Background information
About us:
National Voices is the leading coalition of health and social care charities in England. We have more than 200 members covering a diverse range of health conditions and communities, connecting us with the experiences of millions of people. We work together to strengthen the voice of patients, people with Lived Experience, unpaid carers, their families and the voluntary organisations that work for them.
Our mission:
We advocate for a more equitable and person-centred health and care, shaped by the people who use and need it the most.
We do this by:
- Understanding and advocating for what matters to people, especially those living with health conditions and groups who experience inequalities
- Finding common cause across communities and conditions by working with member charities and those they support
- Connecting and convening charities, decisions makers and citizens to work together to change health and care for good.
Our five-year strategy:
In September 2024 we published a new five-year strategy that was co-produced with our staff, our member charities, our Lived Experience Partners and our key stakeholders. This set out three clear goals:
- End unequal access
By addressing the barriers experienced by those facing the worst outcomes, we will find solutions that improve care for all.
- Transfer power to people and communities
As a leader in co-production, we will help communities to work with system leaders at national and neighbourhood level to make big decisions together. This will maximise the skills and capabilities of patients, ensuring care is truly person-centred.
- Shift the measures of success
By campaigning for better patient experience and outcomes metrics, we can ensure that what matters to people becomes the key measure of success for the NHS.
In the first two years of the strategy we have already made big strides. For example, our work encouraging the Government to focus on “getting the basics right” has seen major policy initiatives designed to fix access to primary care and the 8am rush. Similarly, our work on the experience of waiting for elective care has seen the introduction of the first ever set of minimum standards for waiting.
Our work on the 10 Year Plan, and on the Quality Strategy, has also seen both patient experience and outcome measures given much greater prominence in how the NHS judges success and National Voices has now been commissioned by NHS England to help design the future of patient feedback mechanisms.
We have also successfully campaigned for funding formulas to be revised to enable the NHS to directly address the inverse care law and tackle the impact of health inequalities head on.
But there are challenges ahead, not least the role patients and communities play directly in co-producing improvement. With ICBs under huge financial pressures, and so much change in the health and care system, we need to make sure every piece of work we deliver is of the highest quality and adds real value. This is the only way to help others across the sector understand the value that people with Lived Experience offer to problem solving processes and creating better and more inclusive solutions.

The Talent Set is delighted to be partnering with Mencap to recruit a new Head of Fundraising Strategy & Operations. This is a rare opportunity to join one of the UK's leading disability charities at a pivotal moment of investment and renewed ambition.
Head of Fundraising Strategy & Operations
Salary: £65,000 - £70,000 dependent on experience
Location: Hybrid (London HQ)
Mencap is seeking an exceptional fundraising operations and strategy leader to join the organisation as Head of Fundraising Strategy & Operations. This is a newly created and highly influential role at the centre of Mencap's fundraising transformation journey. Reporting directly to the Executive Director, Fundraising, the successful candidate will act as a key strategic partner, helping to build the systems, processes, insight and infrastructure required to support sustainable fundraising growth.
This role will shape the future of fundraising strategy and operations at Mencap. Working across a directorate with clear ambition for growth, you will lead the planning, performance, insight, systems and case for support activity that helps their fundraising teams work with clarity, consistency and confidence.
Mencap’s fundraising teams need strong foundations to build trusted relationships, grow income and deliver lasting impact for people with a learning disability and their families. You will work closely with senior fundraising leaders and colleagues across Mencap to turn the ambition of Mencap 2030 into joined-up plans, strengthen reporting and forecasting, and improve how data, systems and evidence are used to support decision making.

As the organisation enters the next phase of its development, the focus is shifting from implementation towards optimisation, embedding best practice, building capability and creating a more strategic, data-led fundraising culture. This role will be instrumental in helping Mencap realise the full value of that investment.
This is not a traditional fundraising role. Rather than leading frontline income generation, the Head of Fundraising Strategy & Operations will be responsible for building the engine that enables fundraising success. You will identify risks, strengthen processes, improve ways of working and create the conditions that allow fundraising teams to perform at their best.
This is a highly collaborative leadership role requiring strong relationship-building skills, excellent project management capability and the ability to influence across organisational boundaries. The successful candidate will act as a trusted advisor to the Executive Director, helping to drive continuous improvement across the fundraising function and supporting the wider transformation agenda.

We are looking for a Housing and Destitution Caseworker to join our small, impactful team and provide or co-ordinate advice on welfare and housing issues to migrants.
ABOUT US
Hackney Migrant Centre (HMC) is a community-based charity providing free legal advice, casework support and holistic support services to refugees, asylum seekers and vulnerable migrants.
Approximately 50% of the people we support are homeless, and many are experiencing destitution due to precarious immigration status, the No Recourse to Public Funds (NRPF) restriction or whilst living undocumented in the UK. HMC’s work is informed by our vision of a UK where no one is forced into destitution, exploitation, or vulnerability because of their immigration status.
HMC is currently a small team of 7 employees, including a CEO, Community Manager, Immigration Team Manager, Immigration Caseworker and Access to Justice Coordinator, and an Administrative Support Officer alongside a larger team of up to 60 volunteers.
ABOUT OUR SERVICES
We are based in our office in Stoke Newington, where we provide immigration advice & representation and our housing advice and casework support services. We also offer regular community sessions in a local venue on the 2nd and 4th Wednesday of every month. We call these sessions our ‘Wednesday Service’. The Wednesday Service has historically been the heart and soul of HMC, and it continues to play a key role in our service delivery, accessibility and community presence.
Our Wednesday Service is a multi-functioning hub, offering a warm, welcoming and accessible space for:
Legal advice appointments with HMC advisors and external specialist partners
Casework appointments with staff and specialist volunteers
Holistic advocacy appointments delivered by our volunteers
Our team supports an average of 350 people across all our service areas.
ABOUT THE ROLE
The Housing and Destitution Caseworker will provide or co-ordinate advice on welfare and housing issues to migrants. This will include people visiting the Wednesday Service or referred by the Immigration Team. The post holder will assist with follow-up casework, and recruit and develop a small volunteer Housing and Destitution Support Team to support with these tasks. The post-holder will work to build partnerships with external specialist advisers, to expand our diagnostic advice provision and support with successful referrals for onward legal challenges.

Keep up to date with legislation and practical guidance required to support destitute migrants, including attending relevant training sessions.
Provide training to HMC’s volunteers on housing and destitution issues.
Make referrals to public law/community care and housing legal representatives for complex casework and legal challenges such as judicial review.
Identify where visitors need to access mental health or specialist support and escalate safeguarding concerns in line with HMC’s safeguarding procedures.
Maintain records on all casework, regularly review progress during the casework journey, and ensure that cases are closed when support has ended.
Partnerships
Develop links and partnerships with other organisations to enable effective joint working.
Collect information, statistics and case studies on destitute migrants and the issues they face for the purposes of improving service quality and to meet the requirements of funders.
Contribute case studies and statistical data to relevant policy/strategic legal work carried out by HMC and other partner organisations.
Attend forums of organisations working in the sector to share best practice and evidence from HMC’s frontline work.
Additional responsibilities
Administrative tasks relevant to the post
Help to cover the work of the team during absences
Contribute to HMC’s housing and destitution guides and signposting materials
Support with the wider work of the organisation as needed, including assisting with the set-up and pack-down of the Wednesday Service and associated events.
