The Youth Employability Service
CXK delivers the Youth Employability Service (YES) across East Sussex, commissioned by East Sussex County Council. We offer information, advice, support and guidance to young people in academic years 12 and 13 who are not in education, employment or training (NEET), helping them to explore their options, plan and then take their next steps. We also work with schools supporting young people in year 11 who are at risk of becoming NEET. Liaising with a range of other services, YES is focussed on supporting young people to achieve their potential.
The Team
The YES team support young people from across the county, seeing them at CXK bases, partner venues or in community settings. The team assess and action plan with young people referred to the service, supporting them to understand their options and take steps toward achieving their goals around education, training and /or employment. Working with a wide range of young people, the team approach is focused, creative and persistent, building on young peoples’ confidence and motivation alongside their skills and personal growth.
About the Role
We are seeking a dedicated and compassionate Skills and Employability Adviser.
You will support a caseload of young people aged 16 to 18 who are not in education, employment, or training (NEET), or at risk of becoming NEET. You will guide them through re-engagement with suitable post-16 provisions and provide targeted intervention to those who have withdrawn from or not started their Post 16 provisions.
Working across the West of East Sussex, you will support young people in our Eastbourne office, community-based venues such as Youth and Family Hubs, and other suitable locations that meet the needs of our cohort. You will also work closely with local schools and Further Education (FE) colleges, playing a key role in ensuring that young people receive tailored information, advice, and guidance to help them progress confidently into further education, training, or employment. Through co-located working and effective partnership collaboration, you will build and maintain positive professional relationships while ensuring the accurate and timely recording of information on relevant databases.
You will maintain regular contact with the young people you support, building trust and ensuring that casework is delivered with care and consistency. Your role will involve assessing needs, action planning, reviewing progress, and adapting support as required. You'll also act as a champion for relevant opportunities and resources—ensuring young people, parents/carers, providers, and wider stakeholders are aware of what’s available and how it can help.
This role also works closely with our local Youth Justice Service, working in partnership to support vulnerable young people with YJS orders, or an offending background. The postholder will be expected to attend YJS team meetings and input updates into relevant databases and systems as required.
About You
This is a fantastic opportunity for someone with experience working with NEET, Risk of NEET young people, who understands the post-16 education and training landscape and the importance of person-centred support. You will be a confident communicator and collaborator, able to manage a varied caseload and make a genuine impact on the lives of the young people you support.

Main Purpose Of Job:
Project 41 accommodates individuals within the homeless pathway and as part of Oxfordshire’s Homelessness Alliance. These individuals have support needs including substance use, mental health and offending histories, but are able to live in dispersed accommodation in Oxford with a higher level of independence than in our hostels. The successful candidate will understand the trauma people using our services have experienced, and have a compassionate and assertive approach to building relationships. At Project 41 you will provide high quality support service provision, work with clients to ensure suitable and timely move on, ensure the health and safety and safeguarding of service users and colleagues, work in a psychologically informed way, and develop and maintain effective partnerships with relevant agencies.
Main Areas of Responsibility:
To ensure the effective delivery of high quality support, housing management and resettlement opportunities.

Brief role description
The young people programme supports young people from Forces families aged 16 to 24, particularly those who are disadvantaged, affected by mobility, at risk of becoming NEET or who have Special Educational Needs (SEN). Who we're looking for
We are looking for someone with a background in education and/or experience supporting young people to overcome challenges. You will have experience in a customer-focused environment and a track record of delivering to SLAs. You will also be a strong collaborator and team player, with demonstrable influencing skills and coaching or mentoring experience.
You will be a self-starter with confidence to use your own initiative and a passion for supporting the Armed Forces community. You will have an understanding of the challenges faced by forces families in finding appropriate and sustainable employment. In addition, you will have strong operational and administrative skills, knowledge of GDPR and experience using CRMs.
The ideal candidate will have lived experience of the Armed Forces lifestyle, a background in secondary or further education and a NVQ Level 6 in Advice, Information and Guidance.
This position is remote; however, candidates must be based in Hampshire to support local engagement activities and demonstrate knowledge of regional authorities and organisations.

