Purpose of the job

This role is responsible for the design of UK Youth’s support to young people, youth organisations and youth workers. This could include structured youth work programmes, funding and grants+ programmes, professional development initiatives, and campaigns.

You will lead and oversee end-to-end design processes, ensuring that UK Youth develops fully packaged offers that respond to the evidence base and people’s needs, drive forward our strategy and achieve incredible impact. You will work across UK Youth teams, with external design partners, and meaningfully involving young people and the professionals who support them in the design process.

You will be experienced in developing high quality funding propositions (proactively and in response to new business opportunities). You will be confident in taking a human-centred design approach to tackle some of the youth sector’s knottiest problems.  You will design solutions to important problems, ensuring that they are feasible, equitable, impactful and scalable.

In 2026, our priority topics for youth work programmes and network development are: mental health and wellbeing, employability, social cohesion and community safety.

 As a leader, you will work closely with research, evaluation, policy, service delivery, network development, and fundraising teams. You will help to improve the skills and confidence of colleagues across UK Youth to apply design methods in their own work and collaborate effectively with the Design team.

Experience we're after

• Significant experience of leading and overseeing the development of new business propositions and proposals to time-limited funding opportunities

About the role
As part of our Public Affairs team, you’ll lead on supporter content and digital communications, tailoring messages for different audiences to maximise reach and engagement. You’ll support research and report writing, monitor UK and EU policy developments, and track campaign performance to help shape future work. You’ll also play a key role in growing and engaging our supporter network—mobilising people to take action and strengthening our influence with decisionmakers.

This is a part-time role, working remotely for three days a week between 09:00 to 16:00. There is flexibility to discuss which days would suit you best, except for Wednesdays, which are required. You will be required to attend the charity’s head office located in Norfolk a minimum of 6 times per year and this will be at your own expense for travel and accommodation.

About you:

You’re a clear, confident communicator with experience writing for digital channels, using campaign technology and working collaboratively across teams. You build positive relationships with supporters and stakeholders and understand how campaigning can influence decision makers, supported by knowledge of UK and/or EU legislative frameworks. You’re organised and pro-active, able to manage multiple priorities and adapt quickly in a fast-moving environment. Analytical and research skills, an understanding of equines and the ability to speak another language are desirable.

Main Purpose To hold responsibility for the framework, delivery, and day-to-day management of the charity’s IT systems and organisational resources, ensuring secure, efficient, and value-for-money operations that enable high-quality mental health services. 

MAIN AREAS OF RESPONSIBILITY 

1. IT RESPONSIBILITIES 

• Be the first point of contact for our externally contracted IT support team, to ensure all devices are maintained, updated, upgraded, and secured, including operating systems, security patches, antivirus, and endpoint protection. 

• Lead on all IT systems across the organisation, including hardware, software, networks, cloud-based systems, and user access. 

• Be our cyber security awareness champion and link with the external IT support team on any suspected cyber incidents, phishing attempts, data breaches, or system vulnerabilities. 

• Purchase, install and configure new IT equipment and software in line with organisational needs, budget, and security requirements. 

• Support staff with installing and using approved software and digital tools, providing guidance and basic training as required. 

• Maintain accurate IT documentation, including user access, licences, warranties, and renewal schedules. 

• Support business continuity from an IT perspective, ensuring systems resilience, backups, and disaster recovery arrangements are in place and tested. 

2. Resources and Core Business Administration  

• Lead on organisational resource management, including purchasing of equipment, supplies, and services, ensuring value for money and compliance with budgetary controls. 

• Maintain and update the Asset Register, ensuring all equipment is logged, tracked, and reviewed appropriately. 

• Provide administration to support the core business team including finance, health and safety contractors, insurance contracts 

• Support the maintenance and regular review of the Business Continuity Plan, ensuring it remains accurate, practical, and up to date. 

• Assist with record keeping, document control, and data accuracy across administrative and resource systems. 

• Contribute to the smooth running of central administrative processes and support continuous improvement in systems and ways of working.

