About the Youth Endowment Fund 

We’re here to prevent children and young people becoming involved in violence. We do this by finding out what works and building a movement to put this knowledge into practice.  

The Youth Endowment Fund (YEF) is a charity with a £200m endowment and a mission that matters. We exist to prevent children becoming involved in violence. We do this by funding great initiatives, leading cutting-edge research and working for change - scaling up and spreading the practices that make a difference. 

The Chief Operating Officer (COO) has a critical role in ensuring we succeed in this work. You have a key leadership role in overseeing the overall health of the Fund in partnership with the Executive Director. The role oversees our finances, people management and – for the right candidate –much of our grant-making and project management. 

Key responsibilities 

You’ll lead on key organisational governance processes and ensure the Fund makes wise decisions, by:  

• Being a leading member of our Directors’ team, overseeing all elements of the Fund’s work.

• Ensuring that the Fund operates as efficiently and effectively as possible by prioritising the right activities and matching resources to deliver on our mission.

• Ensuring we have the right long, medium and short-term financial plans in place and that we maintain close control over our financial decisions and spend. 

• Informing our Board and our Risk and Audit Committee on our financial performance and risk.

• Ensuring the Fund’s investments are well managed through supporting the Endowment Investment Committee (this does not require investment experience). 

• Managing our Grants and Evaluation Committee (this decides which evaluations we should fund) and ensuring it operates effectively. 

• Ensuring that any ambiguities in the organisation are identified and removed. 

You make sure that the Fund has the people, tools and resources in place to excel. This will require us to:  

• Hire, develop and inspire the very best people: Managing our Head of People, you will ensure that we hire the best possible staff, compensate them appropriately, provide necessary and effective training, maintain a strong focus on staff well-being, manage and develop staff effectively and address poor performance when required. 

• Provide staff with the tools they need to perform: Managing our Head of Grant Operations, you will ensure that we have the tools we need to deliver, including management information, databases, systems and processes and office facilities. 

• Track performance: Track performance against our goals efficiently and effectively, championing a system of accountability and action to review, identify and empower the right people to act on delivering according to the plan. 

Working with colleagues, you’ll ensure we award grants, manage grantees and oversee evaluations efficiently and effectively. This will require us to: 

• Make excellent decisions about our grants: Working with – and potentially managing1 - the Assistant Director for Programmes, Impact and Partnerships, you will help to ensure that our processes for assessing funding applications achieve our organisational priorities for evidence generation. This requires you to understand what partners are trying to do, whether it’s likely to work, whether it will help us build an accessible and trusted body of knowledge, and whether we can build on it to make long-term change happen. 

• Evaluate our programmes: Working with - and potentially managing - the Assistant Director of Evaluation, you will help to ensure that we select and partner with high-quality evaluators to understand how well different activities work.

• Ensuring the team maintains effective monitoring processes: Working with your team, you will develop the necessary skills, processes and decision-making processes to identify when things aren’t going to plan and respond accordingly.

• Build strong relationships with your external partners: You and your team will build strong, trusting relationships with the projects the YEF funds and the evaluators that we work with. Your team will be known for being attentive yet assertive and measured and efficient in the reporting information we expect. You will become well connected in the sectors that we are working in.

• Identify opportunities to scale up projects: You will be proactive in identifying projects that would benefit from capacity development support or that may be ready to scale up their work, collaborating with Impetus to deliver on this.

• See your primary team as the Directors team: As a core member of the Directors team, you will be part of making the most important decisions about the short-term and long-term strategy of the Fund. You will build and model the culture and values that we need to make a real difference. You will leave ego at home and look to make the rest of this team a great success. 

Person specification 

• You are excellent at leading on finance in an organisation: You find it easy and straightforward to develop and oversee, large organisational budgets and ensure timely preparation of management accounts. You’re excellent at financial forecasting and understand how to make judgements and recommendations based on future scenario planning. You have experience reporting to Boards on financial performance and health, and leading on organisational external audits.

• You are strategic about finance: You’ve got real skill in distilling complex financial information into simple, easy to understand reports and presentations that enable good decision-making. You see your knowledge of finance as a way to serve Director-level colleagues with overall decision-making. You also understand how to navigate competing priorities and how to calculate and articulate risk and reward, knowing few decisions are straightforward.

