This role will join an ambitious programme developing the capacity of the Libraries Connected public library networks. We want to help them evolve as strategic partnerships able to deliver social impacts at scale and to secure resources and investment from national, regional and sub-regional government. Be key to the development of libraries as essential social infrastructure, and help them secure the resources they need to make an impact. 

The role is part of a small team of two Regional Managers, supported by an Administrator. 

By developing our existing regional networks into formal, resourced structures we can enable the regions to: 

• Secure investment for the service and for the libraries from regional and devolved / combined authority funds.
• Create unique regional offers to meet specific needs across and within the regional areas.
• Deliver at scale. For example, the Yorkshire & Humber regional network has 15 library services, and 348 library buildings. 
• Create opportunities for cost saving – through joint procurement and shared / collaborative services. 
• Share good practice and experience on a formal and integrated basis. 

We have 9 regional networks in England, covering all library services and ranging in size from 9 to 33 services. Within each region they provide hundreds of library branches, thousands of staff, and serve millions of service users.  They have a long tradition of working together as peer support networks and to deliver activities such as festivals, marketing, and staff training.

We are an independent charity that supports, promotes and represents public libraries. Our work is driven and led by our membership, which includes almost every library service in England, Wales, Northern Ireland and the Crown Dependencies (Guernsey, Jersey and the Isle of Man).

An exciting opportunity has arisen for a Placement Officer to join our Business Commissioning and Placements Team, on a twelve-month fixed term contract starting in October 2026. The role of Placement Officer is to provide high quality support to all placement, admission and discharge processes associated with all children’s placements.

You will provide centralised administrative support planning, attending, and minuting meetings, as well as managing and executing processes associated with children’s placements, including managing and updating our children’s records system, supporting on billing processes, in particular debtors’ management, and contracting, whilst also supporting the wider business development and commissioning team on clerical matters, ensuring operations run smoothly.

Role Requirements

· Circulating enquiries/referrals, coordinating assessments, gathering information from internal and external counterparts and formatting, and circulating Referral Screening Reports alongside Referral Manager in preparing for placements.

· Coordinate admission planning tasks including arranging parental accommodation, putting together welcome letter and parental agreement, informing reception, and updating relevant spreadsheets.

· Drafting and circulating pre-admission commissioning paperwork such as ICB letters and funding applications.

· External liaison with parents, referrers, and funders to ensure they are kept updated throughout the pre-admission process, alongside the Referral Manager.

· Supporting with in-person and virtual tours for children and their families directed by Placement Managers.

· Provide cross cover to main aspects of Placement Manager or Referral Manager role short-term, if required e.g. sickness, annual leave.

· Minute taking of meetings (including but not limited to complex discharge/transition planning meetings), and distribution of minutes within timely manner following meeting.

· Coordinating children placement reports, including chasing completion, formatting, and circulation in liaison with Placement Managers/Senior Placement Managers.

Join our dynamic team as an IT and Digital Systems Officer. We are seeking an individual who is looking for a new role and enjoys a varied work environment. In this position, you will work as part of our IT-savvy External Relations team, providing support to UWC International across our IT and digital landscape, including Google Workspace. While experience with Google Workspace is preferred, we are open to candidates with an inquisitive mind who, with training, can learn new systems quickly.

This is an exciting time to join us, as we are undertaking a digital infrastructure project that includes developing a new application platform and CRM. Although you will not be managing these projects, there will be opportunities to get involved, allowing you to further develop your skills.

Currently, this is a fixed-term position related to the completion of the digital infrastructure project. However, there is potential for the role to become permanent and to grow once the new systems are fully implemented.

You will indirectly support young people by ensuring that our Cardiff Centre operates safely and efficiently. You will be responsible for managing delivery space, facilities compliance, and controlling office equipment and supplies. Previous administrative and Microsoft Excel proficiency experience is beneficial but not essential.

To be successful in this role, you must have a good understanding of the challenges young people within our target groups face, to assist them when they arrive in our Centre. In this role no two days are the same, you get to be involved with many different functions of the Trust and interact with everyone who works in the Cardiff Centre, this is why planning and organisation skills are a must.