ABOUT THE CLINK CHARITY

The Clink Charity, founded in 2009, aims to prevent and reduce reoffending through training, rehabilitation, and support. We deliver hospitality and horticulture training behind the prison walls and in the community by creating an environment where our students are supported to gain the skills, confidence and qualifications they need to rebuild their lives.

Since that time, we have trained approximately 5,000 people in prison and delivered 2,600 City & Guilds qualifications in a variety of hospitality and food courses.
What makes The Clink unique is our post-release support and mentoring programmes that rehabilitates an offender back into society through assistance with health mental health issues, housing, employment, family connections and friendships.
The charity operates an award-winning fine-dining restaurant open to the public inside HMP Brixton, training kitchens in the prison estate, horticulture projects at HMP Send and HMP Erlestoke, a commercial bakery in Brixton, and a bespoke delivery service, Catered by Clink.

Additionally, Clink Events is our social enterprise catering business with food produced by the women at HMP Downview and also in additional kitchen at Herne Hill and then served by alumni in front of house at some of the best venues in London including: the Guildhall, the Science Museum, Cutty Sark, Kew Gardens and the Camden Roundhouse. ABOUT THE ROLE

Our Head of Training and Impact is a vital and high-profile role within the organisation, responsible for overseeing the implementation of all training projects at The Clink Charity across our portfolio, both in prisons and out in the community, evaluating the outcomes and impact of our work for our beneficiaries.

This is a broad and varied role allowing the incumbent to work across catering, hospitality and horticulture training projects, delivering nationally accredited and high calibre City & Guilds qualifications to vulnerable learners.
Having oversight of the projects, and working closely with our team of expert project leads in our restaurant, bakery, gardens and in our youth café of South London, this role offers the opportunity to develop exceptional training programs, rigorous quality assurance processes, and reflective practice in evaluation work.

As we scale our youth projects to a second site in Guildford, this role also comes with the wonderful opportunity of mobilising a brand new project to meet the needs of a NEET community of 16–25 year olds in a café based at Guildford County Court.

The Head of Training and Skills will onboard referral partners, design the delivery program and impact framework, and work alongside a skilled support team to ensure the success of the site, with a view to opening more of these projects in 2027.

A LITTLE ABOUT YOU

You could be a great fit for our Head of Training and Impact role if you bring a strong background in hospitality and a passion for developing others. Perhaps you’ve led hospitality training in a college or cookery school, delivered City & Guilds qualifications within an FE setting, or built your career as a Chef or hospitality professional in a busy restaurant, hotel or catering environment.

You may have combined industry experience with teaching, or progressed from the kitchen into education and leadership. KEY RESPONSIBILITIES

Leadership and line management

• Work with the CEO, ELT and Board to achieve The Clink’s mission, vision and strategic objectives.
• Lead the design and implementation of a skills and training strategy which delivers the agreed vision and goals, and to communicate its effectiveness to project leads via KPIs, targets, and regular briefings.
• Lead the design and implementation of effective and robust systems and processes for the operational delivery of training programmes in achieving required delivery outputs.
• Lead on the embedding and implementation of an effective Quality Assurance programme for all project delivery across the Charity.
• Provide line management support for the programme leads in the Restaurant, Bakery, Gardens and Café, providing wider leadership to the staff team on all matters connected to delivering training and measuring the outcomes and impact of our work.
• Line manage the Data and Compliance Manager and support him with preparation of data driven insights informing strategic decisions.
• Conduct 1:1s with your direct reports, manage appraisals and oversee performance management processes.
• Ensure the learning and development needs of all delivery staff are met.

Project delivery

• Oversee all project delivery work at The Clink Charity, ensuring consistent, quality delivery and effective monitoring, evaluation and reporting of all projects.
• Manage the recruitment, training and development of our training staff continuously reflecting on improvements to the roles that can more effectively achieve project outcomes.
• Own the design and implementation of our work based on insight and learnings, lead on reviewing existing services and assessing new services or approaches.
• Make operational delivery decisions to ensure quality projects and provision – oversight of logistics, staffing, and resource management.
• Provide cover and support for staff delivering projects across our portfolio as/when needed.
• Ensure the CPD needs of staff delivering projects are met – including tracking completion of IHASCO courses for mandatory training.

