We are seeking a dynamic director of policy and communications, to lead and develop our increasingly impactful external affairs activity. You’ll be sharing community insights and evidence with policy and decision-makers at national and devolved level, supporting a shift towards more inclusive and sustainable transport and mobility, while overseeing high-quality, inspiring member communications and thought-leadership, drawing on grassroots experiences.
About us
Community Rail Network is a national not-for-profit organisation supporting a growing ‘community rail’ movement, which helps communities get the most from their railways, promotes sustainable and inclusive travel, coordinates volunteering and place-making, and brings people together.
Community rail is made up of 76 community-based partnership organisations, and c.1,300 station friends volunteer groups and other community-led initiatives around Britain. Their activities range from creative projects for young people, to advising train operators on service improvements, to building travel confidence among marginalised groups, to biodiversity projects at stations, to promoting greener tourism by rail.
Our enthusiastic team of 24 works from home in different locations, but we come together regularly in person and online. We work collaboratively to support our members, provide training, events and resources, run campaigns, and champion community rail and its insights. We believe in developing our team and helping everyone reach their potential while having a good work-life balance.
About this role
This role is crucial for us, our members and their communities, especially at the current time, with our need to seize on the opportunities of rail reform and devolution, promote wider use of sustainable transport, and bring communities together. You will spearhead our external affairs strategy and plans, building political relationships, influencing decision-making and raising awareness of community rail and its insights, while ensuring effective communications with our members and helping them to have a voice locally and regionally. You’ll be striving to put community rail at the forefront of a shift towards more inclusive and sustainable mobility.
As a member of our senior leadership team, reporting to and working closely with our chief executive, you will manage a passionate team of four, ensuring collaboration with our other teams, partners and funders, and drawing on members’ insights.
Main responsibilities

Lead the review, development and delivery of our communications, policy and insights strategy, working to position the community rail movement effectively, use its insights to influence policy change, and ensure our members are well-informed and have a voice;

Further strengthen our advisory and influencing work with national, devolved and regional government, transport bodies, parliamentarians and other decision-makers, especially around rail reform, transport devolution and integrated, inclusive, sustainable transport;

Ensure we’re engaging effectively with policy developments and opportunities, taking forward a programme of relationship-building, and identifying and engaging in relevant consultations, events and speaking opportunities, enabling community rail’s insights and experiences to be shared;

Collaborate with partners in rail, government and the third sector to feed in our expertise on community engagement with rail, amplify our campaigns, and build opportunities for joined-up communications and policy work;

Continually develop and disseminate our evidence base and insights on the social, environmental and economic value community rail delivers, and opportunities to create greater benefits for communities from rail and transport;

Oversee high-quality, coherent and inspiring communications with our members and partners, promoting our work, and sharing news, opportunities, and good practice across the movement;

Manage production of high-quality resources, case studies and reports that our members can use to enhance their impact and which showcase community rail’s impact;

Lead and develop our media relations and awareness-raising PR, championing community rail and its messages on sustainable, inclusive travel and communities at national and regional level, while supporting members on local PR;

Develop our online presence and reach, making full use of our website, social media, our Scenic Rail Britain campaign, and partners’ channels to celebrate and position community rail and grow its reach and impact;

Oversee a calendar of creative and impactful campaigns that involve and empower our members, creating PR and engagement opportunities, including Community Rail Week;

Play a key role in collective leadership, strategic focus and organisational development as a member of our senior leadership team, including through internal communications and cross-team working, annual planning, funder liaison and reporting, upholding our strategies and policies, and pursuing opportunities for continuous improvement.
Skills and competencies
- Strong leadership and management skills, including experience managing, developing and drawing on a multi-faceted team delivering complex campaigns or projects, and budget management;
- Excellent communication and external leadership skills; articulate, assertive, and with the ability to work diplomatically and persuasively with stakeholders at all levels;
- An understanding of public affairs, ideally in relation to community development, sustainability and/or transport, and a demonstrable ability to identify influencing opportunities, deliver thought-leadership, and engage with policy-makers, including sharing community insights;
- Politically astute, with awareness of and commitment to social inclusion, social justice and sustainability, and a good grasp of the importance of public transport sustainable travel, and community-led action, to these agendas;
- Understanding of political processes and experience of engaging with policy and decision-making, ideally at national, devolved and local levels;
- Sound knowledge of communication and marketing methods and channels, and ability to oversee messaging and targeting of public and professional audiences, and to align content across multiple channels;
- A demonstrable ability to think analytically and draw on statistical and qualitative research to construct robust, evidence-based arguments;
- Experience of working with the media and achieving coverage at national, regional and local level;
- Experience working collaboratively with partners and ideally funders to deliver communications and policy activity and forming professional networks;
- Excellent organisational skills, with the ability to work under pressure and meet deadlines while dealing with competing priorities, and to support team members to do so;
- IT literate with a good working knowledge of Office, the internet and social media;
- Appropriate qualifications and professional development demonstrating knowledge and skills in line with the above, and a commitment to ongoing learning and development.
Other information
As you will be home-based, we are flexible about your location. However, you will be expected to travel to in-person full team meetings quarterly (usually in West Yorkshire), and you will need to bring your team together (currently all West Yorkshire based) with similar regularity in between. Attendance at in-person events and meetings is also important. We therefore welcome applications from those with decent public transport links, not too far from a railway station, to enable journeys to be made sustainably.
This is a full-time position, 37 hours per week. We use a flexi-time system with core hours 10am-3pm, and are committed to being a flexible, supportive and understanding employer. This is a permanent position with a probationary period of six months.

