There is a strong case for expanding Social Outcomes Partnerships in the UK and other high-income countries: Needs in our communities are increasingly complex and interconnected. Traditional service provision and delivery often struggle to tackle wicked social problems. The role of Bridges Outcomes Partnerships spans project development (working with outcome funders and others to design and launch the delivery), partnership coordination, project and delivery management (coordinating the delivery phase and liaising with the various stakeholders) and project finance (sourcing social investment to fund the project until it starts to earn outcomes payments). Our own funding comes from a group of pioneering social investors, including The Office for Civil Society, Better Society Capital, UBS Optimus Foundation, Pilotlight, Trust for London, who, like us, are motivated by improving lives and changing the system for the better.

About the opportunity:
We are looking for someone exceptional to join our team as we build new projects and partnerships.
As a Social Investment Manager, you will work on the outcomes contracts activity in both the UK and other high-income countries. You will develop new projects and partnerships along with ongoing management of the existing portfolio.
Here’s a taste of what you’ll do:
> Initiate and execute the development of outcomes partnerships opportunities: Identifying and engaging with challenges faced by central and local government and delivery partners to develop impactful delivery models which tackle those challenges.
> Lead on the implementation of a full project lifecycle of an outcomes-based project and a portfolio of outcomes partnerships, including tasks such as leading on initial assessment and investment processes in project development, developing outcome contract models, leading operational and financial analysis, managing complete legal negotiations and documentation processes.
> Innovating in our delivery: Proactively engaging with key stakeholders to develop and implement delivery innovations while considering any key assumptions around operations, impact, and finance; supporting teams to solve problems using first principles. Suitable candidates will have:
> 7+ years of experience working in social investment, financial and senior operational roles within the VCSE sector, management consulting, public sector delivery, or similar sectors.
> Excellent financial and modelling skills, with extensive experience in supporting the development of comprehensive business/financial plans.
> Strong delivery and investment, advisory and/or operational track record.
> Higher degree level education or equivalent experience.
> Exceptional interpersonal skills, adept at working with multiple stakeholders.

Sounds great, what will I be doing?
Tower Hamlets Supported Living Services are intended for service users with a mental health need some of whom have multiple and/ or enduring needs such as dual diagnosis. With an emphasis on supporting the transition for service users who may have had a significant admission to institutional care, the service has a strong focus on supporting service users with their journey towards recovery and independence. Tower Hamlets Supported Living Services support service users most disabled by their mental ill-health. Service users presently residing in Tower Hamlets Supported Living Services are provided with intensive support for their complex needs.
Cannon Street Road is a 24-7 service catering for individuals with complex needs (mental health and/or dual diagnosis and/or neurodivergence needs and/or physical health issues etc). The project has 20 units. The service delivery is strength based, recovery oriented and co-productive and person centered.
The Dual-Diagnosis Lead will provide excellent quality dual diagnosis support; through assessment, support planning, coaching and motivational interviewing to service users who have drug/ alcohol and mental health concerns to ensure they move forward in their recovery journey. They will support the Service Manager to lead the running of this service and delivery outcomes configured by the local authority, Tower Hamlets.
The role involves providing expert support on complex cases, mentoring and supervising Recovery Workers and students, and contributing to a high-performing, person-centred team. Responsibilities include line management duties, quality assurance through auditing, and leading the implementation of co-production strategies. The post-holder will work collaboratively with stakeholders, promote inclusion, and ensure services comply with all relevant legislation and policies. Additional duties include supporting recruitment, assessments, tenancy processes, and fostering continuous professional development and team wellbeing.
What do I need to bring with me?
You'll need to be able to demonstrate the core skills this role requires as well as match our values and mission. The candidate demonstrates strong communication and partnership-building abilities across sectors, is confident using Microsoft Office programs (PowerPoint, Excel, Word), and excels in time management, delegation, and establishing effective processes and guidelines.

This is a new role at High Trees, created because we believe Lambeth’s voluntary and community sector (VCS) is one of the borough’s greatest assets – strong, skilled and rooted in the communities it serves. Place-based organisations like ours play a vital role in supporting individuals, strengthening communities, growing local economies and shaping the policy decisions that affect the people we work with. We want a dedicated Manager who can help make that case, loudly and effectively, both within High Trees and across the wider system.
A key part of this role is our contract to deliver capacity building support to Lambeth’s VCS, commissioned by the local authority and delivered through the Lambeth Hubs Partnership – but this is one strand of a much bigger picture. We want this role to think beyond any single contract, taking a long-term view of what Lambeth’s VCS infrastructure support needs to look like, and leading the development of new approaches, including peer support models and a more circular economy across the sector.
Health and wellbeing is increasingly shaping where funding and investment in our sector flows, and we want Lambeth’s VCS to be ready and well-positioned to respond to this shift. You will play a leading role in this, working with partners including the SEL VCS Alliance to develop shared practice across South East London boroughs, and ensuring our sector’s voice is heard as these opportunities develop.