Qualifications, assessing and verification

• Act as the lead link to City & Guilds for the delivery of the charity’s training courses across all projects ensuring that the content of the training programmes enables learners to achieve their qualifications and meet the high standards of City & Guilds NVQs.
• Work with the project leads on preparing portfolios for hospitality, catering and horticulture projects ready for assessment and verification.
• Oversee all verification of these courses. Act as one of a team of IQA’s for The Clink Charity and facilitate the EQA (External Qualification Assessor) visits, and HMPPS/HMI inspections across all sites.
• Host standardisation meetings with colleagues to build a collaborative training culture.
• Regularly monitor qualification outcomes against targets.

Monitoring, evaluation and insight

• Work with the project team in prisons and in the community to develop measurement and evaluation processes to assess the impact and outcomes of The Clink’s training programme, inform future decisions about programme development, and enable robust reporting to stakeholders.
• Attend quarterly reporting meetings with the MoJ to share the outcomes of our projects, preparing reports for those meetings and working with colleagues at New Futures Network who monitor our work for the MoJ.
• Regularly review impact methodology and implementation to ensure The Clink’s impact is measured and demonstrated in the most effective way, showing the full impact of our programmes.
• Develop efficiencies in collecting and analysing data.
• Be impact-driven and use data and results to ensure the planning and delivery of high-quality programme to drive continuous improvement.

Safeguarding

• Champion safeguarding in all the work that you deliver in and out of prisons, ensuring processes are adhered to and a culture of safeguarding is sustained throughout the organisation.
• Act as a DDSL – Deputy Designated Safeguarding Lead.
• Approve updates to related policies and procedures annually.
• Ensure all staff working in our projects are appropriately trained in safeguarding practice at The Clink Charity.

New business, income generation and programme development

• Lead on strategic planning for delivery and programme development across all sites, seeking opportunities to grow/scale our impact by exploring new opportunities with our partners.
• Build and develop relationships with all relevant stakeholders, including MoJ and HMPPS colleagues, referral agencies for our community work, and strategic funding partners to increase our reach and deepen our impact on beneficiaries.
• Build and develop The Clink’s network of potential delivery partners including HMPPS, DWP, DfE, local authority, social care, schools, and other third sector organisations who work with us in supporting our beneficiaries.
• Provide expert content surrounding programme delivery and development for funding bids and proposals.
• Support the work of the CEO and Grants Manager in raising funds for the charity, including through attending pitches and meetings with current and prospective funders.

Finance

• With the support of the Director of Finance and Resources, prepare and oversee budgets for project delivery and track spending against forecasts ensuring good fiscal management of projects.

General Duties

• Report on delivery to the Board of Trustees, prepare papers for and attend subcommittee and full board meetings every quarter as requested.
• Carry out other duties as required by The Clink Charity.
• Act in a manner that is in keeping with The Clink’s values and promote inclusive practices.

PERSON SPECIFICATION – DESIRABLE EXPERIENCE

• Experience of leading projects and training and developing a team made up of staff members of differing levels of seniority.
• Experience of working in: social justice, education, youth work, or criminal justice projects, or having worked in hospitality or horticulture before, or having lived experience that reflects the lives of the beneficiaries that we serve.
• Have an IQA qualification or be willing to complete the course to become accredited.
• A track record of excellent project management skills (accuracy, attention to detail, scheduling, problem solving and monitoring) at a national level and have a strong working knowledge of GDPR.
• Excellent interpersonal skills and experience of building relationships with various stakeholders at a senior level.
• Experience of contributing to the development of overall strategy as part of a senior management team, and ability to translate this into operational strategy and plans that help deliver the organisation’s vision and mission.
• Knowledge of implementing quality assurance systems and the ability to objectively assess the performance of partners and colleagues against an agreed competency matrix.
• Knowledge of report writing and extrapolating data to inform decisions.
• An understanding of the catering, hospitality or horticulture courses (NVQs) provided by City & Guilds.
• Proven experience and working knowledge of safeguarding principles and practices and investigation / reporting protocols.
• Proficient IT skills, including use of Microsoft Office programmes.
• Can work flexible hours when necessary and is willing to travel between our South East projects.

