About the Role

The Policy and Advocacy Adviser is a new position within GISF. You will leverage your access to our global membership’s experiences, our robust data and our forward-looking research to ensure decision-makers are equipped to support approaches that enable safe and sustainable access.

The NGO sector has never been better equipped to manage the risks involved in supporting people in need. But without the support and understanding of decision-makers, safety and security professionals are working with one hand tied behind their back.

Cultivating a well-informed and engaged policy environment is paramount. NGO safety and security professionals operate within organisational boundaries, shaped significantly by the terms of donor funding and international convention. These boundaries, spanning administrative, legal, resource-related, and risk-appetite dimensions, underscore the need for a nuanced understanding and proactive engagement.

You will also play a key role in GISF’s support for global NGO/UN security coordination. This position will provide support to NGO representatives (from ICVA, GISF, and Interaction) on the Saving Lives Together (SLT) Oversight Committee and Working Group. The SLT is a mechanism facilitating security cooperation between the United Nations and the NGO community.

Working with the Research and Communications teams, you will ensure that our members’ interests are represented in global conversations, engaging with the media, and contributing to impactful events. You will develop long-term campaigns to bring about important changes, such as increasing the role of local and national NGOs in risk management.

You don’t need to bring a detailed understanding of safety and security, but you’ll need an appreciation of the role that risk management plays in ensuring sustainable access, of the importance of coordination and collaboration, and you’ll need an understanding of how to deliver positive change in the NGO sector.

About You

• Strong knowledge of global humanitarian policies and International Humanitarian Law, including government policies, donor behaviour, international institutions and NGOs.
• Proven experience of carrying out high-quality research, policy and/or advocacy. 
• Ability to think creatively, innovate, strategise, set priorities, manage a workplan and evaluate progress with minimal supervision. 
• Strong networking and experience of participating in coalitions and working with civil-society actors to achieve change.
• Knowledge of human rights, international relations, political analysis and the international humanitarian system.

The Start Fund Programme Officer will work as part of a team to implement the global Start Fund, which is the Start Network's flagship programme disbursing around £20m in awards to network member organisations each year. The global Start Fund provides rapid financing in response to underfunded small to medium scale crises, spikes in chronic humanitarian crises, and in anticipation of impending crises, filling a critical gap in humanitarian financing.

The Start Network is at a critical point in its journey. We have grown and diversified our membership over the past 10 years. We are now set to evolve into a decentralised “network of networks” by 2025. We are currently working with five national and regional networks (hubs) in Pakistan, DRC, Guatemala, India and the Pacific. They are developing locally led ways of anticipating and responding to humanitarian crises. We aim to support the emergence and development of further Hubs in the coming years. Our ultimate ambition is to devolve leadership, membership, programming and decision making to the hubs, while the UK team transitions to provide services of support.

The team of Start Fund Programme Officers work with colleagues across both Save the Children UK (SCUK) and the Start Network.

About the Role

Key for the post-holder is engagement with Start Network member organisations, and effective coordination with the wider Start team, to ensure that the Start Fund continues to enable early, timely and effective humanitarian action.

You will also play a role in identifying and implementing technological solutions to improve Start Fund operational efficiency, and collaborating with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure that learning contributes to strengthened programming, and a continually improving funding mechanism (the Start Funds). You will also support other areas of fund management, currently including crisis anticipation and support to national Start Funds (e.g., Start Fund Bangladesh and Start Fund Nepal).

The role includes working with a wide range of stakeholders within SCUK and other agencies within the Start Network and Start Platform.

You will also be responsible for project and team administration, such as processing of disbursements and record keeping of all project documents. You will support reporting, project compliance and escalate complaints and incidents. Furthermore, you will:

• Be responsible for Grant management throughout the Start Fund alert cycle.
• Provide support to the Start Fund Committee representatives and humanitarian personnel world-wide, in the decision-making processes.
• Implement the Start Fund, while identifying ways on which the programme could be improved from an operational perspective.
• Support MEAL colleagues to capture data accurately, analyse learning and emerging patterns to enable effective monitoring, evaluation and learning.
• Contribute to the mainstreaming of anticipation and early action in the Start Funds through information sharing and capacity strengthening initiatives.
• Support members, particularly local and national NGOs in accessing Start Fund through member engagement activities and critical review and support with Start Fund process adaptations.

