Residential & Commercial Property Manager

Hours: Minimum of 37.5 hours per week, normally Monday to Friday. Due to the nature of the role the working pattern may occasionally change to include evenings, weekends and Public Holidays, with reasonable notice provided or by prior agreement. This may be to support property inspections, tenant matters, or other operational requirements for example. TOIL will be provided for additional planned evening or weekend working in accordance with departmental arrangements.

Normal start and finish times may be reasonably adjusted with reasonable notice to meet operational requirements.

The role requires regular travel across the property portfolio and occasional travel to St James's Place, London, and other locations as required.

The Role

The Property Department is responsible for the facilities management and maintenance of the historic, residential and commercial properties belonging to the Rothschild Foundation and National Trust, including Waddesdon Manor, The Stables, Windmill Hill, the Five Arrows Hotel, The Bow, The Dairy, commercial and residential properties and various other smaller outbuildings, staff houses and general infrastructure.

The department is led by the Head of Property & Facilities Management, supported by the Facilities & Maintenance Manager, Residential & Commercial Property Manager and a team of skilled trade technicians, general facilities & maintenance operatives, grounds assistants and administrative and data support staff.

The Residential & Commercial Property Manager is responsible for the effective management, performance and development of the Rothschild Foundation's residential and commercial property portfolio, working within the strategic direction set by the Head of Property & Facilities Management.

What you will do

The role is responsible for maintaining high standards of landlord and property management, supporting optimal occupancy and rental income, ensuring appropriate legal and regulatory compliance, and providing a professional and responsive service to tenants and internal stakeholders.

The postholder line manages the Lettings Administrator and works closely with the Facilities & Maintenance Manager, Facilities & Maintenance Administrator, Property & Systems Data Lead, Finance and HR to ensure the effective management of the portfolio.

Key Responsibilities include but are not limited to:

Portfolio Management & Strategy

• Work with the Head of Property & Facilities Management to develop and deliver the long-term strategy for the residential and commercial property portfolio.
• Manage the day-to-day performance of the residential and commercial portfolio, ensuring properties are managed effectively, professionally and in accordance with organisational objectives.
• Maintain oversight of occupancy, voids, rental performance and emerging portfolio risks, providing regular information and recommendations to the Head of Property & Facilities Management.
• Identify opportunities to improve the performance, condition, use and value of the portfolio and make recommendations for investment or improvement.
• Support property acquisitions, disposals, lease renewals and other portfolio changes as required, working with appropriate professional advisers.
• Prepare and contribute to relevant budgets, forecasts and longer-term property plans and monitor expenditure and income against agreed targets.

Residential Lettings & Tenancy Management

• Provide management oversight of the full residential lettings and tenancy lifecycle, ensuring properties are marketed, let and managed efficiently and in accordance with organisational policy and legal requirements.
• Line manage the Lettings Administrator, providing clear direction, regular one-to-one meetings, performance management, development support and appropriate oversight of workload and priorities.
• Ensure appropriate processes are in place for marketing, viewings, referencing, tenancy documentation, inventories, rent reviews, renewals, tenancy changes and check-out arrangements.
• Review recommendations relating to prospective tenants, rental values and tenancy arrangements and approve or escalate decisions in accordance with delegated authority.
• Maintain oversight of rent collection and arrears, working closely with Finance and ensuring concerns are identified and escalated promptly.
• Ensure tenant queries, complaints and tenancy-management matters are handled promptly, professionally and consistently.
• Maintain appropriate oversight of void properties and coordinate with Facilities & Maintenance colleagues to agree required works and support timely re-letting.

Staff Accommodation

• Provide property-management oversight of the organisation's staff accommodation portfolio, working closely with the Director of People and HR Department.
• Ensure the Lettings Administrator provides effective administration of staff accommodation, including Manor flats, National Trust Key Representative housing, Pathways Programme accommodation and other short-term or emergency accommodation.
• Ensure property, landlord, occupancy and compliance requirements relating to staff accommodation are appropriately managed.
• Work with the Director of People and/or Head of Property & Facilities Management on staff accommodation matters, recognising that employment-related eligibility, approvals, rental concessions and associated policy decisions sit outside the Lettings Administrator role and are determined in accordance with organisational policy.

