About the role:

Behind every well run service is someone making sure the details never get missed. As a Housing Administrator, you’ll provide the reliable, responsive support that helps our accommodation services run smoothly and enables frontline teams to focus on supporting people experiencing homelessness and mental health challenges.

Working across three mental health accommodation services in Camden and Barnet, you’ll be a central point of support for managers and colleagues. Although you’ll work behind the scenes, the people living in our services will remain at the heart of what you do; because accurate records, well managed repairs and responsive administration all contribute to residents receiving safe, consistent and high quality support.

Your day to day work will be varied. You’ll keep databases accurate, coordinate meetings and staff rotas, prepare reports and help services stay on top of key deadlines and compliance checks. You’ll monitor rents, Housing Benefit and service charges; process invoices and petty cash; track repairs, referrals and empty rooms; check tenancy documentation; and maintain clear, accurate spreadsheets and reports.

This is a role where strong administration has a visible impact. By keeping information accurate, spotting issues early and bringing order to competing priorities, you’ll help create safe and effective services that residents and staff can rely on. The postholder will be expected to work across all three sites, spending part of their working time at each location. There may also be some opportunity to work from home, depending on service needs and the tasks being completed.

About this role 

This is an exciting opportunity to join our growing Philanthropy Team in a brand-new role that will play a key part in securing transformational funding for Alder Hey Children's Charity. 

As Bid Writer, you will lead on the development of compelling, high-quality funding applications to large-scale national grant programmes and, over time, statutory funding bodies. Collaborating across the Charity and the hospital, you will translate complex clinical, research and capital projects into persuasive, evidence-led cases for support that inspire investment in the future of children's healthcare. 

This is a varied and rewarding role for someone who enjoys writing, research and building relationships with a wide range of stakeholders. You'll bring together ideas, evidence and expertise to shape ambitious projects into funder-ready proposals with the potential to make a lasting difference for children and families.

Bid Development & Writing 

• Lead the development and writing of high-quality funding applications to national grant programmes and, over time, statutory funding opportunities. 

• Produce compelling, tailored funding applications that clearly demonstrate need, impact and outcomes. 

• Manage a varied pipeline of funding applications, ensuring multiple deadlines are delivered to a consistently high standard. 

Research & Opportunity Development 

• Research and identify new funding opportunities that align with the Charity's strategic priorities. 

• Develop and maintain a proactive pipeline of opportunities, working closely with colleagues across the Charity. 

Collaboration & Project Development 

• Work with clinicians and charity colleagues to gather information and develop strong funding propositions. 

• Translate complex clinical and technical information into accessible, engaging and persuasive cases for support. 

Quality & Continuous Improvement 

• Ensure applications meet funder guidance and eligibility criteria

• Maintain accurate records of applications and outcomes using the charity CRM.

How Homeless Health Peer Advocacy Works 

HHPA helps people experiencing homelessness overcome the barriers that prevent them accessing healthcare. 

Many people face significant challenges navigating health services. Appointments can be difficult to attend, treatment can be confusing, and previous experiences of stigma, trauma or exclusion can make healthcare feel inaccessible. Without the right support, people often delay seeking help until their health has deteriorated.

HHPA Client 

HHPA provides practical, person-centred support that helps people access the care they need while building the confidence to manage their own health. Rather than providing one-off interventions, HHPA works alongside people over time, developing trusted relationships, responding flexibly to changing needs and supporting people to become more confident and independent. 

The service combines the expertise of skilled Caseworkers with the unique insight of trained volunteer Peer Advocates who have lived experience of homelessness. Together they provide one-to-one advocacy, practical support and health promotion to help people: 

• register with healthcare services 

• prepare for and attend appointments 

• understand treatment and care plans 

• navigate hospital admission and discharge 

• access wider health and wellbeing services 

• make informed decisions about their health 

• become increasingly confident in managing their own health. 

Alongside one-to-one support, HHPA delivers peer-led health promotion in hostels, day centres, outreach settings and other community spaces. Through informal conversations and group activities, Peer Advocates share accessible information about physical health, mental health and wellbeing, encourage preventative healthcare, identify unmet health needs and help people access support earlier. These conversations often provide the first step towards engaging with healthcare, creating trusted pathways into ongoing advocacy and reducing the need for crisis intervention. 

Rather than doing things for people, HHPA works alongside them—building trust, reducing barriers and enabling people to become active participants in their own healthcare. This relational, peer-led approach improves individual health outcomes while strengthening partnerships across health, housing and homelessness services, helping more people access coordinated, person-centred care.  