About You

To be successful you will have experience working within the humanitarian sector and proven experience of project cycle management and financial management. As well as a flexible ‘can do' attitude, you should have the ability to manage an unpredictable workload and use your initiative. Strong data management and analysis skills are essential, as is:

• Experience in organising events and engaging varied stakeholders in complex issues.
• Proven skills in developing log frames, proposals and budgets, and in reporting.
• Excellent verbal and written communication skills with stakeholders at different levels.
• Competency in a second language, preferably Spanish, French or Arabic.
• Demonstrable experience of collaboration, including forging and maintain effective new relationships and partnerships, often across organizational boundaries.

Reporting to the Head of Finance, you'll be partnering with the Start Network as part of our Global Programmes division, working and influencing the relevant teams to support their strategic decision making and managing income/expenditure budgets across divisional areas of significant variability.

Start Network is an independent charity made up of more than 80 aid agency members across five continents, including international, national and local organisations who aim to deliver more effective emergency aid, harnessing the power and knowledge of the network to make faster and better decisions to help people affected by crises. 

The Start Platform maintains a strong relationship with Save the Children as the grant custodian of many of the Start Network's programmes, so whilst you'll be embedded within the finance team at Save the Children UK in this role, you'll be playing a key role dedicated to the Start Network.

As Finance Business Partner, you will support and drive the business areas you partner with, including Start Funds and Risk Financing, in maximising impact for children through delivery of effective and efficient financial performance and awards management.

In this role, you will: 

• Provide strategic and financial decision support to your assigned team within Global Programmes to underpin strong financial performance
• Provide effective monthly reporting to support regular reviews of business performance
• Work alongside the business to develop forecasts, budgets, and longer-term financial plans
• Develop business models underpinning financial planning and provide the financial inputs for business cases
• Assist teams in developing their strategy and building business cases for investment spend within their areas, providing financial and commercial insight and challenging to ensure best value for money and efficiencies.

About you

You'll be an experienced qualified certified accountant with relevant post qualification experience, ideally in the not-for-profit sector. 

You'll have excellent stakeholder management skills, with the proven ability to work collaboratively and influence the decision making of a diverse set of stakeholders.

• Experience providing strategic and finance business partnering support to senior managers

In this job, you will play a vital role in driving up awareness of the Mental Health Charter with businesses, organisations, and service providers across the borough of Barnet.

To begin with, you’ll use your organisational and project management skills to work with the steering group to create an action plan. With their support, you’ll use your operational communications experience to work with all partners to develop and create presentations and other promotional materials, such as flyers and posters. You will also take photos at engagement activities for partners to promote the project on their respective social media platforms.

Then, using your excellent interpersonal skills you will build on existing relationships with key stakeholders and create new ones. Travelling around the borough of Barnet you will proactively approach, encourage and support a diverse audience of businesses, organisations, and service providers to make pledges to the charter and later follow up on their progress.

On a day to day basis, you will record activities against key performance indicators, accurately record and analyse feedback using surveys and data management tools.

About the Role:
As our Senior Advocacy Advisor on International Financial Institutions you will increase and strengthen our advocacy and capacity to influence global development finance institutions, particularly the World Bank but also be informed on major developments in other IFIs, e.g. recent Paris Summit and Global Financing Pact. We want to ensure our engagement is systematic, impactful and builds up an increased evidence base for influence on the institution.

In this role, you will will employ a range of strategies to advocate for changes in the policies, standards and practices of the World Bank particularly as it relates to water sanitation and hygiene particularly in the context of the twin climate change and global health crises. This position will include a focus on the World Bank Group's Water Global Practice and the Global Water Security and Sanitation Partnership, as well as also support WaterAid Country Programme teams and partners to influence the World Bank's operations at the country level. 