As GrowTH develops its new Hub model, the Support & Housing Manager will play a key role in ensuring that the Night Shelter, Housing Project, and wider support functions operate as part of one joined-up pathway. Through effective management of frontline staff, the role will help create a culture in which staff are developed in their roles, work closely together, share insight appropriately, collaborate around complex cases, and ensure that guests and residents experience consistent support as they move between different parts of GrowTH’s work.
RESPONSIBILITIES
1. Operational Oversight of Frontline Services
The S&HM will oversee the quality and consistency of support delivered across GrowTH’s frontline services, including support provided to Night Shelter guests through the Advocate Workers, while holding direct management responsibility for the effective running of the Housing Project.
1. The S&HM ensures frontline services consistently embody GrowTH’s promise by creating an environment where individuals are welcomed with dignity, experience belonging, are supported to move forward, and have opportunities to explore the Christian faith.
2. Managing the effective running of Frontline Services through monitoring the quality and consistency of support delivered by staff using the following: Line Management reports (monthly); statistics; casework files; support plans; move on plans; resettlement processes and regular calls to referral agencies and churches to gather feedback on GrowTH staff.
3. Manage and support frontline staff in resolving operational issues and practical service delivery challenges.
4. Holding a small, focused frontline caseload, alongside their wider management responsibilities. This will include direct casework with a limited number of guests and residents, particularly within the Housing Project, where additional management input, continuity of support, or more complex casework is required. The S&HM will also work alongside frontline staff on complex cases, support plans, move-on planning, key meetings, and periods of increased frontline need, modelling high-quality, relational, well-recorded and appropriately boundaried support. This casework involvement should also be used to model good practice, strengthen casework quality, and support the development of frontline staff in their roles.
5. Manage and support frontline staff to improve the quality and effectiveness of guest and resident move-on by:
o Monitoring referral levels into services
o Monitoring move-on pathways and move-on discussions
o Assist frontline staff in identifying system blockages (e.g. move-on, referrals) and facilitating solutions to unblock them.
6. Ensuring consistency and clarity in how frontline services operate
7. Ensure GrowTH accommodation is safe, well maintained, and compliant with all relevant requirements.
8. Ensuring appropriate boundaries and expectations are maintained
2. Overall Management and Oversight of the Housing Project
The Support & Housing Manager will hold overall responsibility for the safe, effective, and mission-aligned running of GrowTH’s Housing Project, which currently provides accommodation for 16 residents. Working closely with the Housing Worker, the S&HM will ensure that the project provides stable, affordable, well-managed accommodation alongside clear, tailored support that helps residents move towards independence, community, and long-term housing stability. Responsibilities include:
1. Providing overall day-to-day leadership and management of the Housing Project, ensuring it operates safely, consistently, and in line with GrowTH’s values, policies, and purpose.
2. Supporting and overseeing the Housing Worker in their work with residents, ensuring support plans, risk assessments, case records, move-on plans, and resident engagement are of a high standard.
3. Ensuring residents are welcomed, treated with dignity, and supported to make progress in practical, emotional, social, and spiritual areas of life.
4. Overseeing referrals into the Housing Project, including suitability discussions with the shelter/support team, referral partners, and prospective residents.
5. Ensuring that residents are appropriately inducted into the project, understand the expectations of their licence agreement, and are supported to sustain their placement well.
6. Monitoring rent, licence fee, service charge, arrears, and housing-related financial processes in liaison with the relevant administrative/finance staff, ensuring that residents are supported to keep payments up to date and that financial issues are addressed promptly.
7. Ensuring Housing Project properties are safe, well maintained, appropriately furnished, and compliant with relevant health and safety, fire safety, gas, electrical, and housing requirements.
8. Managing day-to-day operational relationships with key housing stakeholders, including landlords, housing associations, contractors, maintenance providers, and other relevant agencies, particularly in relation to repairs, lettings, inspections, safety checks, rent/service charge issues, property standards, and resident sustainment.
9. Ensuring that Housing Project policies, procedures, house expectations, and resident agreements are clear, up to date, implemented consistently, and reflect actual practice.
10. Overseeing resident support, including budgeting, benefits, employment, training, life skills, wellbeing, relationships, community engagement, and preparation for independent living.
11. Ensuring appropriate boundaries, accountability, and standards of behaviour are maintained within the Housing Project, responding to concerns, complaints, safeguarding issues, and breaches of expectations in line with GrowTH procedures.
12. Managing move-on planning for Housing Project residents, ensuring residents are supported to prepare for suitable accommodation and that links are developed with appropriate move-on providers and pathways.
13. Working with the Director to review and develop the Housing Project, identifying strengths, gaps, risks, opportunities for improvement, and future development needs.
3. Staff Leadership, Performance, and Development
Ensure frontline staff are supported, effective, and accountable. Responsibilities include:
1. Line management of frontline staff