The Role 

The HHPA Development Manager is a key leadership role within Groundswell's HHPA service. 

You'll help shape how people experiencing homelessness access healthcare by strengthening partnerships across London's health, housing and homelessness system while leading the continued development of our Health Promotion programme. 

People experiencing homelessness often interact with multiple services but still experience fragmented care, missed opportunities for prevention and barriers to accessing the support they need. HHPA bridges these gaps through trusted relationships, peer-led advocacy and health promotion. This role helps create the partnerships, systems and programmes that make that possible. 

This isn't a traditional partnership management role focused on maintaining stakeholder relationships. It's a practical, hands-on leadership role that brings organisations together, supports colleagues to deliver excellent services and identifies opportunities to improve how healthcare is delivered and experienced. 

Working closely with the Services Director, Systems Manager and Health and Social Care Lead, you'll help ensure HHPA remains well connected, continually improving and responsive to changing need. 

The role combines five key areas of responsibility: 

Leading the Service  
Providing day-to-day operational leadership, supporting colleagues and helping ensure HHPA is delivered safely, consistently and effectively. 

Building Partnerships  
Developing strong relationships with NHS organisations, local authorities, homelessness services and voluntary organisations to embed HHPA and strengthen collaborative working. 

Leading Health Promotion  
Developing and overseeing Groundswell's Health Promotion and In-Reach programme, working with partners to deliver accessible, peer-led health promotion that encourages earlier engagement with healthcare. 

Growing HHPA  
Using learning from frontline delivery and partnership working to improve services, develop new approaches and support the expansion of HHPA into new boroughs and communities. 

Developing People  
Supporting, developing and inspiring staff and volunteers through reflective supervision, shared learning and a culture that values lived experience, collaboration and continuous improvement. 

Together, these responsibilities make this a varied and influential role where you'll help shape both the future of HHPA and the wider health and homelessness system. 

Role Description 

As HHPA Development Manager, you'll provide operational leadership for key areas of Groundswell's Homeless Health Peer Advocacy service. 

You'll lead the development of strategic partnerships, oversee the delivery and growth of our Health Promotion programme, support and develop staff and volunteers, and identify opportunities to strengthen and expand HHPA. 

Working closely with the Services Director, Systems Manager and Health and Social Care Lead, you'll help ensure the service is well connected, evidence-informed and continually improving, so that more people experiencing homelessness can access timely, coordinated and person-centred healthcare. 

Building Partnerships: 

Develop trusted relationships across health, housing and homelessness services so organisations work together more effectively and people experiencing homelessness can access timely, coordinated healthcare. 

• Build and sustain relationships with NHS organisations, local authorities, homelessness services and community partners. 

• Support the Services Director to develop relationships with commissioners and strategic partners. 

• Represent Groundswell at operational meetings, networks and multidisciplinary teams. 

• Champion peer-led health advocacy and the involvement of people with lived experience. 

• Work with partners to identify shared challenges and develop practical solutions. 

Embedding HHPA in Local Systems: 

Help ensure HHPA becomes an established and valued part of local health and homelessness systems by strengthening collaboration and improving access to the service. 

• Embed HHPA within partner organisations' day-to-day practice.  

• Strengthen collaboration between HHPA staff and local services.  

• Develop and improve referral pathways.  

• Support timely, appropriate referrals and monitor referral activity. 

• Identify and resolve barriers to effective partnership working. 

• Work with the Systems Manager to strengthen systems that support collaboration. 

Leading Health Promotion: 

Lead the development of Groundswell's peer-led Health Promotion and In-Reach programme, helping people engage with healthcare earlier through accessible, trauma-informed support in hostels, day centres and community settings. 

• Develop partnerships that expand Health Promotion opportunities.  

• Oversee delivery across boroughs.

This is an exciting opportunity for an experienced team leader looking to take on a meaningful new career challenge to join the Brent Irish Advisory Service (BIAS) as Head of Operations.

The Head of Operations oversees all of BIAS’s projects, managing a small, high-performing team of project coordinators and frontline advice and community-support staff to ensure that we provide the highest-quality service to our clients. You will need to have demonstrable team-management experience, strong people and communication skills, and a willingness to take a hands-on approach to project delivery, along with excellent organisational and strategic abilities to ensure that projects are delivered sustainably, effectively and efficiently.