COMMUNICATIONS ASSISTANT - JOB DESCRIPTION
REPORTING TO HEAD OF COMMUNICATIONS
DIGITAL COMMUNICATIONS
WFN’s communications amplify the work of Whitley Award winners, raise the profile of the charity, bolster fundraising efforts, and contribute to global conservation conversations, positioning WFN as a leader within the sector.
- Monitor, and create and schedule content for WFN’s Twitter, Instagram, Facebook, YouTube, and LinkedIn accounts, helping to grow engagement and channel performance, driving traffic to WFN’s website, and sharing charity, winner, and sector news – in line with WFN’s communications strategy and with oversight from the Head of Communications (HoC)
- Lead management of WFN’s photo library and footage archive (Google photos): naming, categorising, and uploading winner and event photos
- Support delivery of social media campaigns during the lead up to events to drive engagement and/or donations, and supporting with posting content throughout the event period
- Help produce video content
- Support production and distribution of our regular e-letter (through MailChimp)
- Work with the HoC on WFN’s website to regularly review and update content
- Draft copy for website news stories and any additional copywriting as needed throughout the year
- Assist the HoC with monthly reporting on the website, social media platforms, newsletter and media coverage

PR
WFN shares impactful stories that resonate with supporters and demonstrate we can make a difference. Throughout the year, we actively work to secure PR coverage for Whitley Award winners. Increased visibility helps winners to attract further funding, gain new connections, and increase political clout – all tools which strengthen conservation work.
- Produce reactive social media to share PR coverage secured by the HoM
- Create and distribute toolkits for press and partners to bolster media campaigns
- Collate charity and winner press coverage, including website news pages, throughout the year
- Support the Head of Media (HoM) and HoC in responding to press enquiries and supplying materials.
EVENTS
Whitley Awards Ceremony
The Whitley Awards are the result of an international search to find, fund, train and put a spotlight on outstanding grassroots leaders and their conservation projects. Finalists are invited to London for a week of training and events, culminating with the Whitley Awards Ceremony, where winners receive their Awards from WFN Patron, HRH The Princess Royal in front of 400 guests and many more tuning in via our livestream.
The Communications Assistant will assist the team in planning and delivery of events during the Whitley Awards Ceremony week, including the Friends Reception, Ceremony and NGO Reception, particularly in the following areas:
Communications
- Assist with supplier liaison across event filming, livestream, and photography
- Help create event visuals and on-screen graphics
- Support with creation of the Ceremony invitations and booklet
- Support with sourcing additional material for the Whitley Award films as needed
- Support the HoC with creation and uploading of content to the website and across social media platforms, including press releases, photographs, news stories, winner pages, and films.
Other WFN Events
Throughout the year WFN holds other fundraising and engagement events ranging from intimate dinners with supporters, winner talks, events as part of our Next Gen programme and major initiatives such as Biodiversity Summits which will require the CA’s assistance.
- Assist with the production of pre-event communications and marketing materials, including invitations, e-letters, social media content, and advertisements
- Assist with setting up and managing platforms such as Eventbrite as needed

Key Responsibilities:
Requirements Elicitation and Scope Definition
· Collaborate with internal and external stakeholders to define, prioritise, and document functional and non-functional requirements for priority DDT projects and product enhancements (across web, email and other digital channels as required).
· Conduct stakeholder interviews, workshops, and process mapping sessions to identify core business problems and opportunities for digital improvement.
· Ensure all requirements align with the overarching DDT architecture and digital principles being established.
Analysis, Feasibility, and Impact Assessment
· Conduct feasibility studies and cost/benefit analyses for proposed digital changes, ensuring new solutions contribute to organisational goals for supporter experience, sustainability, and productivity (return on investment).
· Analyse current digital channel performance data and user behaviour (market research) to identify trends and inform decision-making, ensuring future-proofed and data-driven requirements.