You'll also: 

• Develop and implement advocacy strategies designed to influence the policies of the World Bank and other relevant IFIs on water sanitation & hygiene in line with WaterAid's globally agreed policy and campaign priorities, and in coordination with allies.
• Build a network of contacts and relationships, including relevant IFI/ World Bank staff and Executive Directors, gather information, and advocate with the Board and staff of the World Bank on particular country operations and key policy areas
• Build technical knowledge and understanding of the Bank's policies and practices in relation to the WASH sector, including the activities of the International Development Association (IDA) and how these relate to countries in which WaterAid has CPs

Job Description

The IRC UK’s Finance Team seeks to achieve excellence in financial management by providing accurate and timely financial information to IRC management and programs and by adhering to established financial practices and accounting principles. We do this by supporting the UK office; by implementing and monitoring IRC and donor policies and procedures; leading financial forecasting and planning, proactive risk management; consolidating financial results; and ensuring reliable financial reporting (internal and external).

The Finance Assistant – Operations assists the UK Finance team in delivering its objectives and providing effective support to IRC UK. This position works closely with the UK Finance and Operations department, wider UK office and suppliers. Major Responsibilities

The Moving Minds Alliance (MMA) is an advocacy impact network focused on Early Childhood Development in Emergencies (ECDiE). It comprises a (growing) network of 38 organizations working together to increase the quantity and quality of funding, policy prioritization, and leadership needed to effectively support young children and caregivers affected by crisis and displacement. MMA’s goal is for all children and caregivers to have access to the power and resources necessary to meet their self-determined needs in an environment of dignity, equity and care, especially in situations of national and international displacement.

MMA does not provide funding for implementation of early childhood programs. As a network, its activities are led by members collaborating in working groups responsible for operationalizing specific areas of work, with support from the Core Team and some external consultants. Operational costs and activities are financed by a sub-group of philanthropic foundations, which are part of the overall MMA membership, through a combination of annual member fees and additional donations and grants. A Steering Committee provides overall strategic direction. MMA is hosted by the International Rescue Committee (IRC-UK).

Our Vision: Rebuilding resilience of the youngest refugees

Forced displacement worldwide is at a record high. Young children and caregivers are disproportionately represented among those fleeing from emergencies and crisis-affected contexts. More than 43 million children have been displaced by conflict. One in four children around the world lives in contexts affected by conflict or disaster. Most children born in displacement will go on to spend their entire childhoods away from home.

Children’s experiences during their formative early years shape the architecture of the brain. This creates the foundation for future development, learning and physical and mental health. Prolonged exposure to violence and toxic stress can have life-long negative effects on children’s development. It can lead to higher levels of depression, anxiety, and in some cases post-traumatic stress disorder. Evidence indicates that quality ECDiE services that support parents, caregivers, and families to provide nurturing care during crisis can mitigate the negative effects of trauma and stress on young children and promote resilience and well-being for a lifetime.

Whilst the international community has made significant efforts to ensure children have access to basic healthcare and nutrition, more must be done to ensure that caregivers and young children can access quality ECDiE services. These services are severely lacking in crisis situations across the globe, as well as in communities hosting refugees and asylum-seekers.

The Purpose of the Role

The Knowledge Management and Learning Lead is a critical new appointment. The post-holder will support MMA’s ambition to become the thought leader and ‘go-to’ agency for the latest global, regional and local thinking, evidence and advocacy content on ECDiE. They will strengthen MMA’s capacity for disseminating learning and evidence for impactful advocacy, promoting uptake of evidence that emerges from research, linking researchers with policy makers and practitioners who can use it, including the development of learning products and policy statements.

The post-holder will understand that high quality research, information and learning exchange is the lifeblood of an effective network. They will support MMA to systematically strengthen learning and knowledge exchange. They will ensure that the views and perspectives of affected children, caregivers and communities are centred. They will support the Research Forum on Young Children in Emergencies, which generates research that can be used to influence policymakers and practitioners to provide more effective support to enable young, displaced children and their families to thrive.