The Learning & Development Officer is responsible for working closely with the Director of People & Organisational Development in supporting the design, delivery and development of the education and training across the hospice group.

They will coordinate and organise all in house and external training programmes, maintain accurate records, monitor compliance and support a learning culture across St Giles. Employee Relations 

• Lead and manage employee relations casework, providing advice and guidance on disciplinary, grievance, absence management, performance, probation and capability matters. 

• Support managers in resolving people issues in a timely, fair and consistent manner, ensuring compliance with employment legislation and internal policies. 

• Liaise with external employment law advisers where required on complex cases and organisational matters. 

• Maintain accurate case management records and identify trends requiring organisational intervention or support. 

• Support organisational change initiatives and workforce planning activity where required. 

HR Operations and Compliance 

• Oversee and deliver the day-to-day delivery of HR processes across the employee lifecycle, including recruitment, onboarding, contract management, employee changes and offboarding. 

• Maintain and continually improve HR policies, procedures and systems to ensure compliance, consistency and operational efficiency. 

• Ensure compliance with employment legislation, safer recruitment practices and safeguarding requirements. 

• Lead HR compliance activity, including supporting external audits and managing safeguarding-related people processes. 

• Prepare and coordinate workforce data, people metrics and management information for senior leadership and Trustees. 

• Ensure employee records and HR systems are maintained accurately and confidentially. 

Payroll and Benefits Safeguarding 

• Lead the monthly payroll process, ensuring all payroll changes are accurately reviewed, authorised and submitted within agreed deadlines. 

• Take responsibility for payroll finalisation and sign-off, working closely with Finance and payroll providers to ensure employees are paid accurately and on time. 

• Coordinate pension administration, employee benefits and life assurance arrangements. 

• Conduct regular audits of payroll and people data to ensure accuracy, compliance and effective record keeping. 

• Act as the key point of contact for payroll and benefits queries. 

Safeguarding 

• Build a strong working relationship with the Safeguarding team, ensuring Safeguarding is continually embedded within the Trust. 

• Work with the Head of Safeguarding on Safeguarding and people initiatives to promote a Safeguarding culture throughout the Trust. 

• Responsible for Safer Recruitment practices and compliance, including internal and external audits. 

Employee Engagement and Wellbeing 

• Lead employee engagement activities, including staff surveys, pulse surveys and wellbeing initiatives. 

• Analyse employee feedback and recommend actions that enhance engagement, retention and culture. 

• Champion wellbeing initiatives and support the delivery of programmes that promote positive mental health and employee wellbeing. 

• Promote inclusive practices that support a positive, respectful and high-performing workplace culture. 

EDI 

• People Lead for the EDI Strategy group, ensuring that EDI strategic objectives are met and taken forward.

• Collaborate with the Senior Manager – Recruitment and Training and the EDI Manager (Club) to ensure EDI training is aligned with Trust values and fosters inclusion across the Trust. 

Governance and Stakeholder Management 

• Work closely with Finance to ensure effective establishment control, headcount management and approval processes. 

• Produce people-related reports, updates and recommendations for senior leadership teams and Trustees. 

• People Lead for the People and Culture Subgroup, reporting to the People and Culture (Trustee) Chair, responsible for preparation and presentation of reports, papers and recommendations.

Person Specification 

Essential Experience and Knowledge 

• Proven experience in a generalist HR or People role with significant exposure to employee relations case management. 

• Experience of advising and supporting managers on disciplinary, grievance, absence management, performance, probation and capability matters. 

• Strong knowledge of UK employment legislation and HR best practice. 

• Experience of managing and improving HR processes across the employee lifecycle. 

• Experience of coordinating and finalising payroll, working closely with finance teams and external payroll providers. 

• Experience of producing HR reports, workforce data and management information. 

• Experience of managing or supervising team members. 

• Strong stakeholder management skills with the ability to build effective relationships at all levels. 

• Excellent organisational skills with the ability to manage multiple priorities and deadlines. 

• High levels of discretion and confidentiality when handling sensitive employee information.

Desirable Experience and Knowledge
