Salary Information:

The Met Office is recruiting for a WISER Programme Manager based at Exeter.

As our WISER Programme Manager the starting salary will be £45,150 with opportunities to progress to £49,890 over time. New joiners to the Met Office will start on the salary band minimum. Our total reward package is potentially worth up to £63,611, which includes basic salary, potential corporate bonus, employer pension contributions.

The Weather and Climate Information Services for Africa (WISER) Fund Programme Manager is accountable for all aspects of delivery of the programme for the Foreign Commonwealth and Development Office (FCDO). The WISER programme's mission is to deliver transformational change in the quality, accessibility and use of weather and climate information services at all levels of decision making for sustainable development in Africa

Job Purpose:

As the leader of a substantial (£25m) international aid defrayment programme, the Weather and Climate Information Services for Africa (WISER) Fund Programme Manager is accountable for all aspects of delivery and governance.

Job Responsibilities:

  • To lead the WISER Fund Management team as well as provide direction to 12 project leads, troubleshooting potential risks and issues to ensure the programme is managed to best effect.
  • To oversee all aspects of existing delivery, future programme design, and ensure all deliverables are on track and in line with FCDO terms and conditions.
  • To act as the principal lead managing the WISER relationship with the FCDO, reporting on programme progress via progress meetings and quarterly/end programme (PCR) reporting.
  • Progress actions from 2021 Learning Events and External Reviews, to embed best practice
  • To play an active role as part of the Commissioning Team management team

Essential Qualifications, Skills & Abilities:

  1. An experienced Programme Manager with a proven track record of delivering International Development programmes on time and to donors requirements, ideally through experience of managing an impact orientated change programme.
  2. Demonstrable ability to build and maintain relationships including strong skills around communication (written and oral), negotiation and influence at senior levels.
  3. Good understanding and experience of working on International Development projects (ODA compliant) or programmes, applying Foreign Commonwealth and Development Office’s (FCDO’s) programme management tools and techniques - including Logframes and the Theory of Change
  4. Strong and proven leadership and management skills, with line management experience in a programme/project environment.
  5. Meticulous organisational skills with a proven ability to prioritize multiple conflicting demands.
  6. Strong analytical skills, underpinned with sound judgement under pressure, and the ability to identify resolutions for critical decisions, risks and issues. Some experience of managing large budgets.
  7. A willingness and ability to travel – most likely in the East Africa region

Desirable Qualifications, Skills & Abilities:

  1. A comprehensive understanding and experience of the interactions between programmes, projects and their support offices (PMOs).
