Role Requirements
As the House Coordinator, you will have direct contact with children and their families, often during challenging times. This role therefore requires a level of empathy and the ability to communicate effectively in emotionally charged situations, which is not typically expected of other administrative roles within the organisation.
With experience of working in a complex environment, across a large and diverse workforce, you will be exceptionally organised with a high-level of attention to detail. You will naturally possess excellent inter-personal skills, and an ability to consult and positively engage with key stakeholders across the organisation.

Purpose of the Job
Development and delivery of the Data, Research and Impact strategy through a cascade of the overall business strategy by ensuring Felix uses robust evidence, technology and research to maximise its social impact and make effective strategic decisions.
The role provides strategic leadership for the Impact & Insights function at a pivotal stage for Felix post-merger. It will also play a critical role as we reshape and transition Data, Digital and Technology, clarifying ownership of business logic, measurement frameworks, KPIs, data quality and governance so that Impact & Insights, Technology and business owners have clear accountabilities and can build greater organisational data maturity. Through this, the role will embed data-informed decision making across the organisation, underpinned by strong governance, reporting frameworks and cross-functional collaboration.

Essential Criteria
- Significant senior-level experience leading impact, insight, research, functions, with a track record of using evidence to shape organisational strategy and decision-making.
- Strong experience of developing impact measurement frameworks, KPIs and reporting approaches that demonstrate organisational performance and social impact.
- Experience of improving data governance, data quality and data management practices across teams, with a clear understanding of responsible data use and data privacy regulations (eg GDPR).
- Ability to lead and develop multidisciplinary teams, creating clarity, focus and high standards across insight generation, research and reporting.
- Strong strategic communication skills, including the ability to clearly articulate asks, recommendations and trade-offs to ELT, boards and senior stakeholders.
- Experience of contributing at senior management team level, influencing cross-functional roadmaps and priorities within data, digital or technology environments.
- Practical experience of using AI or advanced digital tools to strengthen analysis, insight generation, forecasting or reporting efficiency, alongside strong consideration of ethics, governance and adoption

The Head of Operations oversees all of BIAS’s projects, managing a small, high-performing team of project coordinators and frontline advice and community-support staff to ensure that we provide the highest-quality service to our clients. You will need to have demonstrable team-management experience, strong people and communication skills, and a willingness to take a hands-on approach to project delivery, along with excellent organisational and strategic abilities to ensure that projects are delivered sustainably, effectively and efficiently.
In 2025, BIAS expanded its successful Brent-based advice service and active ageing clubs into Haringey borough. The Head of Operations will take the lead on further building and developing the new services in Haringey, ensuring that we replicate our excellent quality of service, strong record of positive outcomes and loyal service-user base.
This is a key role within the BIAS senior leadership team, which will give you the opportunity to have a direct impact on shaping the organisation’s future strategy and direction.
KEY WORK AREAS AND MAIN DUTIES
Staff management
- Manage a team of five project coordinators and five front-line staff to ensure effective delivery and monitoring of BIAS’s core welfare and housing advice, active ageing, volunteering and befriending projects, which support over 900 people per year.
- Manage HR procedures, including employment contracts, probation assessment, leave administration, staff supervision, performance management and exit procedures.
- Conduct recruitment procedures where needed, and supervise the onboarding process for new joiners.
- Oversee training and development needs and budgets.
- Ensure good teamwork and lines of communication between staff, including by chairing regular staff meetings.
- Create a positive working environment in which equity and diversity are promoted and staff can do their best.
Project management
- Project-manage the further development of new advice and active ageing services in Haringey borough.
- Take the lead on promotion and marketing of BIAS’s services, including by representing the charity to partner organisations and at external events.