• You get teams to use data well: You understand that accurate data and excellent management information tools enable good decision-making. You understand how management information databases (like Salesforce) work and would be able to maintain and build a culture of recording data and maintaining data quality within big teams. Ideally, you have experience working directly with Salesforce.

• You get things done and are brilliant at improving things: In previous jobs, you have held significant responsibility for ensuring challenging projects are delivered on time. You like finding ways to make things operate better for everyone. You are excellent at designing and putting in place effective systems and processes.

• You are a low ego and effective leader: You have a track record of building and leading effective teams. You are thoughtful about how to get a team working well and people tend to warm to you and respect you. You are not afraid of managing someone brighter and better than you or of addressing poor performance. You leave ego at home. You work very well in a team. You like taking responsibility for things. The Head of Property is a crucial and pivotal role at the Diocese, as you will lead the strategic management of the Diocese’s assets, taking responsibility for maximising income and capital returns from assets, including property development on investment land and buildings.

Reporting to the Diocesan Secretary, you will oversee the management of the Diocese’s housing and the Glebe estate. You will ensure good quality clergy accommodation through strategic maintenance and planned enhancements, along with the sale, purchase and development of housing stock and glebe land as required.

Managing the Property Services Team, which oversees the management of all clergy and other housing within the Diocese, you will ensure maintenance and improvements are performed within agreed timeframes and budgets and provide an excellent and friendly service to clergy and their household. In addition, you will ensure maximised rental income from vacant housing and glebe land which is a key income stream for the Diocese.

As Head of Property, you will offer support to parishes and protect their interests by advising on decision making regarding their buildings, with a particular focus on enhancing utilisation and value, especially for church halls. You will also represent, protect and advance the interests of PCCs, Incumbents and Churchwardens, by partnering with them to provide high-level advice to parishes on the effective management of property matters, particularly in cases where the Diocese acts as custodian trustee on their behalf.

As a key member of the Diocesan Office and Senior Management Team (SMT), Diocesan Finance & Assets Committee, Diocesan Advisory Committee and Property Advisory Group, you will manage the property budget, taking part in budget reviews and budget setting in partnership with the Director of Finance and Finance & Assets Committee.

Professionally qualified with a relevant qualification and with significant demonstrable post qualification experience in a similar role, perhaps as a surveyor, you should have proven leadership experience with a focus on strategic property development and resource planning.

With experience of working in the property sector, ideally in asset management, residential property management and landlord and tenant relations, you should have a track record of driving maximum return from property and/or land assets, including experience of property disposals and purchases. Able to maximise  income, you should also be adept at planning, managing and reviewing substantial budgets and exercising strict financial controls in a property environment.

Sympathetic to the overall Christian mission of the Church of England, including the Diocese’s schools, church communities and buildings, you should be prepared and able to travel regularly throughout the Diocese.

Previous experience with Charities or Not-for-Profit organisations is desirable but not essential.

The Housing and Land assets of the Diocese of Canterbury comprises operational and investment properties, almost all of which consist of ministry housing stock and a small amount of Glebe Land. Assets include circa 170 parsonage houses, the majority of which are occupied by clergy, establishing a unique relationship between the Diocese and church leaders. A minority of the stock (around 50 properties) which are intended for ministry but not currently used, generate substantial rental income. Notably, recent years have seen the move to ensure that we have the right properties in the right places for ministry as well as exploring development opportunities on existing properties that are due to be reviewed, sold or replaced.

As a Senior Service Manager, focusing on their Community and Housing Related Support services at the Group, you will be responsible for overseeing the operational management of their Specialist Housing services in your area of expertise. Your role will involve leading a team of multiple Service Managers, ensuring the delivery of financially viable, high-quality services in line with best practice and the Group's vision. This role will manage services based across Birmingham, Lincolnshire and Peterborough, leading services that provide both scheme based and community-based support with a focus on independent living and mental health service provisions. Further key responsibilities are listed below: 

• Manage a team of Service Managers, supporting them to achieve the quality, service outcomes, and performance standards required by the Group and our contractual obligations. 

