To help us in supporting communities in Northern Ireland, we are now looking for a motivated Policy Engagement Manager with a strong understanding of the social policy context in Northern Ireland, and the environment in which our grantholders operate. You will play a key role in shaping and strengthening our engagement with government, voluntary and community sector organisations, and funding partners. Working closely with the Head of Policy Engagement in Northern Ireland, you will help build influential relationships, provide strategic policy insight, and ensure that the experiences of communities inform our funding and development priorities. You will play a key role in enabling the Fund to use our insight, position and influence in Northern Ireland to celebrate and promote the power and expertise of communities.
Key Responsibilities
As Policy Engagement Manager, you will be an excellent relationship-builder with a strong understanding of the voluntary, community and social enterprise sector. You will be comfortable working across complex stakeholder environments and translating policy developments into practical insight, including providing insight and policy context to inform medium and long-term funding initiatives across the UK.
You will develop a thorough understanding of the policy environment relating to our four community-led missions and our commitment to addressing poverty, discrimination and disadvantage through an equity-based approach.
You will maintain a broad understanding of the policy and social context in which our grantholders operate, convening grantholders and stakeholders to explore shared challenges and opportunities. About the Role
As Key Work Manager you will lead on and oversee all Key Work activity at Carney’s Community. This includes undertaking key work yourself on a one to one basis with young people involved in the criminal justice system as well as managing a small team of key workers.
You will provide advice, practical support and befriending to a caseload of participants, aged 11-30, who are at risk of/involved in offending; to encourage and enable them to participate in Carney’s Community’s personal development opportunities and to access the wider services and support they may need in order to give them the best chances of being “the best they can be”. This will involve supporting young people to engage in positive and constructive activities, attend Youth Justice Service or Probation appointments and creating opportunities for their personal, social and emotional development
You will work alongside the employment support manager to plan and deliver the employment group, supporting participants that attend this group and leading specific employment programmes. As manager of the key work project you will oversee the small team of key workers, provide support, guidance and supervision. You will be involved in monitoring and reporting for the project, collecting feedback from participants. You will manage referrals to the project from other organisations including schools, social services, probation and the youth justice service.
About You:
You must have proven experience of working directly with young people in a youth work or key work setting, providing one to one support. You will have the ability to empathise and mediate for young people, a strong understanding of the local area, barriers facing young people, the interplay between material disadvantage, vulnerability and social exclusion and be highly skilled in diplomacy, professional distance, demonstrating empathy, boundaries and sound judgement. You will have experience managing other staff or volunteers.

We support young people living in and around Wandsworth, targeting ages 11-30 facing extreme challenges including criminal justice system involvement or care experience. Carney’s works differently by providing long-term, consistent, unconditional support with empathy; a safe space and activities including boxing, bike workshops, employment support, studio sessions, mentoring and key work. Inspired by boxing legend Mick Carney, the charity was founded in his name after his passing in 2011, building on work led by our co-founders. We aim to create a “virtuous cycle”: while support is free of charge, we ask that when young people are ready, they channel the positivity they have received into others. ROLE DESCRIPTION
The Grants Manager role is primarily based at Queen Elizabeth Hospital Birmingham for University Hospitals Birmingham Charity, with the expectation to travel to the other sites, Good Hope Hospital, Heartlands Hospital, and Solihull Hospital.
This post will oversee the Grants Team at the Charity, with the responsibility of overseeing the distribution of grant funding to projects that align with the charity's mission.
Working as part of a team, the role involves managing the full grant-making process, from designing funding programmes and assessing applications to monitoring funded projects and evaluating their impact. The manager works closely with applicants, trustees, and external stakeholders to ensure funding decisions are fair, transparent, and achieve meaningful outcomes.
They also develop grant policies, manage budgets, ensure compliance with governance and regulatory requirements, and use data and evaluation findings to improve funding strategies.
Strong relationship management, strategic planning, financial oversight, and decision-making skills are essential, along with a commitment to delivering positive social impact.
This role may involve occasional evening and weekend work at charity events and events organised by our supporters.
This role sits within our Grants Team and will oversee two Senior Grants Officers.

What you'll be doing:
Design and deliver training and development programmes that help people build the skills and confidence they need for employment and greater independence.

Develop project plans, implementation plans and risk assessments to turn ideas into successful projects.
Work closely with people we support to understand their interests, strengths, career goals and aspirations.
Develop personalised pathways towards employment, education, volunteering and other meaningful opportunities.
Work alongside Hft’s Supported Employment team to help people progress towards meaningful, paid employment where this is their goal.
Build strong partnerships with education providers, employers, commissioners, local authorities and third-sector organisations.
Challenge low expectations and advocate for reasonable adjustments, inclusion and equality of opportunity.
Ensure projects are delivered safely, respectfully and in a genuinely person-centred way.
Support colleagues to develop the skills and knowledge needed to deliver new approaches.
Develop tools to measure the impact of the programme, including personal outcomes, skills development, qualifications, vocational achievements and employment or move-on opportunities.
Maintain accurate records and ensure projects meet Hft and commissioning requirements.
About you
We’re looking for someone who is ambitious, creative and passionate about what people can achieve when they are given the right opportunities and support.
You’ll bring experience of successfully delivering projects and be confident managing multiple priorities, developing partnerships and turning ideas into action.
You'll ideally have experience working with learning disabled and/or autistic adults, particularly within education, supported employment, employability, health or social care.

Around 500 million walking, wheeling and cycling journeys are made on the National Cycle Network each year, helping connect people, communities and the places that matter most to them. As custodians of the network, we are responsible for maintaining and improving it while shaping a long-term vision for its future.