Responsibilities:

1. Develop and implement MMA’s MERLA framework and Strategy with the support of technical experts from across the MMA network:

a. Define MMA’s learning agenda and gather data and evidence on its core research questions.

b. Collect, curate and aggregate learning across MMA member initiatives and generate evidence on the outcomes / impact of MMA activities.

c. Harvest, distil and (internally and externally) disseminate evidence and learning on ECDiE from its members.

d. Create platforms and processes to support and enhance internal learning, knowledge sharing, and alignment across the MMA membership and Working Groups.

e. Develop mechanisms to support the MMA’s ongoing performance improvement. This includes ensuring that appropriate digital platforms are in place for data collection and working with the MMA Director to make sure that our learning approach is supported through effective use of data.

f. Work with the Communications Manager to curate, build and share our digital library of resources, information and knowledge across the Alliance membership.

g. Identify, engage and support local partners to harvest emergent evidence from community-based innovations in ECDiE. Present this evidence in case studies and other learning products which can be used to increase the effectiveness of advocacy.

h. Increase outreach to and collaboration with regional and global organizations working on issues related to young children in emergencies through participation in events and meetings.   

2. Oversee the annual production of key learning products. This will include reports which summarise the extent to which national humanitarian and climate response plans identify and prioritise young children and caregivers.

3. Provide day to day co-ordination and support to the Moving Minds Alliance Research Forum. This will include:

a. Organizing and producing webinars, to shed light on ongoing research efforts taking place worldwide, specifically focused on young children and families in emergency contexts.

b. Creating monthly research roundups to compile the most recent, relevant, and impactful research findings in ECDiE.

c. Promoting the “Meet the Fellows” series on the MMA’s social media platforms (LinkedIn & Twitter), in collaboration with the Communications Manager.

d. Expanding participation by members and Research Fellows at conferences and events.

As part of a small team, the post-holder will also share the MMA team’s collective responsibility to deliver an effective and impactful secretariat function. 

Key Working Relationships

The Knowledge Management & Learning Lead will work independently, reporting to the MMA Director. They will be a senior member of the core team and will be expected to support day-to-day activities. The post-holder will work collaboratively with MMA member representatives. They will work alongside MMA working groups and committees, such as the Steering and Strategy Committees

They will work closely with the Arab Resource Collective (ARC – the host organization of ANECD) in Lebanon and BRAC IED in Bangladesh, two of MMA’s key members which will be actively involved in the management of The Research Forum.

The role will involve coordinating with monitoring and evaluation and/or programmatic staff from the different organisations across the membership and with our partners.

They will identify, engage, and work with local partners directly involved in implementing ECDiE in diverse contexts and settings.

Role Purpose

To fulfil its Programme Strategy 2022-2027, ShelterBox’s programming will be guided by two Shelter Technical leads, one with a greater focus on emergency response and one with a greater focus on transitional and durable shelters and WASH. The two positions - working in close coordination and collaboration - will collaborate with the Programme Quality and Programme Delivery teams, to maximise the quality of ShelterBox’s programming in alignment with our renewed mission, vision, and strategy, under the leadership of the Head of Programme Quality.

Duties will include but not be limited to:

• Provide technical input into shelter and WASH project design and development, ensuring that shelter technical standards are documented in project sheltering strategies and tools, and that these standards are adhered to throughout the project cycle.
• Continually assess ShelterBox’s technical strengths and areas for improvement, identify approaches to addressing areas for improvement and work with relevant colleagues to put these into action.
• Provide technical advice and assistance to needs assessment, project design and delivery, including through participating in project design, reviewing concept notes/proposals and presence in-country where this is necessary to support the quality of high priority activities.
• Support partners technical shelter knowledge and capacity development, ensuring that their activities are aligned with organisational and global humanitarian standards.
• Ensure that shelter projects consider priority cross-cutting issues such as, environment, housing land and property rights, protection, gender and inclusion, and safety; and that site activities comply with appropriate local, national, and international standards and regulations.