In 2025, BIAS expanded its successful Brent-based advice service and active ageing clubs into Haringey borough. The Head of Operations will take the lead on further building and developing the new services in Haringey, ensuring that we replicate our excellent quality of service, strong record of positive outcomes and loyal service-user base.

This is a key role within the BIAS senior leadership team, which will give you the opportunity to have a direct impact on shaping the organisation’s future strategy and direction.

KEY WORK AREAS AND MAIN DUTIES

Staff management

• Manage a team of five project coordinators and five front-line staff to ensure effective delivery and monitoring of BIAS’s core welfare and housing advice, active ageing, volunteering and befriending projects, which support over 900 people per year.
• Manage HR procedures, including employment contracts, probation assessment, leave administration, staff supervision, performance management and exit procedures.
• Conduct recruitment procedures where needed, and supervise the onboarding process for new joiners.
• Oversee training and development needs and budgets.
• Ensure good teamwork and lines of communication between staff, including by chairing regular staff meetings.
• Create a positive working environment in which equity and diversity are promoted and staff can do their best.

Project management

• Project-manage the further development of new advice and active ageing services in Haringey borough.
• Take the lead on promotion and marketing of BIAS’s services, including by representing the charity to partner organisations and at external events.
• Contribute to the organisation and running of regular community and fundraising events.
• Deputise for the Advice Services Manager where needed, supporting the welfare and housing advisers with complex casework, forward planning and client management.
• Support the Active Ageing Coordinators and volunteer teams wherever needed with the day-to-day running of the active ageing clubs.

Quality and service delivery

• Oversee quality-assurance procedures in line with the Advice Quality Standard (AQS), and spearhead biannual renewal of BIAS’s AQS accreditation.
• Oversee running of BIAS’s volunteer project in line with the Investing in Volunteers quality accreditation standards.
• Serve as internal data protection officer, monitoring GDPR compliance, managing risk and responding to any potential data breaches.
• Serve as BIAS safeguarding lead, ensuring that safeguarding policies and training are kept up to date, and that all safeguarding concerns are appropriately addressed.
• Work with the Fundraising and Communications Manager to administer the BIAS website and implement BIAS’s social media strategy.
• Administer BIAS’s IT and client management systems (Microsoft 365, SharePoint, BrightHR, Lamplight CRM), coordinating training, updates and troubleshooting.

Operational leadership

• Advise the CEO on all staffing and service-delivery issues.
• Monitor and report on service delivery, including through monthly advice and volunteer-project reports, quarterly Board reports and regular funder reports.
• Carry out regular reviews of BIAS’s annual business plan, risk register, five-year strategy and internal policies and procedures, providing recommendations to the CEO and Board of Trustees on strategic direction.
• Research and secure funding from grant-making organisations, ensuring BIAS’s future financial sustainability.
• Work closely with the Finance Manager and CEO on budgeting, grant monitoring, cashflow and financial authorisation.

These are the basic duties required of the Head of Operations. However, it is necessary for all staff to be flexible and you may be required from time to time to perform other reasonable duties which are required for the efficient running of the organisation. We will also offer training opportunities to support your career development.

Candidates must be eligible to work in the UK. This role will be based in our advice offices and club venues in Willesden and Haringey but there may be some options for flexible working (e.g. one day per week from home). Occasional evening or weekend work may be required.

ABOUT BIAS

BIAS is a local charity which has supported England’s largest Irish community in Brent for almost fifty years. We deliver our support through our welfare and housing advice service, our active ageing clubs, our volunteer project and our befriending scheme. We raise over £2 million in extra income for the most vulnerable and disadvantaged every year and have over 7000 attendances at our club services. BIAS has recently expanded into Haringey borough and has exciting plans to further develop its project scope and geographical reach, supported by sustainable and diversified grant funding, including from Ireland’s Emigrant Support Programme.