This exciting new role sits within REUK’s Education Pathways work which has been in a pilot phase for the last few years and is rapidly growing now that the UK government has made a commitment to expanding safe and legal routes to higher education in the UK for refugee students.
Higher education provides a transformative pathway for refugee youth, but establishing sustainable institutional access routes requires systemic collaboration. This role will lead the growth, formalisation, and management of university partnerships required to make an education pathway to the UK grow and flourish. You will oversee the complete partnership lifecycle: from university outreach and onboarding (including negotiating formal agreements at senior level), to enabling the formation of campus welcome groups, leading on initial and ongoing university and welcome group training and support, and monitoring and improving all university-facing processes within the pathway.
The postholder will work alongside a newly created Students Lead role, enabling you to focus on the institution-facing workstreams, while student-facing onboarding, welfare, and direct casework are handled by your counterpart.
This is a critical role within a small, high-capacity specialist unit within REUK. Because this is an emerging and new area of work you must be comfortable working with risk and ambiguity, refining and learning rapidly as parameters evolve. You will be an allrounder - as comfortable presenting to university executive boards and Vice-Chancellors as you are drafting MoUs, establishing Terms of Reference, organising and facilitating institutional training, and handling complex partnership operations independently.
Role outcomes
1. UK universities actively partner with REUK to create, expand, and sustain dedicated safe and legal education pathways for displaced students. To this end, key responsibilities include:
Developing and executing a national university engagement strategy to identify, pitch to, and secure new partner universities across the UK higher education sector.
Engaging directly with key university representatives - including Vice-Chancellors, Pro-Vice-Chancellors, Heads of Admissions, Sanctuary staff and key academics - to build institutional buy-in and secure long-term commitment to refugee education pathways.
Negotiating university support packages, including as appropriate fee waivers, scholarship or bursary structures, and accommodation commitments.
Nurturing and strategically managing existing university partnerships to ensure institutional sustainability, high-level engagement, and year-on-year growth in pathway placements.
Representing REUK where appropriate in sector-wide higher education networks and working groups on displaced student pathways.
2. Partner universities establish institutional frameworks, well-trained staff networks and campus welcome groups to receive refugee education pathway learners. To this end, key responsibilities include:
Guiding universities in establishing and structuring sustainable on-campus welcome groups (bringing together university staff and students) to support the welcome and integration of education pathway students.
Designing and delivering high quality training sessions for on-campus welcome groups and other key staff members.
Developing practical toolkits, guides, and frameworks for university staff to accompany above training.
Collaborating with the Students Lead to ensure campus welcome structures integrate with REUK's student support mechanisms.
Advocating within partner institutions for structural policy improvements (e.g. contextual admissions and flexible documentation policies).
3. University partnership governance, agreements, and operational systems run effectively and efficiently. To this end, key responsibilities include:
Drafting, negotiating, and finalizing formal Memoranda of Understanding (MoUs), Terms of Reference (ToRs), and operational service agreements with partner universities.
Managing all administrative and governance aspects of university partnerships independently, including contract tracking, partnership reviews, and operational timelines without junior admin support.
Coordinating institutional admissions frameworks and placement quotas with university registry and admissions departments.
Serving as the primary point of contact for senior university leads when strategic, structural, or other partnership challenges arise
Maintaining robust data systems and records relating to university commitments, funding allocations, and institutional agreements.
4. REUK’s Education Pathways university partnerships work is robustly evaluated, financially sustainable, and aligned with REUK’s broader strategy. To this end, key responsibilities include:
Reporting directly to the Education Pathways Lead on partnership growth, institutional engagement metrics, and strategic pathway goals.
Working in close alignment with the Students Lead to ensure institutional frameworks effectively support cohort needs and programme delivery.
Collecting sector data, university feedback, and institutional metrics to demonstrate impact to funders, university boards, REUK’s board of trustees, and government stakeholders.
Supporting grant reporting and budget management related to university pathway expansion and partner development.
Feeding operational insights from university partnerships into REUK’s broader research, policy, and systemic change initiatives.
Person specification
Although each role requires particular competencies, we seek staff members - irrespective of role - who are willing and able to demonstrate core competencies related to 1) character and values, 2) personal working style and 3) team working. Higher Education sector expertise: Deep understanding of UK university governance, executive structures, admissions procedures, international frameworks, and sanctuary initiatives.
Senior stakeholder engagement and negotiation: Proven track record of engaging and influencing senior decision-makers within universities.
Partnership governance: Demonstrated experience drafting, negotiating, and executing formal and operational agreements, including MoUs and ToRs.
Facilitation and training: Strong training and facilitation skills, with a track record of designing and delivering workshops and guidance, ideally within the higher education or refugee education sectors

Knowledge and understanding of refugee tertiary education: Strong understanding of the systemic barriers faced by refugee students in higher education both in the UK and in first countries of asylum.
Interpersonal skills: An ability to build and maintain positive, warm and confidence inspiring working relationships with internal colleagues and external partners and stakeholders, including in complex situations.
Communications: Outstanding verbal and written communication skills, including ability to appropriately communicate nuance and complexity; confidence communicating with and presenting to high level audiences.