Documentation and Artefact Creation
· Translate high-level requirements into detailed documentation, including User Stories, Acceptance Criteria, wireframes, user flow diagrams, and process models for the Digital and Technology delivery teams.
· Produce clear, high-quality technical writing and documentation for project processes, system changes, and end-user guides, contributing to the team's knowledge base.
Quality Assurance and UAT Management
· Play a key role in the design and co-ordination of comprehensive User Acceptance Testing (UAT) plans to validate that all digital solutions and features meet documented business requirements and satisfy user needs.
· Support the implementation phase of priority DDT activities such as our web development project, acting as a point of consultation to resolve issues and validate new solutions (e.g. changes in software or platform compatibility).
· Contribute to system maintenance planning by documenting defects and change requests post-launch.
Communication and Bridge Building
· Serve as the primary communication bridge between the DDT Programme Manager and Digital, internal and external stakeholders, managing expectations and ensuring project transparency.
· Facilitate project presentations and public introductions of new digital features to stakeholders and internal teams to secure project adoption and report on progress.
What we are looking for:
· Proven experience as a Business Analyst, Systems Analyst, or equivalent role, specifically within a digital, marketing, or technology environment.
· Expertise in using agile methodologies (e.g. Scrum) and developing core business analysis artefacts (User Stories, Acceptance Criteria, Process Maps, BRDs).
· Strong analytical skills, with the ability to collect, analyse, and interpret complex data to drive requirements and design solutions.

JOB PURPOSE
The Director of Fundraising and Development (Maternity Cover) will provide strategic leadership and direction across all fundraising and income-generating activities, ensuring the charity continues to deliver against its financial objectives and accelerates long-term, sustainable growth across our philanthropic, public, and commercial income streams.
You will bring strong communication, leadership, and interpersonal skills to equip, support, and empower the team through a period of organisational change. You will help the team optimise and make the most of the new organisational strategy, embedding strategic focus, effective decision-making, and collaborative leadership practices across the fundraising leadership group.

The Role

The Campaigns and Alumni Relations Office (CAR) at the University of Sheffield is dedicated to inspiring alumni (former students) and supporters to make philanthropic gifts, as well as giving their time and expertise. As part of the Individual Giving team in CAR, this role encourages people to make gifts of up to £10,000 using a data-driven approach and a range of communication and fundraising channels. The Fundraising Officer will also coordinate our community fundraising and in-memory programme to typically raise over £150,000 per year, as well as project managing direct mail, digital appeals and stewardship communications.
Acting as an advocate for philanthropy, you’ll support and motivate volunteer fundraisers and play a significant role in delivering the University’s flagship fundraising event, the Big Walk. These roles will lead the design and delivery of high-impact work focused primarily on accessible electric vehicle (EV) charging – a key priority for the Foundation. This is a pivotal role that combines technical understanding, programme delivery, and stakeholder leadership, and is designed to work flexibly across our matrix structure.
While your core focus will be on EV charging, you also may be expected to lead and/or contribute to other transport projects across the transport themes.

What you will be doing:
- Lead the design and delivery of accessible EV charging initiatives, working closely with Programme Directors and partners across government, industry and the charity sector.
- Scope, commission and manage projects related to EV charging – such as pilots, commercial partnerships, research studies or funding opportunities – ensuring alignment to strategic priorities.
- Bring technical and market understanding of EV charging (e.g. standards, installation, interoperability, user experience, accessibility requirements) to shape the Foundation’s approach in this space.
- Manage end-to-end delivery of specific initiatives, including planning, budgeting, due diligence, contracting, risk management, and governance reporting.
- Use insight, evidence and stakeholder engagement to shape new programmes of work and ensure delivery reflects the needs of disabled people.
- Work flexibly across our matrix team, contributing to projects or funding rounds outside your own portfolio as needed, and supporting colleagues with specialist input or delivery resource.
- Build and maintain relationships with key external stakeholders, including OZEV, DfT, BSI, chargepoint operators, local authorities, disability organisations and industry experts.
- Collaborate across the Foundation, including with the Insight & Evaluation, Finance and Communications teams, to ensure high-quality delivery, learning and visibility of our work.
- Bring and apply knowledge in key areas as accessible transport, disability, inclusive innovation, grant making or systems change.
- Support the development and continuous improvement of our delivery models, funding mechanisms and ways of working.
Your experience:
Must haves:
- Experience managing complex projects, ideally in EV charging, transport, or energy sectors.
- Ability to translate technical or policy insight (e.g. standards, user experience, accessibility, or engineering considerations) into practical delivery and funding approaches.
- Experience managing projects or funding opportunities from inception through to delivery, ideally across multiple partners or suppliers.
- Strong stakeholder engagement and influencing skills, with the ability to work effectively across government, industry, and the charity sector.
- Excellent organisational and project management skills, with the ability to deliver multiple, complex workstreams to deadlines.
- Strong analytical capability, able to interpret data, research and qualitative insight to inform recommendations and decision-making.
- Excellent written and verbal communication skills, including the ability to produce high-quality reports, business cases, and presentations for senior audiences.
- Confident IT literacy, including Microsoft Office (particularly Excel and PowerPoint).
Nice to haves:
- Understanding of EV charging systems, standards (e.g. PAS 1899), and market dynamics.
- Experience working alongside government, local authorities, or industry partners on projects.
- Familiarity with innovation or funding mechanisms such as pilots, challenge funds, co-design, or commissioning frameworks.
- Understanding of wider disability and transport issues, such as the social model of disability and key accessibility barriers.
- Experience supporting or line managing others in a team or project context.