• Ensure the recruitment of high-quality colleagues by providing support and assistance to Service Managers as necessary. 

• Investigate potential disciplinary issues and complaints, recommending and implementing areas of improvement and best practice as required. 

• Assist in tendering for new opportunities, re-tendering for existing services, obtaining grant funding, and mobilising new contracts. 

• Develop services to deliver increased social benefit to communities in line with company business plans and departmental strategy. 

• Routinely review key performance indicators and legal/regulatory compliance, promptly addressing any areas of poor performance or non-compliance and escalating issues to the Head of Service as appropriate. 

• Set service and related budgets in line with company requirements and regulations, closely monitoring and controlling them, and taking early remedial action on any potential issues. 

• Conduct regular service audits, create and monitor relevant improvement plans with the Service Manager. 

In order to be successful in application for their Senior Service Manager role, you’ll need proven experience in delivering independent living contracts, alongside previous budget management and contractual income management experience, ensuring value for money at all times.  Having a knowledge and understanding of Chartered Institute of Housing and have or be willing to work towards Level 4 Qualification is also crucial. 

Their Senior Service Manager position is a hybrid position, contracted to 36.25 hours per week. To them, this means a weekly presence in the services under the remit of the role (they are open to discussion around how this is built into working weeks).

WaterAid is looking for an experienced individual to play a vital role in contributing towards our mission to transform lives with safe water, sanitation, and hygiene in poor and unserved communities. The position will be stationed in Lusaka, Zambia, with frequent travel to Field offices stationed in other districts in Zambia as well as periodic international travel.

About the Role:

Reporting to the Country Director, the Head of Programmes will provide strategic programme direction, managerial and programme leadership, and oversight on all aspects of strategy development, programme development and management in water, sanitation and hygiene including significant component of public health programmes and projects. S/he is responsible for strategic programme leadership of programmes, programme design, management, quality assurance and partner support. S/he will provide an oversight of the quality of the programmes that reflect adherence to global and WaterAid standards and donor guidelines, while fostering innovation to improve effectiveness and impact ensuring the delivery and overall success of WaterAid's Country Programme Strategy (2023-2028). The role enhances WaterAid's existing portfolio of programmes and partnerships, working closely with Policy and Advocacy and diverse expertise to design and showcase WaterAid's service delivery models, and innovation with the aim of influencing for wider and transformational change in support of WaterAid's vision and strategy.

The Head of Programmes is a member of the Senior Management Team. S/he will have a strong professional relationship with the Regional Programme Manager, based in the Regional Team to ensure that global standards on programme quality, planning, monitoring, evaluation, and assurance are applied in country programme. At the Country Programme level, the Head of Programmes will have a strong professional relationship with the Head of Advocacy and Policy, Head of Funding, Head of Finance and Senior Programme staff.

Specifically, the Head of Programmes, will be responsible for the following amongst others:

