Role Overview:

This is a new role. The HR Administrator will play a key role in supporting the HR function, ensuring efficient management of HR systems, accurate record-keeping, and smooth onboarding and offboarding processes for staff and volunteers. This role also provides recruitment support, manages pre-employment checks, and assists with general HR administration.

About the role

The People & Culture Administrator provides accurate, timely, and compliant administrative support across the full employee lifecycle. Global HR Operations Manager

The Clean Air Fund is looking to recruit a Global HR Operations Manager to join their team in London, Delhi or Accra. This is an exciting opportunity to join a rapidly growing organisation whose mission is to use philanthropic grants to catalyse a reduction in air pollution. 

The HR Operations Manager is responsible for delivering high quality, consistent, and compliant HR operations across the employee lifecycle with equity, diversity and inclusion (EDI) embedded throughout processes and decision-making. This role oversees global payroll governance, ensures strong HR systems and processes, maintains data accuracy and privacy, and leads operational improvements that enhance employee experience. 

This is a highly collaborative role. As part of Clean Air Fund’s people team, you will work closely with Global HR Business Partners, Finance, Recruitment, and our global Operations team.

What We’re Looking For

• Experience in HR Operations / People Operations roles, ideally in global, multi-country, and scaling environments
• Strong understanding of HR systems, data, and operational processes
• Experience overseeing multi-country, vendor-led payroll
• Experience managing third-party vendors (e.g., payroll, EOR, benefits, HRIS), including service governance and issue resolution
• Solid UK payroll experience, including monthly submissions, end-of-tax-year cycles, and compliance
• Good knowledge of GDPR and data privacy standards
• Experience using technology to improve workflows, implement systems, or drive automation (ideally including Copilot Pro, though other AI proficiency is welcome)
• Strong analytical skills and comfort working with data, reports, and dashboards

Job Purpose 

This is a new and vital role for the Foundation, involving developing our work around employment, which will support British Muslims to access employment and develop their careers in fields in which we are currently under-represented. You will be part of a matrix-working team that will collectively develop this piece of work, so you will not be simply implementing an existing plan; you’ll be there from the start with key input into how this should be designed and implemented.

The Ministry Development Team (MDT) is a team of 45 people which sits within the Archbishops' Council. We are nationally responsible for ensuring that there is a pipeline of lay and ordained ministers together with their terms of service and the development of future and current senior leaders to meet the missional needs of the church. The Ministry Development Team (MDT) is a team of 45 people which sits within the Archbishops' Council. We are nationally responsible for ensuring that there is a pipeline of lay and ordained ministers together with their terms of service and the development of future and current senior leaders to meet the missional needs of the church. As such we have a key role to play in the delivery of our national Vision and Strategy in which we aspire to be a church which is Jesus Christ shaped and centred.

Our work requires us to work collaboratively with a wide range of stake holders and partners including the 42 Church of England Dioceses, 20 Church of England Theological Colleges, the House and College of Bishops, the College of Cathedral Deans and the College of Archdeacons together with a range of universities and other external bodies. Our work is overseen by the Ministry Development Board, which is a subcommittee of the Archbishops' Council and is chaired by a Diocesan Bishop.

The Ministry Human Resources (HR) Policy Officer will play a key role in the life of the Ministry Development Team as we work together to support the mission and ministry of the Church of England by supporting the development of the ministerial terms of service and wellbeing portfolio. The post holder will be line managed by the Ministry HR Lead and work in collaboration with colleagues across the church especially in the MDT and HR teams.

The Ministry HR team are supported by the Advisory Group for Terms of Service and Wellbeing of Ministers (AGTAWM). AGTAWM is chaired by the lead Bishop for ministerial terms of service and wellbeing, and is a subcommittee of the Ministry Development Board.