Commercial Property Management

• Manage the day-to-day administration and performance of the commercial property portfolio, maintaining appropriate records of leases, licences, rent reviews, renewals and other key dates.
• Build and maintain effective relationships with commercial tenants and occupiers and act as a key point of contact for property-management matters.
• Coordinate lease events, rent reviews and other commercial property matters with external agents, valuers, solicitors and other professional advisers as required.
• Monitor rental performance, arrears, lease compliance and emerging risks and make recommendations to the Head of Property & Facilities Management.
• Support the effective management of commercial properties including the Five Arrows Hotel and The Bow where relevant to the landlord/property-management responsibilities of the Foundation.

Property Maintenance & Condition

• Work in close partnership with the Facilities & Maintenance Manager to agree priorities, capacity and workflows for planned and reactive works across the residential and commercial portfolio, balancing property and tenant requirements with available Facilities & Maintenance resources and wider departmental priorities.
• Agree appropriate timescales for works with the Facilities & Maintenance Manager before commitments are made to tenants or other stakeholders, and ensure priorities are reviewed where operational demands or available capacity change.
• Provide the Facilities & Maintenance Manager with relevant property, tenancy and access information to support effective planning and allocation of work.
• Maintain appropriate oversight of outstanding residential and commercial property works, working with the Facilities & Maintenance Manager and Facilities & Maintenance Administrator to ensure progress is communicated effectively to tenants and other stakeholders.
• Monitor property condition and identify emerging repair, investment or compliance requirements, escalating significant issues to the Head of Property & Facilities Management.
• Support property inspections, condition reviews and programmes of improvement as required.
• Escalate competing priorities, significant capacity constraints or unresolved issues to the Head of Property & Facilities Management where agreement cannot reasonably be reached.

Compliance & Risk

• Ensure the residential and commercial portfolio is managed in accordance with applicable landlord, property, housing and tenancy legislation and regulatory requirements.
• Maintain oversight of relevant property and tenancy compliance records, working closely with the Property & Systems Data Lead and Facilities & Maintenance colleagues to ensure information is accurate and up to date.
• Ensure appropriate processes are maintained for statutory and landlord requirements, including relevant safety certification, tenancy documentation, deposit and occupancy requirements where applicable.
• Keep abreast of changes in residential and commercial property legislation and good practice and advise the Head of Property & Facilities Management on implications for the portfolio.
• Identify, assess and escalate property-management risks and support the implementation of appropriate controls and mitigations.
• Work with the Facilities & Maintenance Manager and Health & Safety Manager to ensure responsibilities for property compliance, maintenance compliance and health and safety are clearly coordinated.

Stakeholder & Professional Relationships

• Develop and maintain positive and professional relationships with residential and commercial tenants, prospective tenants and occupiers.
• Work collaboratively with the Head of Property & Facilities Management, Facilities & Maintenance Manager, Facilities & Maintenance Administrator, Property & Systems Data Lead, Finance, HR and other internal stakeholders.
• Build and maintain effective relationships with external agents, valuers, solicitors, local authorities, contractors and other professional advisers.
• Represent the Rothschild Foundation professionally in property-management discussions and negotiations within the authority delegated to the role.
• Prepare reports, updates and property information for the Head of Property & Facilities Management and other stakeholders as required.
• Undertake occasional travel to St James's Place, London, and other locations as required in connection with the responsibilities of the role.

You will provide operational grip and evidence-based assurance, strengthen safeguarding and management accountability, build effective relationships with commissioners and partners, and ensure risks and underperformance are identified, escalated and addressed early. 

You will also work collectively with fellow senior operational leaders to embed a One Cranstoun approach, strengthening common standards, sharing learning, developing leadership capability and improving quality and resilience across our services. 

What you will be accountable for 

As an Assistant Director, you will take senior operational accountability for: 

• Safe, effective and well-led services – ensuring strong safeguarding, quality, operational risk management and service user outcomes.  
• Contractual performance – ensuring services deliver against contractual requirements and KPIs, with strong commissioner relationships and timely action to address underperformance.  
• Financial sustainability – maintaining strong financial oversight, effective workforce management and oversight of the sustainability of individual contracts.

