensions and salary exchange, maintaining accurate HR and provider records and responding to routine benefits queries.
Follow up outstanding payroll and benefits information to ensure changes are processed within agreed timescales, escalating issues where required.
Support employee engagement activity, including People Team communications, benefits presentations and wellbeing surveys, helping to promote organisational development and strategic aims.

This exciting new role sits within REUK’s Education Pathways work which has been in a pilot phase for the last few years and is rapidly growing now that the UK government has made a commitment to expanding safe and legal routes to higher education in the UK for refugee students.
Higher education provides a transformative pathway for refugee youth, but establishing sustainable institutional access routes requires systemic collaboration. This role will lead the growth, formalisation, and management of university partnerships required to make an education pathway to the UK grow and flourish. You will oversee the complete partnership lifecycle: from university outreach and onboarding (including negotiating formal agreements at senior level), to enabling the formation of campus welcome groups, leading on initial and ongoing university and welcome group training and support, and monitoring and improving all university-facing processes within the pathway.
The postholder will work alongside a newly created Students Lead role, enabling you to focus on the institution-facing workstreams, while student-facing onboarding, welfare, and direct casework are handled by your counterpart.
This is a critical role within a small, high-capacity specialist unit within REUK. Because this is an emerging and new area of work you must be comfortable working with risk and ambiguity, refining and learning rapidly as parameters evolve. You will be an allrounder - as comfortable presenting to university executive boards and Vice-Chancellors as you are drafting MoUs, establishing Terms of Reference, organising and facilitating institutional training, and handling complex partnership operations independently.
Role outcomes
1. UK universities actively partner with REUK to create, expand, and sustain dedicated safe and legal education pathways for displaced students. To this end, key responsibilities include:
Developing and executing a national university engagement strategy to identify, pitch to, and secure new partner universities across the UK higher education sector.
Engaging directly with key university representatives - including Vice-Chancellors, Pro-Vice-Chancellors, Heads of Admissions, Sanctuary staff and key academics - to build institutional buy-in and secure long-term commitment to refugee education pathways.
Negotiating university support packages, including as appropriate fee waivers, scholarship or bursary structures, and accommodation commitments.
Nurturing and strategically managing existing university partnerships to ensure institutional sustainability, high-level engagement, and year-on-year growth in pathway placements.
Representing REUK where appropriate in sector-wide higher education networks and working groups on displaced student pathways.
2. Partner universities establish institutional frameworks, well-trained staff networks and campus welcome groups to receive refugee education pathway learners. To this end, key responsibilities include:
Guiding universities in establishing and structuring sustainable on-campus welcome groups (bringing together university staff and students) to support the welcome and integration of education pathway students.
Designing and delivering high quality training sessions for on-campus welcome groups and other key staff members.
Developing practical toolkits, guides, and frameworks for university staff to accompany above training.
Collaborating with the Students Lead to ensure campus welcome structures integrate with REUK's student support mechanisms.
Advocating within partner institutions for structural policy improvements (e.g. contextual admissions and flexible documentation policies).
3. University partnership governance, agreements, and operational systems run effectively and efficiently. To this end, key responsibilities include:
Drafting, negotiating, and finalizing formal Memoranda of Understanding (MoUs), Terms of Reference (ToRs), and operational service agreements with partner universities.
Managing all administrative and governance aspects of university partnerships independently, including contract tracking, partnership reviews, and operational timelines without junior admin support.
Coordinating institutional admissions frameworks and placement quotas with university registry and admissions departments.
Serving as the primary point of contact for senior university leads when strategic, structural, or other partnership challenges arise
Maintaining robust data systems and records relating to university commitments, funding allocations, and institutional agreements.
4. REUK’s Education Pathways university partnerships work is robustly evaluated, financially sustainable, and aligned with REUK’s broader strategy. To this end, key responsibilities include:
Reporting directly to the Education Pathways Lead on partnership growth, institutional engagement metrics, and strategic pathway goals.
Working in close alignment with the Students Lead to ensure institutional frameworks effectively support cohort needs and programme delivery.
Collecting sector data, university feedback, and institutional metrics to demonstrate impact to funders, university boards, REUK’s board of trustees, and government stakeholders.
Supporting grant reporting and budget management related to university pathway expansion and partner development.

Higher Education sector expertise: Deep understanding of UK university governance, executive structures, admissions procedures, international frameworks, and sanctuary initiatives.
Senior stakeholder engagement and negotiation: Proven track record of engaging and influencing senior decision-makers within universities.
Partnership governance: Demonstrated experience drafting, negotiating, and executing formal and operational agreements, including MoUs and ToRs.

Communications: Outstanding verbal and written communication skills, including ability to appropriately communicate nuance and complexity; confidence communicating with and presenting to high level audiences.

About the Independent Service Manager role
We are looking for an experienced professional to manage our England wide service for complaints under the Children Act (1989) and Independent Person service for Secure Accommodation Reviews for children placed in secure children’s home under section 25 of the Children Act (1989).