• Build links and collaborate with relevant sector organisations, communities of practice and academic institutions to build strategically appropriate research agenda.

• Work in collaboration with the Sustainability Manager to ensure that project design and implementation considers sustainability, including, but not limited to, utilising local resources where this makes sense and in reducing plastic and emissions in our programming.
• Work in collaboration with Sustainability Manager and Supply Chain to research, test, develop and implement more sustainable alternatives to our shelter offering.
• Support the development of a research strategy and ensure accompanying work plans to make the most of opportunity for improvement, innovation, and development. Include consideration of aid items, approaches, and agreed organisational learnings.
• Accurately and accessibly present ideas, findings, recommendations, and changes as appropriate to the audience to support organisational awareness, decision making, sector voice, and income generation.
• Work away from home, this may be UK or overseas training or deployment to disaster affected areas. Whilst you are unlikely to respond for more than six weeks at any one time, you may be required to deploy for up to 40% of your time in any calendar year.

The Job

The Finance Officer will work closely with the Business & Operations Manager (BOM). GISF is funded by various donors on different projects with overlapping resources. The Finance Officer will ensure expenditure is allocated to relevant projects and donor funds and will assist in the preparation of GISF’s annual budget, proposal budgets, and implementing budgeting and grant forecasting systems with GISF’s leadership team and project managers. The role will is offered on a part time basis with the possibility of increasing number of hours worked if required.

Job Description

Finance

• Invoicing – reviewing and paying invoices, invoicing members – ensuring compliance, authorisation requirements, flagging and investigating discrepancies and responding to related queries
• Provide financial support to the procurement process, from raising requests to assessing tenders for value-for-money and compliance.
• Validate travel expenses in advance of staff travel, and process expenses on return.
• Maintain the filing system for financial documentation
• Ensure payment documents’ compliance with GISF internal financial procedures and donor regulations.
• Produce relevant financial reports on a regular basis.
• Fulfil daily accounting tasks and assist in coordinating financial functions and services.
• Be the point of contact for GISF’s external bookkeeper and Financial Accountant

Grants

• Provide clear and relevant financial guidance for the management of ongoing projects
• Ensure that all projects implemented by GISF comply with donor financial rules and regulations as well as GISF procedures.
• Prepare and update monthly reports on grant expenditures compared to Budget (BvA), including staffing and operational cost projections
• Work with programme managers to ensure programme projections are updated, and organise monthly meetings to review BvA and projections, to ensure programme implementation is aligned with expected budget consumption.
• Provide financial inputs to formal grant reporting.
• Prepare budgets to support GISF proposals for new funding.

Corporate

• Assist in the preparation of GISF’s annual budget, including briefing the Treasurer and Board as required.
• Develop quarterly budget reports and forecasts for submission to the Board of Directors.
• Contribute to the update and development of GISF’s financial policies and procedures with the Business and Operations Manager
• Coordination with the Finance departments of GISF’s partner organisations.
• Support with all audit and compliance processes
• In addition to the above, the Finance Officer may be asked to carry out other duties requested by the senior leadership team

Person Specification

 Essential Skills/Experience

• Relevant qualification in accounting – AAT or equivalent
•  Knowledge and experience using Xero or similar platform
• Knowledge and experience of using an expense processing platform
• Advanced knowledge of Excel (e.g. ability to create and manipulate pivot tables and use functions such as VLOOKUP and SUMIF) (This will be assessed)
• Good communication skills and good written and spoken English
• An eye for detail and a systematic approach to work
• Ability to handle confidential information
• A team player, who relishes using their initiative and is excited to work in a rapidly growing organisation

Desirable

• Knowledge of CRM systems (GISF uses Salesforce)
• Knowledge/experience of DEXT
• Experience of working with multiple income streams from different donors
• Knowledge of donor compliance and regulations (USAID, ECHO, FCDO, etc)
