As Finance & Operations Manager at the Foyer Federation, you will play a pivotal role in shaping and building our finance and administrative functions at an operational and strategic level. You will support all aspects of the charity's work and development through the provision of strong financial assistance - ensuring accurate financial reporting, sales invoicing, bookkeeping, grant management and payroll management. You will also take day to day responsibility for HR and organisational administration.
This role will involve close collaboration with our team to ensure the day to day finance and operational requirements are met as well as working closely with the SLT and board to build greater financial resilience and strategic financial awareness within the charity.
You will have oversight of central operations, reporting directly to the CEO and working closely with the Head of Development and Partnerships and Treasurer.

This role is responsible for the administration of the grant management process including managing external reviews, communicating with funded researchers about project reports, contracting new research projects and responding to funding enquires, as well as the organisation of the Research Committee meetings and review papers. International Finance Manager

Role Purpose
As International Finance Manager, you will work alongside the UK Finance Manager overseeing the full lifecycle of all financial transactions with particular focus on funder grants managed through HOST — across both Project Hosting and Hosted Grantmaking services. You’ll ensure every grant is managed with accuracy, compliance, and care so that funds reach the world’s change-makers safely, transparently, and on time.
You will be responsible for ensuring that funder requirements, hosted partner needs, and HOST’s financial integrity align seamlessly. This means managing due diligence, contracting, reporting, and financial monitoring for all funder grants — whether they are received on behalf of a single hosted partner or distributed through multi-grant programmes.
Working at the heart of the Delivery Circle, you’ll collaborate with the Partnerships, Legal, and Finance teams to ensure HOST’s grant management systems are reliable, scalable, and trusted — enabling funders and movements alike to focus on what matters most: delivering impact.
Core Responsibilities
1. Grant Lifecycle Management (Project Hosting & Hosted Grantmaking)

Manage the end-to-end administration of all funder grants, from due diligence and contracting to financial tracking, reporting, and closure.

Ensure every grant is correctly recorded in HOST’s financial and project management systems (Xero, ClickUp, HOSTHub).

Support income deferrals, accruals, and revenue recognition processes as part of monthly and annual financial cycles.

Work with the Data Analyst to integrate grant data into HOST’s KPI and impact dashboards.

3. Due Diligence and Compliance

Lead due diligence processes for all incoming funder funds and outgoing subgrants, ensuring alignment with HOST’s AML, CTF, and sanctions compliance frameworks.

Collaborate with the Legal Circle to ensure all grant agreements meet compliance requirements across relevant jurisdictions.

4. Project Hosting Grant Management

Manage funder grants received on behalf of Hosted Partners (HPs), ensuring restricted fund management, compliance, and accurate reporting.

Coordinate with Community Support Leads to provide responsive guidance on grant use and expenditure tracking.

5. Hosted Grantmaking Grant Management

Purpose of the Role
The Finance Manager is a key member of Ark T’s operational team, responsible for ensuring accurate financial management, reporting, and compliance. The role supports strategic decision-making through the provision of timely and reliable financial information. Working closely with the CEO, senior staff, and external accountants, the Finance Manager ensures the smooth running of all financial processes and systems, with particular attention to the needs and context of a small but ambitious arts and mental health charity.
Key Responsibilities
1. Financial Systems and Bookkeeping
- Manage Ark T’s accounting system (Xero), ensuring accurate and timely recording of all transactions
- Reconcile bank accounts, process payments, and track income
- Maintain accurate records for restricted and unrestricted funding, ensuring correct allocations
- Manage Ark T’s bank accounts, including maintaining up-to-date records of authorised users, login permissions, and password security protocols
2. Budgeting and Financial Planning
- Work with senior staff and programme leads to develop annual and project budgets
- Monitor actual spend against budgets, identifying variances and providing explanations
- Update Ark T’s multi-year financial planning spreadsheets
- Support budget development for funding applications
3. Management Accounts and Reporting
- Prepare and review monthly and quarterly management accounts in collaboration with Ark T’s accountants
- Present financial reports to the CEO, Board of Trustees, and funders as required
- Prepare cashflow forecasts and support financial modelling for new initiatives
4. Payroll
- Work with external accountants to process monthly payroll and ensure all staff are paid correctly and on time
5. Pensions (if required)
- Support the monitoring of pension contributions and liaise with the pension provider, if necessary
- Ensure compliance with relevant pension regulations where applicable
6. Grant and Funding Monitoring
- Maintain the funding tracker, ensuring grant income is correctly recorded and restricted funds are monitored
- Track expenditure for individual grants, ensuring spend is aligned with budgets and deadlines
- Prepare financial reports for funders and support monitoring returns
7. Gift Aid and Donations
- Maintain accurate Gift Aid records and process Gift Aid claims in line with HMRC regulations
- Work with the CEO and Fundraising team to ensure donor records are up to date and claims are maximised
- Ensure appropriate audit trails are in place for donations and declarations
8. Compliance and Financial Controls
- Ensure financial policies and procedures are followed and regularly reviewed
- Ensure compliance with HMRC, Charity Commission, and other relevant statutory bodies
- Liaise with the independent examiner/auditor for the annual accounts and support audit preparation, if necessary
9. Systems and Administration
- Maintain and improve financial templates, tools, and spreadsheets to support efficiency
- Maintain secure records of financial system passwords and ensure appropriate access control
- File and manage financial documentation for easy access and transparency
- Work collaboratively with senior staff to improve data collection for financial impact and evaluation
10. Administrative and Operational Support
- Provide cover for key financial processes in key staff's absence, including logging into the bank account to tick the “authorise” button for payments such as payroll and expense reimbursements
- Provide general finance-related administrative support as required by the senior staff or wider team
- Help ensure smooth financial operations during periods of staff absence or leave
- Contribute to wider organisational processes such as document filing, internal communications, and coordination where needed
Essential Skills and Experience
- AAT Level 3 or 4 (Association of Accounting Technicians)
- Experience using Xero accounting software
- Strong Excel skills and ability to maintain and analyse complex spreadsheets

