This senior leadership position is responsible for managing and overseeing OTR’s Voice Services which include our Advocacy and Independent Visiting (IV) Service, Participation Service, LGBTQ+ Service, and our CAMHS Link Work Service. You will directly line manage our Leads of these services and empower them to deliver and develop the work that they do.

You’ll work with the Service Leads to manage key commissioner and contract relationships to ensure we’re delivering in line with our contractual obligations. This role also plays an important part in shaping the future of each service; supporting re-contracting, bid writing, and applications to tender.

Main Responsibilities 

Service delivery support 

• Operational oversight and responsibility for OTR’s Voice service, working with the Service Leads to ensure continuity of quality service provision. 

• Line management of: LGBTQ+ Lead, Participation Lead, Link Worker Lead, and Advocacy & IV Lead. 

• Through service evaluation, ensuring young people are receiving the best possible quality of support, capturing feedback and learning to continually develop the support we provide.

• Working with Team leads on quality assurance using the data from our client record system, and service specific monitoring to ensure we’re delivering on contractual goals and targets.  

• Be the first point for safeguarding escalation for the Voice Service Leads and part of the on-call safeguarding rota for all of OTR.

Contracts and commissions 

• Managing relationships with contract managers and commissioners. 

• Working with the Service Leads to make sure we produce timely reporting, monitoring numbers, and finance papers.

• Attending quarterly review meetings, annual reviews and subgroups relating to these.

• Working with the SMT on re-contracting and applications to tender for Voice Services. 

Finance 

• Work with Service Leads and the SMT on funding proposals and development opportunities for the Voice Services. 

• Working with the CEO and Service Leads to set and manage the service budgets and expenditure. 

Partnerships 

• Engage and collaborate with community partners to increase OTR’s presence and impact. 

• Develop and maintain relationships within health a social care to improve outcomes for young people.

• Participate in a variety of external networks and steering groups to share learning and best practice to reach more young people who need us most.

Senior Management Team 

• Alongside SMT and the Board of Trustees, overseeing and managing the implementation of OTR’s organisational strategy, including reporting to the Board.

Working pattern and location 

This role is based at our office in central Bath, which is very close to Bath Spa train station and Bath central bus station. The post holder will be based in a shared office with access to meeting rooms.

There is opportunity to work from home when agreed with your line manager, and we operate a flexible working policy which allows your hours to be spread throughout the day/week in agreement with your line manager.

The central duty team (3 duty workers) will work closely with Refuge’s 6 floating support workers and floating support manager, and each service in the partnership has dedicated management to provide support and oversight for staff, and lead on safeguarding and project management.

We are looking for somone who has proven experience of providing direct emotional and practical support to women as well as up-to-date knowledge of legislation relating to survivors of gender-based violence. The post-holder will also have excellent casework skills, good written and verbal communication skills, clear professional boundaries, and be a proactive team player.

About the Project

PKD Scotland: Outreach and Community Connections Project. 

It is estimated that around 5,000 people in Scotland could be living with Polycystic Kidney 
Disease. It is however often poorly understood and historically underfunded, meaning people 
can leave clinic after diagnosis with little support beyond medical appointments. Many tell us 
they don't know where to turn for emotional support or to meet others living with the same 
condition. We want to change that and with support from a National lottery Awards for All grant 
that is exactly what we are going to do. 

The eighteen-month project will see us reach into hospitals across Scotland to try and ensure 
that no one with PKD in Scotland has to manage their journey on their own. From diagnosis 
onwards we want all to be aware of the charity, the array of services that we offer and foster 
engagement. Two new volunteer led support groups will be established and a group of 
ambassadors recruited to support the ongoing connections we make to ensure that PKD 
remains in the spotlight. 

As our Scotland PKD Engagement Officer you will be central to the success of the project. 
Many people only reach us years after diagnosis, often when symptoms worsen, but we know 
that early connection can make a real difference. PKD is lifelong and people face new 
challenges at every stage. Having support around them helps them stay confident, informed
and connected.

About The Role

 
As PKD’s Scotland Engagement Officer, you will play a central role in delivering this ambitious 
outreach project. 

Reporting to the Chief Executive, you will raise awareness of the PKD Charity and its services, 
ensuring that people diagnosed with PKD are informed about available support from the earliest 
possible stage.

You will build and nurture relationships with NHS professionals and services across Scotland, 
helping embed PKD Charity information and resources into patient pathways. Alongside this, you 
will work closely with volunteers to establish two new PKD support groups and develop an 
ambassador programme to maintain long-term local engagement and visibility.

Finance Manager (Part-Time)

Hours: 16 hours per week (hybrid working, with at least 50% of time in the Guildford office)

Oakleaf Enterprise is looking for an experienced Finance Manager to join our team. This is a key role within the organisation, working closely with the Chief Executive, Trustees and wider Senior Management Team. You’ll oversee all financial activity, ensure compliance with Charity SORP and relevant regulations, and support the organisation to operate efficiently and responsibly.

About the role

You will lead on all financial reporting, planning and compliance, and ensure financial information is accurate, timely and useful for decision-making. You will also manage one member of staff (Finance Administrator) and work with colleagues across the organisation to support budgeting, forecasting, project costing and grant applications.

Key responsibilities

Board & Leadership

• Advise the CEO and Board on all financial matters, ensuring all legal and financial requirements are met.
• Attend Board and relevant sub-committee meetings.
• Provide financial input for the Strategic Business Plan and other analysis as required.

Reporting

• Prepare and present monthly management accounts, including variance analysis, restricted/unrestricted funds and balance sheet reporting.
• Lead the year-end process with external accountants, including audit/independent exam planning, reconciliations, site visits and production of Financial Statements.
• Work with the CEO and department leads to prepare the annual budget and provide variance analysis for Board approval.
• Produce a six‑month reforecast.
• Monitor restricted funds and update the Fundraising and Client Services teams.
• Track reserves and ensure adherence to the reserves policy.

Tax

• Prepare and submit quarterly VAT returns, ensuring correct application of partial exemption rules.
• Review gift aid and GASDS claims to ensure compliance and maximise income.

Payroll

• Ensure compliance with pensions, NMW and tax regulations.
• Oversee P11Ds and payrolling of benefits (where applicable).
• Support and oversee the Finance Administrator with SAGE payroll and keep up to date with relevant tax/employment law changes.
• Review payroll before submission.

Other responsibilities

• Manage high‑level cashflow and work with the Finance Administrator on daily cash monitoring.
• Line-manage the Finance Administrator.
• Support departments with project budgets, cashflows and grant applications.
• Develop and update financial systems and controls as the organisation evolves.
• Manage supplier relationships to ensure cost‑effective purchasing (including IT, utilities and contracts).
• Contribute to the wider SMT.
• Maintain the chart of accounts in SAGE and ensure monthly reconciliations and journals are completed.
• Keep up with CPD requirements.
• Carry out other duties as required.

Essential criteria

• Experience working in a charity, with strong knowledge of Charity SORP (old and new).
• Experience using SAGE 50.
• Fully qualified accountant (CIMA, ACCA, ACA, CIPFA).