Specialist experience 

For this role, significant senior leadership experience within substance use services is essential, including experience of leading CQC-regulated provision and maintaining high standards of quality, safety and regulatory compliance. 

You will also need a strong understanding of safeguarding and the governance required to deliver safe and effective services for children and young people. Direct operational experience of Children & Young People services would be valuable, but we are equally interested in candidates who can demonstrate strong safeguarding and CYP governance experience alongside substantial substance use leadership.

Create and maintain accurate project records, trackers and databases, ensuring effective project management, reporting and compliance.

The Candidate:

Experience supporting the development and delivery of environmental, natural capital, forestry, land management or carbon-related projects.
Experience producing high-quality technical documentation, reports and project information that meet organisational, regulatory or industry standards.
Experience using GIS or mapping software, such as ArcGIS Pro, to support project planning, delivery and reporting.

The Role

What the job involves

We’re looking for a Junior Developer to join our Technology and Solutions team and help colleagues across the charity make better use of data, systems and automation. You’ll work alongside our small development team, reporting to the Product and Delivery Manager and supported by experienced technical colleagues.

You’ll contribute across the full development lifecycle, from understanding requirements and writing code to testing, deployment and support. You’ll develop and maintain software applications and automation, troubleshoot issues, document solutions and respond to first-line requests involving data development and analysis. You’ll also help improve SharePoint and Microsoft 365 processes and work with tools such as Microsoft SQL Server, PHP, Power Automate, TOCA.IO and Copilot Studio.

As our use of AI develops, you’ll help identify, prototype and test practical solutions that reduce manual effort and improve how teams work, while making sure they are accurate, safe, well documented and used with appropriate human oversight.

Colleagues attend the office at least four days per month (pro rata for part-time colleagues) to collaborate, build relationships, and support projects and decision-making. You can choose where to work the rest of the time. Travel to the office is a commute, so we pay our own travel costs.

Additional in-person attendance will be required during your first few months for induction and training, to support you to learn the role and get to know colleagues.

Membership & Programmes Officer

The Political Studies Association (PSA) exists to develop and promote the study and teaching of politics and related disciplines. Founded in 1950, we are the leading association in our field in the United Kingdom, with an international membership that includes academics in political science, theorists and practitioners, policymakers, researchers, and students in higher education, as well as members from the school community.

Location

PSA offices in Camden, London. The PSA works on a hybrid basis and supports remote working; post-holders are normally required in the office one day a week (on Wednesdays).

Job purpose

The PSA is a membership body with over 1000 members. The Membership & Programmes Officer is a key and multi-faceted role within in a small but dynamic team.

You will be responsibe for overseeing all aspects of the PSA membership. This will include communicating with current and prospective members, encouraging them to take up the full range of membership benefits and to participate in association activities so that they enjoy a high-quality member experience. Your role includes three core areas outlined below. These are three distinct but interlinked areas of responsibility which will involve working with/alongside other members of the team, and which will be guided by the direction of the Membership, Events & Programmes Manager.

Main responsibilities

Membership

1. The principal contact for all membership services

• As principal membership officer, you will be responsible for dealing with current and prospective members: managing membership registrations, renewals, queries re payments and general membership enquiries. This will include responding to communications from members and non-members within 48 hours of receipt
• You will be responsible for updating and managing the membership database (Oomi); producing membership data, and troubleshooting any joining/renewing issues for members
• You will be responsible for ensuring a successful member journey throughout sign-up, engagement, and renewals. Understanding, and reviewing, the member journey across our different platforms to ensure a smooth and consistent process is achieved
• You will be responsible for creating and sending the monthly membership e-newsletter (using our mailing platform, Brevo)
• You will be responsible for collating and reconciling membership data, including data cleansing  and other tasks as advised by the Head of Membership, Events & Communications or the Head of Operations & Finance
• You will work closely with the PSA Finance Officer to ensure all processes for receiving membership subscriptions are effective and accurate, including online membership payments by credit card and Direct Debits
• Working closely with other members of the team to ensure that members understand and receive their member benefits, and to support and implement any membership changes/developments that may be agreed by the Executive Committee