3 Year Fixed term contract

To lead the financial management and oversight of the ADB project, ensuring timely, accurate and compliant financial accounting, reporting, and oversight. The role will support the delivery of all financial aspects of the ADB project, including donor reporting, reconciliations, cost recovery, budgeting, and compliance, in close collaboration with programme colleagues and the wider AKF(UK) finance team. Financial oversight, planning, and reporting
• Review all financial transactions related to the ADB project on a monthly basis and ensure that they are correct including cost recovery, co-financing, bank balances, and coding.
• Ensure the ADB project is up to date in the Grant Management Tracker, Co-financing Tracker and Cost Recovery forecast.
• Prepare financial information for internal reporting, including contributions to quarterly CEO reports, monthly dashboards, and co-finance updates.
• Prepare all ADB project donor financial reports and ensure consistency with internal data.
• Prepare and submit other donor financial reports as required.
• Monitor project and portfolio spending, flagging significant under & overspends in a timely manner to the Programme Finance Manager and Programmes & Partnerships team.
Financial controls, compliance, and audit
• Lead financial planning and monitoring for the ADB project, ensuring alignment with ADB compliance requirements and AKF(UK) internal controls.
• Support the design and implementation of quality controls, manuals, checklists, and tools to ensure compliance with donor requirements (ADB and others).
• Oversee compliance with donor and AKF(UK) rules on procurement, accounting, and project expenditure, supported by reporting, engagement with the field, and spot checks.
• Maintain internal tools (including AIMS) to track active ADB grants as well as other grants, ensuring data on secured funding, cost recovery, and cash balances remains up to date.
• Prepare for and support donor and statutory audits, with particular responsibility for the ADB project while also contributing to audits of other grants.
• Maintain an up-to-date audit and disallowance tracker for the ADB project, while supporting the Programme Finance Manager in tracking audit issues across all grants.
• Troubleshoot donor compliance or procurement queries, with emphasis on ADB but extending to other donor portfolios where needed.
• Act as a resource person for ADB donor compliance within AKF(UK), while sharing knowledge and lessons learned more widely across the grants portfolio.

Grant financial management
In close consultation with the programmes & partnerships team:
• Maintain accurate financial records and grant codes for the ADB project, while supporting the set-up and management of other grants as needed.
• Ensure timely submission of cash requests and sub-grant agreements, in compliance with both ADB and AKF(UK) standards, and support the same across the wider portfolio.
• Review budgets for ADB and other donor concepts/proposals, ensuring inclusion of AKF(UK) costs, compliance with donor requirements, and consistency with narratives.
• Support the in-country project management unit (PMU) to ensure that the project is robustly managed and proactively support the resolution of challenges as they arise.
• Provide training and reference materials for implementing partners and field staff on ADB-specific donor regulations, procurement, and reporting, while contributing to broader finance training across the organisation.
• Provide technical support and guidance to implementing partners and country units, with particular focus on ADB compliance but also assisting with other donor requirements as needed.
• Conduct monitoring visits and spot checks on the ADB project and participate in risk monitoring across the wider portfolio.
• Collaborate with the assigned Senior Partnerships Manager to align financial management with programme delivery.
Carry out any other duties as assigned by the Programme Finance Manager or the Head of Finance and Operations. The role will involve travel to countries in which we operate grants, particularly Afghanistan (security situation dependent). Normally this could be 1-2 trips per year.
Qualifications
• CCAB qualified accountant (desirable).
Experience

• Experience of managing finances for large-scale, complex donor-funded projects. Experience of working with multilateral development banks (ADB, World Bank, AfDB, etc.) is highly desirable.