IRC UK is part of the IRC global network, which has its global headquarters in New York. PURPOSE OF THE ROLE
The People and Culture (P&C) Director works in a highly matrixed environment with staff from several functions across the global organisation. The postholder manages the HR team in IRC UK and is accountable for effective HR service delivery, HR compliance and continuous improvement within the scope of the People & Culture department, localising the IRC’s global people strategy. This position plays a pivotal role in fostering a positive, inclusive and high-performing workplace culture that aligns with IRC’s values, through exceptional communication skills.
The role jointly reports into the UK Executive Director and Regional Director, P&C Europe – with additional reporting accountabilities to the UK Board’s People and Culture Committee. Working within global frameworks set by Global People & Culture, the role localises the implementation of People & Culture priorities and drives UK-specific change initiatives within IRC UK’s culture and regulatory environment.
As a member of the UK Senior Management Team (SMT), the role is jointly accountable for the delivery of IRC UK’s Strategic Plan, and has responsibility for the effective delivery of P&C priorities. The Director has a keen focus on building leadership competencies and organisational effectiveness.
Success in this role requires the ability to build strong relationships, influence decisions, and navigate multiple stakeholder perspectives to deliver effective people solutions within a matrix environment where accountability is shared.
KEY RESPONSIBILITIES
1. P&C Leadership (Advisory, Implementation, and Partnering) (25%)
As a member of the UK Senior Management Team, assume collective accountability for the effective delivery of IRC UK’s Strategic Plan.
Serve as an advisor and thought partner to the Executive Director and fellow SMT members on the UK application of IRC’s Global P&C strategy, and lead on strengthening IRC UK’s kind, inclusive and high-performing organisational culture.
Support talent dialogues, performance conversations, and career development planning for IRC UK staff, embedding a culture of continuous learning.
Partner with peers on workforce planning — including managing workforce adjustments such as staff reductions or scale-up, and organisational design work — in partnership with senior management, the Regional Director P&C Europe, and Global P&C Partners, ensuring compliance with local and global policy while minimising risk and supporting affected staff.
Translate data and metrics into actionable items in line with IRC UK’s strategy.
Lead, supervise, and develop the UK P&C team, accountable for team quality and effectiveness and for building a skilled, motivated team ready to advance.
2. Manage HR Service Delivery and Core Operations (~40%)
Manage end-to-end HR service delivery across the employee lifecycle; recruitment, onboarding, contracts, payroll coordination, benefits, performance and leave management, offboarding, and HR information systems, maintaining high-quality, context-specific P&C practices aligned with organisational standards.
Provide leadership on UK employment law and regulation to the UK HR team, ensuring the HR team supports supervisors of UK staff in the management of their teams in a supportive and compliant way.
Provide high quality HR partnership to the Refugee, Asylum and Integration (RAI) UK Director and team to support programme needs and donor requirements.
Advise supervisors on appropriate disciplinary actions, coordinating with Global Employee Relations and Legal on complex or escalated disciplinary proceedings, to ensure fairness and compliance with employment law.
Responsible for P&C reporting for the UK Board of Trustees and People & Culture Committee, and for the annual production of IRC UK's Gender Pay Gap and Ethnicity Pay Gap reports, in line with IRC's global P&C reporting standards and applicable UK statutory requirements.
Support any organisational restructure requirements, including active management of any necessary staff consultation and resulting redundancy processes, by providing expert guidance to management and affected staff throughout the process.
Track UK P&C objectives set by Global P&C and contribute HR input - organisational structure, position scoping, staffing analysis - to proposal design and grant review processes.
Lead the delivery of regular staff engagement surveys, analysing data and proposing leadership actions in response.
3. Workplace Culture (~15%)
Promote employee experience, engagement, and inclusion, and oversee the integration of IRC's Values (the ‘IRC Way’), People Manager Standards, and Employee Success Factors across the employee lifecycle.
Implement safeguarding standards set by the global Safeguarding function across hiring and onboarding, and ensure the IRC Way and reporting channels are visible in all IRC UK locations.
Serve as a local advocate for Employee Wellbeing, Employee Engagement, and Safeguarding priorities set by global functions, and role model safe, inclusive, and caring leadership standards.
Operate and promote collaboration in a highly matrixed environment where several units intersect and work together to reach joint decisions.
Accountable for the effective delivery of specific P&C-owned elements of IRC UK's Gender, Equality, Diversity and Inclusion (GEDI) Strategy and Action Plan, as well as assuming joint accountability for the full GEDI Strategy and Action Plan as a key member of IRC UK SMT.
4. Trade Union Relationship (~20%)
Working with the UK Executive Director, maintain the relationship with UK Trade Union (Unite) representatives, and negotiate and consult via the quarterly Joint Negotiating Committee (JNC), driving progress on policy and annual salary review negotiations.
Develop and manage union engagement and communication plans that support open, honest, and productive dialogue across the office.

PERSON SPECIFICATION
CIPD qualified with significant HR leadership experience across the full P&C spectrum, including complex UK processes such as restructures, TUPE, and employee relations.**
Strong interpersonal and analytical skills, with proven ability to operate effectively in a complex, global matrix organisation. Solution-oriented, positive, ‘can do’ attitude.
Strong knowledge of UK employment law, with experience of advising and influencing senior leaders.**
Experience of working with Trade Unions, including leading on consultations and negotiations.**
People management experience.**