About the Role & Key Responsibilities

Exceptional Service Delivery

• Lead on ensuring that the day to day operation of the service is in line with the Supported Accommodation (England) Regulations 2023 and Supported Accommodation Quality Standards.
• Lead, supervise and develop a high-performing staff team - preparing every staff member for registration and future Ofsted inspections.
• Motivate, inspire and develop multiple supported housing teams including 4+ direct reports to successfully manage their own teams, including the delivery of recorded monthly supervision and case management.
• Complete a monthly case management review of each site with relevant manager, including an in-depth audit to ensure young people are receiving the best possible support including high quality case notes, interventions, goals, and a consistency of delivery and approach across all teams.
• Work to build effective staff teams that meet and exceed their set goals and targets and monitor their performance, pro-actively addressing any challenges with the support of HR colleagues.
• Empower your teams to meaningfully engage, involve, and devolve decision making power to young people wherever possible to enable them to highlight and design areas for service development and co-create possible solutions or opportunities for change.
• Model for your teams the use of coaching and motivational interviewing techniques to empower young people with complex needs to regularly set and achieve ambitious person-centred goals, praising them for their achievements, and celebrating where appropriate through the resident incentive scheme.
• Work with your teams to ensure all young people understand and meet the terms of their licence agreement, outlining the expectations we have of them and what they can expect in return from the team at YMCA.

Collaborate with the Head of Resident Services & Head of Housing Services

• Utilising the YMCA Emotional Needs framework, ensure that each young person has a person-centred support plan in place where they set themselves goals focused on independence, emotional wellbeing, education and employment.
• To ensure young people develop practical life skills needed for independent living – including cooking, budgeting, tenancy management, health and wellbeing and positive relationships.
• To ensure that young people are supported with challenges as they present in a curious, empathetic, and solution focused way, responding in a timely manner, as part of or in addition to any planned sessions.
• To deliver a person-centred, asset-based, and trauma-informed approach at all times, recognising that one of the stages of change is relapse which is an important part of the journey towards achieving long term success.
• To ensure smooth transitions between placements.
• Share opportunities to signpost young people for specialist internal and external support with your teams wherever possible i.e. ARC, MK ACT, Mental Wealth.
• Arrange and ensure your teams actively engage in all Reflective Practice sessions designed to allow space for practitioners to consider, reflect on, and improve their practice on an ongoing basis.

Compliance

• Lead on ensuring that all aspects of service delivery, including H&S, Facilities etc are compliant with the necessary regulations, to ensure smooth Ofsted registration, working with teams from across the organisation where necessary.
• Ensure you and your teams collect and record all data required for monitoring and evaluation purposes and write regular case studies to demonstrate the ongoing impact of your work.

• Receive and record all compliments and complaints about the housing service on In-Form in line with all Housing Ombudsman requirements and respond to all complaints in writing in a timely manner in line with the appropriate policy and procedure.
• Ensure that all service areas are delivered within budget, reporting any concerns to SLT in a timely manner.
• Ensure service level risk assessments and other health and safety compliance documents are completed as and when necessary for all relevant housing support areas.
• Ensure all H&S and Facilities checks are completed to ensure compliance with Ofsted requirements, raising this promptly with the SLT if Ofsted registered properties are not compliant.

Safeguarding

• Ensure safeguarding lies at the heart of every aspect of the service.
• Act as a Designated Safeguarding Lead and ensure all members of your team record any Safeguarding concerns immediately on MyConcern and make any referrals requested in line with the Safeguarding policy.
• Act as the first point of contact for on-call queries from your direct reports, escalating any significant incidents or safeguarding concerns to SLT, and ensuring adequate cover is in place where necessary.
• Ensure teams are regularly trained in Professional Boundaries to remind staff of their obligation to uphold & maintain them at all times.

About You

You're an experienced leader who enjoys raising standards and making things better. This role forms part of the Exeter Crisis & Resilience Fund partnership, delivered by Navigate, Churches Housing Action Team (CHAT) and Encompass Southwest – the collaboration is known as Wis£rmoney. Together, we provide a seamless service that supports residents from immediate financial crisis through to long-term resilience. Our partnership combines specialist money and debt advice, welfare benefits advice, housing support, homelessness prevention, trauma-informed practice and financial education to provide holistic support for people experiencing financial hardship. Rather than asking people to navigate multiple services, we work together to ensure they receive the right support at the right time, through a coordinated 'No Wrong Door' approach. 

The Crisis & Resilience Fund Team Leader will lead the delivery of the Exeter Crisis & Resilience Service, providing operational leadership to a multidisciplinary team delivering high-quality, person-centred support to residents experiencing financial hardship, crisis and multiple disadvantage. The postholder will line manage Navigate's Client Liaison Officers and the Money Advice Caseworkers employed by partners Churches Housing Action Team (CHAT) and Encompass Southwest to ensure a seamless, coordinated service that supports individuals from immediate financial crisis through to long term resilience. As Navigate's operational lead for the contract, the Team Leader will foster strong partnership working, maintain effective communication across organisations and ensure clients experience a consistent 'No Wrong Door' approach. Alongside leadership responsibilities, the postholder will manage a small caseload of complex clients, delivering FCA-regulated debt advice, welfare benefits advice, advocacy and holistic financial resilience support. They will provide guidance and oversight for complex casework, ensuring clients receive timely, flexible interventions tailored to their individual circumstances.