Specialist Groups and Networks

2. To support our specialist groups and member networks

• The PSA currently has 48 unique specialist groups that represent key subject/policy areas within political studies. The PSA also has two member networks dedicated to Early Career academics and those engaged in Teaching and Learning. As Membership & Programmes Officer you will be the primary contact for specialist groups, and will be responsible for:
• Managing the specialist groups inbox and ensuring queries are responded to in a timely manner, and consulting with colleagues on queries/actions where necessary
• Supporting specialist groups with their PSA website pages and access to their CRM database portal, in line with the guidelines provided, and creating/updating guidelines where necessary.
• Supporting the creation of new specialist groups, briefing group convenors ensuring they have the guidance and support needed to fulfil their role
• Supporting the Teaching and Learning, and Early Career networks by assisting with network communications, newsletters and network data where/when necessary. The networks are overseen by the Membership, Events & Programmes Manager

PSA Programmes

3. To support PSA annual programmes which include the PSA annual international conference, PSA prizes and other member-orientated activities throughout the year.

• Each year the PSA awards a number of prestigous prizes to PSA members by way of recognising and rewarding excellence and impact across Political Studies. You will be responsible for supporting the Membership, Events & Programmes Manager with delivery of the PSA’s prizes, including collating submissions and and producing prize winners’ certificates
• You may be asked to support other longstanding PSA programme initiatives such as the House of Commons Internship opportunity, Teachers CPD event at Parliament and the PSA Student Blogs competition
• Supporting other programmes to develop membership benefits and growth, such as schools/teachers innitiatives as/when required

The PSA Annual Conference

• The PSA organises and delivers a large scale international academic conference, which usually attracts 800 – 1000 delegates. The next annual conference will be taking place at the University of Hull from 22 – 24 March 2027. Because of the scale of this event, and the size of the team, all members are expected to be involved in aspects of confrence planning and delivery, including attending the event itself.

Specific tasks regarding the PSA Annual Conference may include, but are not limited to:

• Supporting the annual conference, which can include: responding to delegate enquiries, sharing information with delegates, reconciling accepted presenters and registrations, assisting with exhibitor communications, producing relevant data, assisting with venue planning and logistics and playing a key role within the team on-site for the three day conference
• Supporting colleagues with communications to specialist groups regarding their role at annual conference, particularly around their proposed AGMs

• Overseeing delegate badges – collating data and liaising with suppliers and courriers. Supporting conference registration and checking registration data, particularly in relation to membersip discounts
• Assisting with the production of online conference information and the delegate guide

Other duties and responsibilities:

• The above role description is not exclusive or exhaustive, and the post-holder will be required to undertake such duties as may reasonably be expected within the scope and grading of the post. All members of staff are required to be professional, co-operative and flexible in line with the needs of the post and the organisation

• On occasion, this may entail supporting colleagues in work areas outside of this job description

• These duties are subject to change from time to time as determined by business priorities. If duties and responsibilities change significantly, the job description may be reviewed and amended in consultation with the post-holder.

• The post-holder is expected to provide general support in running the PSA office

• Compliance with PSA policy, including absence, appraisal, health & safety, and GDPR

Structure: there are seven members of staff under the leadership of the CEO. This post sits under the Head of Membership, Events & Communications and is line managed by the  Membership, Events & Programmes Manager. The PSA’s office is in Camden, London. Whilst Team members predominantly work from home, they are expected to work in the office one day a week (usually Wednesday).

Additional information: there is some requirement to work outside normal office hours on occasion to attend various PSA events and to travel within the UK.

Terms of Employment

1. The starting salary will be £32,000.

2. 37.5 hour working week (normally 9:30 – 5:30 (including 30-minute unpaid lunch break); willingness to work occasional evenings and weekends with no overtime payments but the flexibility to claim time off in lieu.

3. 25 days annual leave, plus bank holidays.

4. Employer contribution to pension (10% for employee contribution of 5% of salary) following probation.