• Provide strategic programme direction for the design of the Country Programme strategic frameworks and plans, including the development of resource mobilization strategies to optimize the impact of programme interventions in line with the Country Strategy and WaterAid's regional and global strategic priorities.
• Collaborate closely with the health sector to empower them to prioritise Water, Sanitation and Hygiene (WASH) initiatives and embed hygiene practices as fundamental pillars of public health.
• Lead the execution of WaterAid's programmatic approaches that include Systems Strengthening Approach, Gender transformative WASH, Hygiene Behavioural-Centred Approach and Design methodologies, and Human rights-based approach (HRBA) into all aspects of WASH programming and operations.
• Lead the development and execution of strategic plans for WASH programming, ensuring alignment with the organisation's goals and priorities.
• Integrate Climate Resilient WASH principles into project design and implementation strategies to enhance the resilience of WASH systems and infrastructure to climate change impacts approach into all aspects of our work.
• Provide technical guidance and capacity building support to staff and partners on systems strengthening principles, methodologies, and best practice.
• Lead high-quality project design incorporating project management standards and Programme Monitoring, Evaluation and Reporting (PMER) methods, appropriate to project scope, context, and technical needs. Coordinate activity planning across various projects from multiple sectors, promoting programme integration and optimising implementation efficiency.
• Lead on planning and management of programme budgets and timely delivery of programmes that comply with both internal and external standards and contract terms, while also ensuring they deliver the best contributions to our strategic outcomes and the expectations of our national/ local partners and communities.
• Supervise programme managers and budget holders to ensure donor compliance and timely programme implementation. Inform management of team progress and performance. Manage team dynamics effectively and prioritise staff welfare.
• Play a key role in shaping strategic direction, decision making processes, and corporate governance. Uphold the WaterAid brand, while addressing development issues specific to Zambia and other management related issues. Contribute to expertise and insights to ensure effective leadership and alignment with organisational goals and values.
• Create conducive learning conditions, ensuring a safe environment for sharing of ideas and problem solving. Promote accountability, learning and knowledge management overseeing implementation of the PMER policy and facilitate cross-sectoral and cross-department learning.
• Coordinate with Head of Finance and IT and Head of People & Organisational Development to ensure appropriate project budgeting and efficient use and stewardship of project material and resources.
• In coordination with Country Director and the Head of Funding oversee the business development cycle to ensure development and submission to donors of quality proposals as per donor requirements.
• Oversee the identification, assessment and strengthening of appropriate partnerships and the appropriate application of partnership concepts, tools, and approaches.
• Ensure technical assistance and capacity strengthening for project teams and partners in project management standards and related PMER, business development and operational activities. Identify training opportunities, develop training curriculums, and deliver trainings.
• Encourage and promote empowering and collaborative leadership, effective management, and a culture of openness, innovation, and accountability in line with WaterAid's values.
• Provide guidance and tailor individual development plans through coaching. Conduct performance assessments for direct reports to evaluate performance and provide feedback. Contribute to project staffing plans and senior recruitment processes.
• Represent WaterAid in meetings with NGOs, Government Ministries, donor representatives and diplomatic missions, and other external partners.
• As a key member of the Senior Management Team contribute proactively to Country Programme management and organisational effectiveness
• Ensure highest standards of accountability through ensuring good communication and information sharing in line with WaterAid policies and procedures within and outside the organisation.
• Be aware of, understand and comply with the WaterAid Code of Conduct, Safeguarding Policy and all WaterAid Zambia policies and procedures.

To be successful, you'll need:

• Minimum of master's degree in WASH, Public Health, Engineering, Water Resources Management, Environmental Sciences, development Studies or relevant discipline.
• At least 10 years of progressive managerial experience at senior levels, with strong relationship management skills. Ability to relate to people at all levels, both internally and externally.
• At least 5 years of demonstrated experience in strengthening elements of WASH systems with an understanding of WASH interaction with other systems such as health, climate change, education, and economic development.
• Experience of project and programme management and programme cycle management, with significant financial and budget management responsibility
• Proven experience of leading, developing and implementing a WASH strategy.
• Strategic and operational planning experience, experience in developing country and programme strategies and multi-sectoral development programmes.
• Experience in Developing project / programme proposals for raising resources from institutional donors.
• Experience of managing and building high performing team.

This vital role works alongside the Head of Philanthropy as we look to build our philanthropic partnerships over the next five years and beyond, with a particular focus on our High-Net-Worth Individuals (Major Donors). As well as building upon current relationships, you will identify, research and cultivate relationships with new and lapsed major donors to help increase income from this important income stream.

You will be part of a dynamic and highly skilled Fundraising and Communications team, dedicated to inspiring people in the UK to help transform lives in some of the world’s poorest places.

This important role will seek to develop our Major Donor income stream, seeking to grow both numbers of donors and income raised. At CBM, a Major Donor is considered to be one who has the capacity to give £5,000+ per year and who relishes the opportunity to have one-to-one, personalised interactions with CBM.

This role will seek to identify new high-level donors, as well as help to develop existing relationships with our generous supporters.

Working closely with the Head of Philanthropy, other team members and (occasionally) external consultants, and in collaboration with our colleagues in the Programmes Team, this role focusses on building and consolidating our major donor portfolio, so increasing our donor base and thus our in-year and pledged income.