Job Purpose

The Head of Place Management leads the delivery of The Fitzrovia Partnership’s Safe & Clean mission. The role oversees all operational activity, contracts, partnerships, and member-facing services that maintain the district’s quality, safety, and appearance.

It ensures services are high quality, efficient, and aligned with the Partnership’s wider missions of Economic Growth, Sustainability, and Place Shaping. The role focuses on delivering outputs that achieve agreed outcomes, combining operational leadership with innovation, value for money, and sound service design. Working with public and private partners and member businesses, the postholder drives measurable impact, continuous improvement, and effective stewardship of resources.

Key Duties and Responsibilities

Leadership and Delivery

• Lead all direct delivery, commissioned, and partnership activity under the Safe & Clean mission.

• Oversee cleaning, maintenance, waste, and safety operations, ensuring coordinated delivery and measurable outcomes.

• Manage the Operations Sub Group and all aspects of its agenda, ensuring effective governance and clear reporting.

• Ensure operational delivery aligns with the organisation’s business plan and priority missions.

• Deputise for the Director of Policy and Place on operational matters.

Service Design and Performance

• Design and manage services that are efficient, evidence based, and reflect best practice.

• Apply high quality service design and project management to all operational programmes.

• Monitor performance, KPIs, and budgets to ensure value for money and demonstrable impact.

• Apply commercial awareness to procurement and service improvement decisions.

• Use data and digital tools to improve performance, reporting, and productivity.

• Encourage innovation and learning from other districts and sectors.

Partnership and Member Engagement

• Build effective working relationships with councils, police, statutory agencies, and partners.

• Engage regularly with member businesses, responding to issues and tracking activity through the CRM.

• Support members with licensing, planning, highways, and related operational matters.

• Ensure Safe & Clean delivery supports the Partnership’s wider economic, sustainability, and place priorities.

Governance and Compliance

• Manage procurement, contracts, and risk across operational services.

• Oversee health and safety, statutory compliance, and performance reporting.

• Produce clear reports and briefings for senior leadership and the Board.

• Ensure consistent and accurate use of the business CRM.

Continuous Improvement

• Identify opportunities to improve service quality and efficiency.

• Stay informed on policy, technology, and best practice in place management.

• Promote a culture of learning, reflection, and improvement.

Person Specification

Skills and Experience

· Proven experience in operations, service delivery, or public realm management within a complex, multi-stakeholder environment.

· Strong experience of contract management and procurement, including setting KPIs, monitoring performance, and securing value for money.

· Demonstrable project management skills, with experience delivering multiple workstreams to fixed timelines and budgets.

· Experience working with local authorities, statutory agencies, and private sector partners.

· Strong commercial awareness, with the ability to manage budgets, assess costs, and make informed decisions about service delivery.

· Confident use of IT systems and digital tools to support operational management, reporting, and productivity, including CRM systems.

· Strong written and verbal communication skills, including report writing and briefing senior stakeholders.

Knowledge and Understanding

· Understanding of place management and the role of Business Improvement Districts or similar partnership organisations.

· Knowledge of public realm services including cleaning, safety, maintenance, and environmental operations.

· Understanding of local government structures and how different city stakeholders operate and interact.

· Awareness of health and safety requirements, statutory compliance, and risk management in service delivery.

· Awareness of sustainability principles and their application to operational services.

• Strong understanding of RSHE / relationship education

• Senior leadership experience

• Experience in designing and delivering youth-focused education programmes

• Safeguarding expertise (DSL experience highly desirable)

Working from home, but with regular travel around London, so must be based in or near London.