The Team Leader will champion Wis£rmoney’s relationship-based, trauma-informed approach, recognising that financial hardship rarely exists in isolation. By supporting staff to build trusted relationships with clients, remove barriers to engagement and address the wider issues affecting financial wellbeing, the role will help residents achieve sustainable financial stability, independence and resilience. The postholder will also be responsible for ensuring the service meets all contractual, regulatory and quality requirements, monitoring performance, driving continuous improvement and embedding innovative ways of working that enhance client outcomes while maintaining the personalised support that is central to the service model.

Key Responsibilities

Leadership and Service Management

• Lead Wis£rmoney's delivery of the Exeter Crisis & Resilience Fund service, ensuring a high-quality, person-centred service that reflects the partnership's shared values and objectives.
• Line manage and support Client Liaison Officers (2) and Money Advice Caseworkers (2), providing regular supervision, reflective practice, coaching and annual appraisals.
• Promote a positive, supportive team culture that prioritises staff wellbeing, continuous learning and high-quality client outcomes.
• Provide guidance and support on complex casework, safeguarding concerns and risk management.
• Lead by example, demonstrating relationship-based, trauma-informed approach to supporting people experiencing financial hardship.

Specialist Casework

• Manage a small caseload of clients with complex financial circumstances requiring specialist intervention.
• Deliver FCA-regulated debt advice, welfare benefits advice, budgeting support, income maximisation and advocacy.
• Develop personalised support plans that address both immediate financial crisis and longer-term resilience.
• Negotiate with creditors, landlords, utility providers and statutory agencies to achieve the best possible outcomes for clients.
• Support clients to access appropriate debt solutions, including Debt Relief Orders and bankruptcy where appropriate. 

Quality Assurance and Compliance

• Ensure all advice delivered by Wis£rmoney meets FCA requirements, Advice Quality Standard expectations and organisational policies.
• Carry out regular case reviews, file audits and quality assurance checks to maintain consistently high standards.
• Ensure accurate and timely recording of casework using AdvicePro and associated digital systems.
• Promote excellent information governance, GDPR compliance and safeguarding practice throughout the service.
• Support preparation for contract monitoring, audits and quality inspections.

Partnership Working

• Act as Navigate's operational lead within the Exeter Crisis & Resilience Fund partnership.
• Work collaboratively with Churches Housing Action Team, Encompass Southwest, Exeter City Council and other partner organisations to deliver a coordinated 'No Wrong Door' service.
• Build strong relationships with local agencies to improve referral pathways and client outcomes.
• Represent Wis£rmoney at partnership meetings, operational groups and multi-agency forums.
• Support collaborative problem-solving and contribute to the ongoing development of the partnership.

Service Delivery and Performance

• Ensure timely allocation of referrals according to client need, complexity and risk.
• Maintain oversight of client journeys, ensuring seamless transitions from crisis intervention to longer term resilience support.
• Monitor performance against contractual targets, quality standards and key performance indicators.
• Contribute to contract monitoring reports and evaluation, ensuring outcomes and impact are accurately recorded.
• Identify emerging trends, unmet need and opportunities to improve service delivery.

Outreach, Innovation and Continuous Improvement

• Promote innovative approaches that improve accessibility, efficiency and client outcomes while maintaining personalised support.
• Support the implementation of new systems, digital technologies and service improvements across the partnership.
• Encourage reflective practice and continuous improvement, identifying opportunities to strengthen processes and remove barriers for clients.

Safeguarding and Risk Management

• Ensure safeguarding policies and procedures are fully implemented across the service.
• Provide advice and escalation support for safeguarding concerns and high-risk cases.
• Promote safe working practices for staff delivering home visits, outreach and community-based support.

Key Responsibilities

• Provide high-quality, trauma-responsive advocacy and support to women in contact with, or at risk of being in contact with the criminal justice system with a specific focus on Substance Use and Trauma. 
• Design, coordinate and deliver one to one and group interventions to assist women to achieve their goals.  
• Complete safeguarding referrals where appropriate and support women’s safety through involving them in the safeguarding process.