- Deputise for the Advice Services Manager where needed, supporting the welfare and housing advisers with complex casework, forward planning and client management.
- Support the Active Ageing Coordinators and volunteer teams wherever needed with the day-to-day running of the active ageing clubs.
Quality and service delivery
- Oversee quality-assurance procedures in line with the Advice Quality Standard (AQS), and spearhead biannual renewal of BIAS’s AQS accreditation.
- Oversee running of BIAS’s volunteer project in line with the Investing in Volunteers quality accreditation standards.
- Serve as internal data protection officer, monitoring GDPR compliance, managing risk and responding to any potential data breaches.
- Serve as BIAS safeguarding lead, ensuring that safeguarding policies and training are kept up to date, and that all safeguarding concerns are appropriately addressed.
- Work with the Fundraising and Communications Manager to administer the BIAS website and implement BIAS’s social media strategy.
- Administer BIAS’s IT and client management systems (Microsoft 365, SharePoint, BrightHR, Lamplight CRM), coordinating training, updates and troubleshooting.
Operational leadership
- Advise the CEO on all staffing and service-delivery issues.
- Monitor and report on service delivery, including through monthly advice and volunteer-project reports, quarterly Board reports and regular funder reports.
- Carry out regular reviews of BIAS’s annual business plan, risk register, five-year strategy and internal policies and procedures, providing recommendations to the CEO and Board of Trustees on strategic direction.
- Research and secure funding from grant-making organisations, ensuring BIAS’s future financial sustainability.
- Work closely with the Finance Manager and CEO on budgeting, grant monitoring, cashflow and financial authorisation.
These are the basic duties required of the Head of Operations. However, it is necessary for all staff to be flexible and you may be required from time to time to perform other reasonable duties which are required for the efficient running of the organisation. Candidates must be eligible to work in the UK. This role will be based in our advice offices and club venues in Willesden and Haringey but there may be some options for flexible working (e.g. one day per week from home). Occasional evening or weekend work may be required.

Essential Experience

Significant senior leadership experience, ideally within a regulated charity or an animal welfare organisation.

A strong track record of leading organisations through periods of transition, using resilience and clarity to guide teams through change.

Extensive people management experience, with a proven ability to lead, and support teams comprising paid staff, volunteers, and fosterers.

Significant experience reporting to and working directly with a Board of Trustees, providing strategic advice and managing governance relationships with openness and integrity.

A practical approach to managing organisational risk, ensuring compliance and safety standards are understood and met across all areas of the charity.

Proven success in setting up and maintaining clear policies and processes that ensure everyone knows how to work safely, consistently, and compliantly.

Extensive experience in financial management, including budget oversight and the practical controls needed to ensure charitable funds are used effectively.

Proven success in developing and delivering income generation strategies, including fundraising, grant applications, or legacy giving to support long-term financial sustainability.

A clear, demonstrable commitment to safeguarding, with experience in fostering a culture that prioritises the safety and well-being of all staff and volunteers.

Experience in managing site operations and facilities, including the oversight of health and safety and ensuring premises remain safe and fit for purpose.
Essential Knowledge and Skills

A deep understanding of charity governance and regulatory requirements, specifically with the Charity Commission and Companies House.

A comprehensive working knowledge of animal welfare legislation, specifically the Animal Welfare (Wales) Act 2006 and the Animal Welfare (Licensing of Activities Involving Animals) (Wales) Regulations 2021.

Exceptional communication and diplomatic skills, with the ability to build trust among diverse stakeholders, including staff, volunteers, local authorities, and the public.

A full, clean UK driving licence and the ability to travel as required.
Desirable

Experience in clinical or animal welfare operations, including familiarity with Royal College of Veterinary Surgeons (RCVS) standards.

Time Commitment

Hours: This is a full-time role. It requires flexibility to meet the needs of the charity, including occasional evening and weekend work.

Location: This is primarily an on-site role, based at the rescue centre in Carmarthenshire, Wales to provide visible leadership. There is some ability to work from home for some tasks, and permanent on-site accommodation may be available if required.

Nature of the Role: As the lead for both strategic direction and operational stability, the role requires availability to respond to urgent operational matters.
